(iv) Engineers (Civil) {on contract basis} (S.No. 10) A special purpose vehicle Indian Railway Stations Development Corporation Limited (IRSDC) has been constituted under Companies Act, 1956 with equity participation of Ircon International Limited (IRCON) (A Govt. of India Undertaking, under Ministry of Railways) and Rail Land Development Authority (RLDA), a statutory authority under the Ministry of Railways with primary objective of augmenting and maintaining passenger amenities at stations in a holistic manner, across Indian Railways. The responsibilities include:- Developing strategic five-year plan for redevelopment/ development of stations in the country and getting it approved from MoR. Developing and approving the master plan of the railway land in and around the station Finalizing the business plan and the development models for station redevelopment/ development Developing / re-developing existing / new railway stations for upgraded passenger amenities including station buildings, platform surfaces, circulating area, etc. Developing real estate on Railway/ Government land and its commercial utilization as may be required in connection with development of railway stations.

2 planning, designing, development, construction, improvement, commissioning, operation& management, maintenance, and financing of projects and various services relating thereto including marketing, collecting revenues, etc. relating to railway stations and railway infrastructure and all matters relating thereto, IRSDC is expected to take up facility management, Station redevelopment and commercial development in at about 600 stations in At present IRSDC is implementing 2(two) projects, one at Habibganj and another in Gandhinagar. From 2(two) projects to 600 projects in one year is a mammoth task and this requires hiring of domain experts from market as many of the works involved are being done for the first time in Railways. Therefore, in order to: Study station areas for quick evaluation of regeneration potentials Create distinctive visions for each of these station areas to establish design and development principles and priorities in relation to the station under consideration Become an interface between IRSDC and external surveyors, specialist agencies, delivery teams, developers, etc from planning to implementation stages Exercise control and guide the design and delivery process Prepare Standard Operating Procedures for planning, design, implementation and maintenance of stations Develop tender documents, manage rendering, after award of tenders do contract management for complex concession agreements/ EPC agreements do Station facility management professionally and enhance customer experience develop financial models and do financial structuring for various projects including raising of finances, management of various escrow accounts integrate various learning s and take up organization development in a planned and sustainable manner; Applications are invited for engaging Sr. Experts in the following fields for a period of three years, to be extended on satisfactory performance on year to year basis. Terms and conditions of engagement would be as under:- (i) The salary structure will be negotiable on case to case basis with per month Consolidated salary being Rs 1,50,000/- + transport

3 allowance + mobile and data reimbursement applicable to JGM level + laptop, if required. The monthly remuneration of the applicant will be decided as per his/her experience and academic qualification. (ii) (iii) (iv) The Sr. Expert shall be allowed to undertake domestic tours as required for their duties for which TA/DA and hotel accommodation shall be paid as admissible to JGM level with the approval of MD & CEO. The maximum age limit for the senior experts will be 60 years. NO NAME OF POST 1 Sr. Expert (Urban Designer / Planner) Sr. Expert (Transport Infrastructure)-01 ESSENTIAL QUALIFICATION Masters in Urban Design / Planning Masters in Architecture REQUIRED EXPERIENCE / SKILLS Minimum 10years experience with a focus on TOD, large scale urban design / planning projects, policy writing and development control regulations preparation. Experience in creating administrative enabling frameworks for implementation of projects and public sector experience will be preferred. Skills: Team leadership, inter-departmental / agency coordination, Project Strategy, GIS, AutoCAD, MS Office Programs Minimum 10 years experience with a focus on large scale architectural projects including TOD and in-depth knowledge of building development technologies / facade engineering, sustainability, acoustics -noise-vibration, digital services, fire engineering, lighting design etc. Experience in design and delivery of transport infrastructure will be preferred. Skills: Team leadership, ability to coordinate with multi-disciplinary technical teams, BIM

4 3 Sr. Expert (Transport Planner)-01 4 Sr. Expert (Property Development)-01 5 Sr. Expert (Contracts Specialist)-02 Masters in Transport Planning / Engineering / Equivalent Masters in Planning / Property Development or Equivalent Post Graduate/ MBA Minimum 10 years experience with a focus on Station / Terminal planning and design, Multimodal integration, travel demand modeling, transport economics, cost-benefit analysis for transportation infrastructure / projects, Traffic Forecasting etc. Experience in traffic impact studies, micro simulation modeling, etc will be preferred. Skills: Team leadership, coordination with multidisciplinary technical teams, VISSIM, TRANSMODELLER, Trips, Auto CAD, GIS platforms, GIS, AutoCAD, and all MS Office Programme. Minimum 10 years experience in project related advisory, performing investment analysis, valuations, demand assessment, project feasibility, best-use studies, market research etc. Experience in procuring project finance, structuring public private partnerships, and other miscellaneous advisory activities related to large scale infrastructure delivery will be preferred. Skills: Team leadership, MS Office Programme Knowledge and experience required is at a post graduate or professional level developed over 15 years experience in professional, technical or managerial role in Procurement, Sourcing, and Supply Chain. Management (including technical competencies where appropriate) in a Regional/ Multinational/Global organization; or subject matter experts with over 10 years of experience. Experience of Leadership/People Management in a Regional/Multinational/Global organization preferred. Demonstrable [multiple Category] knowledge of Procurement, Sourcing, Category Management, Supplier Relationship Management, Customer Relationship Management and Supply Chain Management process and procedures, including deep Commercial and contractual experience. Well versed with Advance Excel and software systems Overall experience of more than 15 years of with experience of a lead procurement consultant for major projects/ organizations for at least 5 years

The appointment will be purely on contract basis initially for one year. The contract is extendable, for a further period of 3 years, on year to year basis or duration of the project whichever is less, at the sole discretion of IRSDC, as per project requirement, provided the services/performance of the contract staff are found to be satisfactory. However, IRSDC may rescind the contract at any time during the contract period, in case of completion/foreclosure of the project ahead of the contract period due to any reasons or poor/nonperformance/misconduct on the part of the contract employee, by giving one month notice or remuneration in lieu thereof. This contract appointment will not confer any right to claim absorption in regular establishment of the company or for appointment in other projects of the company. A. The selection/screening committee may consider and recommend a higher basic emolument at the time of selection in deserving cases by increasing the initial basic 5% flat per year for every completed year of experience relevant to the requirement of the company.

11 B An enhancement in emoluments up to 10% of the basic emoluments will be given, on satisfactory completion of each year of engagement. This will be based on their annual grading given by their controlling authority on the following scales:- i) 10% ii) Very 8% iii) 6% Persons with less than Good grading will not be given any enhancement in emoluments. Rather they will be given Pink Slip to improve or parish. The increased basic emoluments will be rounded off to next Rs. 10/- C. Architect on contract would be eligible for a Life Insurance Cover of up to Rs. 25,00,000/- under any of the Term Insurance Policies (e.g. LIC New Jeevan Mangal or LIC Amulya Jeevan) of LIC or similar policies of any other Govt. Insurance Companies. They are free to choose and obtain such an Insurance Policy from Govt. Insurance Companies, for which annual premium to the extent of Rs. 5000/- will be reimbursed by IRSDC on production of Policy/Cover note and cash receipt for annual premium during their service with IRSDC. D. Architect engaged on contract basis in IRSDC will be entitled to reimbursement of expenditure incurred on indoor medical treatment for self only at the place of posting, at the rate applicable to Executives (E-0) E. Architect will be provided with a CUG connection with entitlement of call charges up to Rs. 1000/- per month and reimbursement of cost of mobile handset up to Rs. 5000/- F. 02 days Earned Leave will be admissible for each completed month of engagement. The balance of EL in credit is en-cashable at the end of each calendar year. No carry forward of EL will be admissible.
