2 Canada s 1898 Imperial Penny Post issue Black, red, and lavender with top imprint of printer, American Bank Note Company of Ottawa By Larry Mann On December 25, 1898, Canada issued what is often referred to as world s first Christmas stamp. Although issued on Christmas Day and bearing words Xmas 1898, main purpose of stamp was to commemorate extension of Imperial Penny Post throughout British Empire. Beginning on December 25, 1898, a one penny rate, equivalent to two cents Canadian, covered basic first class letter rate between most parts of British Empire, with exception of Australian states and a few or places. The rate was designed as an inexpensive way to tie toger different parts of British Empire via mails. The stamp is often considered one of most attractive and interesting stamps issued by Canada. It was Canada s first stamp not picturing British royal family, or than Beaver issues and some of stamps issued by Canadian provinces. The design features a large world map, with heading of an imperial crown directly over Canada and words Canada Postage. The map shows different parts of British Empire in red. (The map is somewhat inaccurate, as it shows German South Africa, Portuguese East Africa, Borneo, Transvaal, and Orange Free State as all being British possessions. Perhaps that was a case of wishful thinking!) The design was based on a popular world map published by George R. Parkin in Parkin was a longtime advocate of unity in British Empire. He suggested map design when Canadian Postmaster General Sir William Mulock ( ) consulted Parkin for ideas for a Black, red, and blue suitable design. Below map is Xmas 1898 and words WE HOLD A VASTER EMPIRE THAN HAS BEEN. These words were taken from Song of Empire, a poem written by British poet Sir Lewis Morris ( ) to celebrate Queen Victoria s Golden Jubilee in Some 20 million of stamps were printed from December 1898 to December 1899, and Mulock ordered that half be printed with ocean in lavender (Scott #85) and half in blue (Scott #86). If you didn t contact me, it isn t too late. The calendar is a work in progress and I anticipate adding new information throughout year. Contact me by January 31 to have a show listed in next issue, due out in February. PIPEX 2013 It is time to be thinking about Federation s annual PIPEX show, coming up May 24-26, If you are planning to exhibit, see pages 4-7 for a prospectus and entry form. More information on show should appear in February issue, including a schedule of events, directions to show hotel, and information about staying re and in Portland. How to Build your Philatelic Exhibit See page 8 for first part of an article that explains how to create a stamp exhibit. The article discusses how to plan an exhibit and create a good story line, how to create a title page, tips on presentation, and how to create an exhibit that will be interesting and attractive to both viewers and judges. Articles on Federation Member Clubs With all of PIPEX information in this issue, I m taking a bit of a break in ongoing series of articles on Federation member clubs. Watch for more articles in Would you like to see an article about your club? If so, please contact me. Articles needed This issue marks end of my eighth year as editor of Federated Philatelist. While I ve enjoyed doing it, finding new articles to publish has always been my greatest challenge. My goal has been to publish articles written by members of Federation clubs, and I like to keep a balance between articles on Canadian and US philately, with occasional articles on or parts of world too. This isn t an easy task, as only a very few collectors write about ir philatelic interests. I know that I risk getting into a rut when articles come mostly from a small group of writers and are reprinted mostly from few member club newsletters that publish philatelic articles. We always need new articles to publish. I m thankful to those of you who have allowed me to reprint your articles in past and I hope that you will continue to send me new ones to publish. I d also like to encourage ors to write articles. If you haven t done this before, please consider writing one. Writing an article need not be difficult. Focus on a favorite stamp, cover, or group of related stamps or covers. Do a bit of research and n write down story behind m or what interests you about m. Send article to me, preferably in Word format with one or more scans. Don t worry about it being perfect, as I m happy to help with editing. Seasons Greetings! Exhibitors: Any collector, regardless of residence or club affiliation, is eligible to enter a competitive exhibit by conforming to requirements of this prospectus. All competitive exhibits must be bona fide property of exhibitor. B. Exhibit Classes: a. GENERAL OPEN CLASS is open to any competitive exhibit except those eligible for eir youth or one-frame class. ONE FRAME CLASS only 10 such exhibits will be accepted with preference given to exhibits from members of convening organizations ( latter to March 1, 2013). d. FRAMES Each frame will hold inches x 11inches pages. Exhibits with page sizes measuring or than 8.5 inches x 11 inches must receive advance approval of Exhibit Chairman. For multi-frame exhibits re is a minimum of three frames per exhibit and a maximum of ten. Youth class exhibits may be a minimum of one frame and a maximum of five. C. Entry: An individual exhibitor may submit more than one entry. In event number of entries exceeds available space, at most only one multi-frame and one single-frame exhibit will be accepted from each exhibitor. All exhibits shall be entered by class and section on official entry form provided by PIPEX Exhibit Committee. The correct fees shall accompany entry form. Entries will be accepted up to April 24, 2013, or until all available space has been filled if that event should occur earlier. The Federated Philatelist 4

5 C. Entry (continued): Receipt of entries will be promptly acknowledged. Some entries from exhibitors who are not members of convening organizations will be accepted promptly. However, a certain, defined number of frames are reserved for convening organizations. If se are not filled by March 1, 2013, y will be released to frame applications from or exhibit entries. The PIPEX Exhibit Committee reserves right to reject any entry, and to return application toger with related fees before opening of exhibition. Signing official entry form denotes acceptance by exhibitor of all requirements set out in this prospectus. In order to assist judges in preparing for Exhibit, PIPEX Exhibiting Committee requires that one copy of title page and/or a one two-sided page synopsis is/are included with Entry Form. Entries submitted without title page and/or a synopsis shall not be accepted. Revised title pages and/or synopses may be forwarded by April 24, 2013 to address shown in section F (c) below. Alternatively y may be sent as pdf files attached to an e- mail addressed to mdd10@att.net. D. Frames and Pages: Exhibits will be displayed in frames that hold 16 album pages, maximum 8.5 inches by 11 inches in size, in 4 horizontal rows of 4 pages each. Oversize pages or poster displays (up to frame dimensions) may be accepted from exhibitors who have made arrangements in advance. Pages shall be numbered consecutively on back, bear exhibitor's name on back (not front), and be enclosed in transparent sheet protectors. Each GENERAL OPEN CLASS exhibit is limited to a maximum of ten (10) frames. Each YOUTH CLASS exhibit is limited to a maximum of five (5) frames. E. Exhibit Fees (in US funds): All exhibitors are required to pay an entry fee of $35 (US funds) irrespective of number of frames required. Each frame requested will be charged at $5 (US finds) per frame. Thus, single frame exhibits shall pay fees of $40 (US funds) each, a 5-frame exhibit $60 (US funds), and a ten frame exhibit $85 (US funds). Youth Class Free Note: If exhibit is to be returned to exhibitor by PIPEX Exhibit Committee after show, full amount of return postage plus insurance must be remitted with entry application. Please be certain that correct amount is included. Excess amounts will be refunded. F. Delivery: Exhibitors can deliver ir exhibits in person or via an agent. Orwise, exhibits should be sent via USPS registered mail or express carrier such as FEDEX. Or material should not be enclosed in same package as exhibit. 6 G. Exhibition Hours/Exhibit Return: The exhibition will open at 10 AM on May 24th and will close at 4 PM on May 26th. No exhibit or part reof may be mounted, dismounted, or removed during official show hours, or while visitors are present in exhibit area. Please do not exhibit if you will need to take your exhibit down before 4 PM on May 26, Those with tight airline schedules will be allowed access to takedown at 4 PM but ors will take ir position in takedown by lottery. Exhibitors or ir agents, on providing proof of identity, may obtain ir exhibit from PIPEX Exhibit Committee immediately after close of exhibition. Uncollected exhibits will be returned at expense of owner in manner indicated on official entry form. If no contrary instructions are given by exhibitor, uncollected exhibits will be returned as soon after show as possible by USPS Express Mail. Please allow sufficient time for processing before making inquiries. H. Insurance: Exhibit owners must provide ir own insurance. All reasonable precautions will be taken for safeguarding exhibits while y are in possession of PIPEX Committee. The exhibit area and bourse will have 24-hour security guards. The exhibitor agrees that no responsibility of any kind or character shall attach to Northwest Federation of Stamp Clubs nor to any officers or members of same, nor to Oregon Stamp Society or to any of its officers or members, nor to PIPEX Committee or to any of its members, nor to Portland Philatelic Exhibitions, nor to Red Lion on River Hotel or its employees, for any loss or damage to any exhibit or material submitted in competition or non-competition, from any cause whatsoever. I. Judging: A panel of APS accredited judges has been selected who will make decisions by deliberation and consultation among mselves, and whose decision will be final. Judging will be in accordance with current APS Manual of Philatelic Judging. Judges will be provided exhibit title and/or synopsis pages to assist in ir preparation. It is strongly recommended that exhibitors study latest edition of APS Manual of Philatelic Judging, available on APS web site ( J. Awards: No exhibit will be considered for an award if, after three years from its first WSP showing, it does not show major alterations or additions. The decision in such case shall rest with chairman of jury. For GENERAL OPEN CLASS PIPEX Exhibit Committee will place at disposition of judges, PIPEX gold, vermeil, silver, silver-bronze and bronze medals plus ribbons, certificates of award, certificates of appreciation and or awards, including those for grand award and reserve grand award. For SINGLE FRAME CLASS, judging will be based on five levels of awards with a grand award for best single frame exhibit. All awards will be granted in accordance with merits of exhibit, without regard to section. No award in a class or section will be made if, in opinion of judges, exhibits are of insufficient merit. Awards not bestowed formally during exhibition will eir be delivered when exhibits are collected in person or mailed to winner. K. Ruling Authority: Any and all questions that may arise concerning exhibition which are not provided for by requirements of this prospectus shall be decided by PIPEX Committee in its sole and absolute discretion. 8 How to Build your Philatelic Exhibit Part 1 By Sheryll Ruecker Introduction Thinking of having a go at exhibiting? Well, now s your chance to put something toger for PIPEX 2013 next May. It s just around corner! Firstly, choose your subject. Subject X. Secondly, tell your story. The story of X! This article will give you tips on how to tell your story. It is based on exhibit and PowerPoint presentation How to Build a Philatelic Exhibit, which was put toger by members of American Association of Philatelic Exhibitors (AAPE) as an educational tool. It illustrates principles in APS Manual of Philatelic Judging, 6th edition, such as treatment, rarity, how to show philatelic knowledge, and presentation techniques, and uses material from a range of different exhibit classes, including postcards. Originally designed as a one-frame exhibit, it looked a bit daunting to first-time exhibitors, so it was made into a 35-slide PowerPoint presentation. This breaks exhibit down into smaller chunks to make it easier to understand. It is aimed at those who want to improve ir exhibiting techniques, as well as those who are just starting out. The Do s and Don ts of Presentation 8. Getting Started 9. Resources 1. Elements of a Good Title Page The title page is most important page of your exhibit. It needs to be first page you make and last to be edited, as that is where you are defining your exhibit. A good title page consists of: An unambiguous title A clear purpose and scope statement A plan An appropriate item that begins story A short statement of historical context (optional) Your purpose statement will be description that goes into exhibition catalog. 9 How to Build your Philatelic Exhibit Part 1 2. Construction of an Effective Plan The exhibit plan is put on title page. It is how viewer finds his or her way around exhibit. For matic exhibits, major sections need to be balanced in terms of importance to story. Outlines should be at most two levels deep. For non-matic exhibits, plan will be more flexible, tailored to type of exhibit. The judges need to be able to find ir way around an exhibit quickly. If y are having trouble, y may go back to title page to recheck plan (if exhibit isn t too long and y have time). Plans for non-matic exhibits using a larger font bolding font underlining Chapter Title boxing Chapter Title using a different font color (less often) some combination of above The use of running headers helps viewers find ir way more easily. These are chapter headings reproduced at top of each page in an unobtrusive format. They are in addition to page headings, which are usually in a lesser size font than running headers. Running headers can be effective yet unobtrusive printed in gray. Headings using a sans serif font make a good contrast to text in a serif font. A test for a well laid out exhibit plan and headings is to drop pages onto floor and see if you can put m back in order using headings as a guide.
