GREENVILLE AVENUE RICHARDSON, TX REQUEST FOR BID # The Richardson Independent School District (RISD) is soliciting bids for Data, Telephony, and Infrastructure Cabling as well as catalog equipment as per specifications stated in this solicitation document. Sealed bids must be submitted in an envelope marked on the outside with the bidder s name, address and bid number (# ) to: Richardson Independent School District Melody Greig Purchasing Department 970 Security Row Richardson, Texas Bids will be received at the above address until Thursday 1:30, May 1, Bids will be publicly opened at 2:30 PM the same day. Bids must be submitted in sufficient time to be received and time-stamped at the above location on or before the published bid date and time shown on the RFB. Richardson Independent School District will not be responsible for delivering mail from the post office. Bids received after the published time and date cannot be considered. Faxed bids will not be accepted. The bid name and number must be identified on the outside envelope being delivered (i.e. Federal Express, UPS, US Postal Service, and Hand Delivery). There are two worksheets in the excel spreadsheet. Both pricing sheets must be filled out, signed and returned with the bid. Annual Estimates are provided on the spreadsheet. This estimate should not be construed to be a guarantee of either minimum or maximum since usage is dependent upon actual needs and available funding. Bidders must submit (1) sealed bid and (1) copy in the form of the executed Bid Form together with any material required by any addendum to this RFB by the time and date specified. This is a compliance bid to establish vendors and cost, which will allow for the legal acquisition of Data and Telephony service and parts throughout the District on an as needed basis. Bid prices must be firm for one-year from date of award for bid to be considered. This bid is renewable for a second and third year in one-year increments provided all prices remain firm and both parties agree. RISD s contact for this bid is Melody Greig. Contact between soliced vendors and user departments during the request for sealed bid process or evaluation process is prohibited. Any attempt by a solicited vendor to contact the departments will result in disqualification. 2 OVERVIEW The Richardson Independent School District (RISD) is seeking bids to (1) install, test, certify and document Category 5E, Category 6 and related infrastructure data, RG-6 coaxial and fiber optic cables located within the RISD boundaries. (2) Complete data and telephony ad hoc cabling and repair service assignments. Vendor may bid on telephony, data, or both as appropriate. GENERAL INFORMATION The length of the contract will be one (1) year, with the option to extend for two, one year periods if pricing remains firm and both parties agree. All bids must be submitted on the bid forms included in this RFB. Any deviations from bid specifications must be clearly marked on this bid form. If equal alternates are being proposed, complete information must be submitted with the bid to justify them as an equal. SCOPE OF WORK A. Vendor will install, test, label, certify, and document data, coax, and/or voicestructured cables in customer-designated locations. Vendor will provide all labor and materials to install structured cabling system including patch cords. Vendor will complete pricing proposals on a per drop, per technician, or per hour basis as outlined in Pricing Table. B. Richardson Independent School District supports both Panduit Structured Cabling Systems and Ortronics Structured Cabling Systems within its schools. A Richardson Independent School District Representative will provide information of the installed base and supported connectivity for each school building that requires recabling. Belden, BerkTek, Commscope, and Superior Essex are the only cable manufacturers RISD will accept for the above connectivity solutions. C. Regarding ad hoc service assignments for telephony and data communications, vendor must be able to service approximately work orders per week. Vendor must provide certified/qualified technician(s). ITEMS TO BE FAMILIAR WITH: Extensive knowledge with Infrastructure cabling standards Experienced copper cabling Cat.5E & Cat. 6 technicians Experienced fiber-optic terminations and install technicians SC/ST Experienced RG-6 coax-cabling technician Experienced with Panduit and Leviton raceway/products Trained and Certified by the Manufacturer of the connectivity solution Company must be familiar with AutoCAD software Experience installing Telephony cable from 4 to 100 Pair Understand basic Telephony technology Port to Cable + Feeder Ability to repair and install digital and analog Telephones

3 CONTRACT CLAUSES The awarded vendor agrees in the case of delay or inability to provide services to notify the Technology Department immediately. (Phone number ). Failure to notify could result in cancellation of contract. RISD may terminate this contract and all services and obligations upon written notice of at least thirty (30) days. The Richardson ISD reserves the right to accept or reject any or all bids and to waive any formalities in the RFB process. This RFB may be awarded to multiple vendors. The awarded vendor agrees to assume liability of all items either stored or transferred to them, and to furnish RISD with Certificates of Insurance to cover all RISD valuables in the possession of the vendor. WARRANTY Vendor warrants that the service(s) and product(s) sold to the District shall conform to the specifications and standards and all national, state, and local codes. In the event the services or products do not conform to the standards, the District may request a correction at the Vendor's expense. CRIMINAL STATUS Contractors or sub-contractors may not work on district property where students are present when they have charges pending, have been convicted, received probation or deferred adjudication for any of the following: A. Any offense against a child B. Any sex offense C. Any crimes against persons involving weapons or violence D. Any felony offense involving controlled substances E. Any felony against property F. Any other offense the district believes might compromise the safety of students, staff, or property. Background Checks must be available for RISD review from any person who will be on RISD campuses.

4 INSURANCE REQUIREMENTS The successful offer will be required to supply an Insurance Certificate naming Richardson ISD as additional insured in accordance with the following schedule prior to the start of any project. Richardson ISD requires that contractor's insurance be placed only with companies that have achieved at least an "A" rating with A.M. Best. The Richardson ISD reserves the right to require higher limits of coverage depending on the size, scope, and nature of a particular job. TYPES OF INSURANCE COVERAGE LIMITS OF LIABILITY 1. Business Auto Liability $1,000,000 combined single limit each occurrence (Hired/non-owned coverage must also be provided) The immunity of the owner shall not be a defense from the insurance carrier. BID EVALUATION CRITERIA The Richardson ISD does not award bids solely on the basis of low price or rate of discount. To determine the award of this bid RISD may consider the following, as provided in the Texas Education Code (b). Price and rate of discount Reputation of the vendor Qualities of the vendor s goods and services The extent to which the goods and services meet the District s needs The vendor s past relationship with the District The long-term cost to the District to acquire the vendor s goods and services The impact on the ability of the District to comply with laws and rules relating to historically underutilized business Any other relevant factor that a private business entity would consider in selecting a vendor
