3 The American Delegation As part of an American delegation of civic and business leaders, you will witness firsthand the civic engagement of s young people participating in Project Citizen, the Center for Civic Education s Sino-American collaborative civic education program. You will also have the opportunity to meet with scholars, educators, policymakers, and diplomats; experience s rich culture; and explore its history in Beijing, Nanjing, Changzhou, and Shanghai.

Since the beginning of the Center s collaboration with Chinese educators, he has made numerous visits to and played an active role in promoting civic education there.

4 Charles N. Quigley, founder and executive director of the Center for Civic Education, will lead the delegation. One of civic education s guiding lights since 1964, Quigley developed Civitas International Programs in the early 1990s to link civic education leaders in more than sixty-five countries. Since the beginning of the Center s collaboration with Chinese educators, he has made numerous visits to and played an active role in promoting civic education there. He led a delegation of US Congressional staff to in Quigley is author and editor of numerous publications and has served on various state, national, and international commissions and task forces on civics. He was a consultant to the National Commission on Civic Renewal, a principal respondent to the National Assessment of Educational Progress civics report in 1999, and principal speaker for civic education at the White House Conference on History, Civics, and Service in The delegation will be accompanied by Guohua Liu, program manager for and other Civitas Programs at the Center for Civic Education. A native of, Liu was an associate professor of education at Yantai Teachers University in Shandong Province,, and visiting scholar with s Abroad Scholarship Association when he began his association with the Center for Civic Education. Liu has authored numerous articles on civic education for Chinese academic journals and has been a regular participant at international meetings of civic educators, including the Center s World Congresses on Civic Education. Liu organized the Congressional staff delegation trip to in 2007.

Background When the Center for Civic Education first considered implementation of Project Citizen in in 2005, American officials were skeptical.

5 Background When the Center for Civic Education first considered implementation of Project Citizen in in 2005, American officials were skeptical. There was no precedent for a civic education program like Project Citizen that engaged young people directly in proposing and advocating for their own solutions to public policy problems. Today, thanks to the collaborative efforts of the Center and Chinese educators and officials, Project Citizen has taken root in three provinces Jiangsu, Yunnan, and Shanxi and in two major municipalities Shandong s Weifang and Shanghai municipalities. To date, nearly 500,000 Chinese students, 15,000 teachers, and 2,250 schools have participated in the Center s Project Citizen program in. s educators enthusiastically support the program and wish to expand it throughout the country. They envision programs like Project Citizen as the means with which to prepare the coming generation for active citizenship.

8 What to Expect This trip is moderately active and travelers must be in good physical condition to participate. Travelers must be able to walk at least a mile unassisted and keep up with fellow participants. Some sites may require walking over uneven terrain and up and down steps, some of which are steep and may not have handrails. Travelers are expected to be physically active, to enjoy traveling as part of a group, to be open to the experience of cultural differences, and to be flexible. Some delays or changes in the itinerary may occur.

10 Cost The cost of this package, including group land and air transportation within, meetings and tours, accommodations, group meals, and other participation fees will total $3,875 per person based on double occupancy ($4,570 based on single occupancy). In Beijing and Shanghai, accommodations will be arranged in four star hotels with modern amenities. Accommodations in Nanjing will be arranged in a three star hotel. 11 General Terms and Conditions Please read this information carefully, as your deposit payment represents your acceptance of the following Terms and Conditions. Program Cost Inclusions/ Exclusions and Arrangements Please refer to the Travel Package section. Reservations and Payments To reserve space, complete and return the registration and signed release of liability form with your nonrefundable deposit check in the amount of $500 per person made payable to Center for Civic Education. Mail payment and registration form to Center for Civic Education Youth, 5145 Douglas Fir Road, Calabasas, CA Balance of payment is due (check only; no credit card payments) by 15 August Reservations will be processed in order of receipt, subject to availability. Cancellations and Refunds Cancellations are deemed effective when received by the Center for Civic Education (Center) in writing. Should you need to cancel, the following charges apply: 91 or more days prior to departure: forfeiture of the $500 per person nonrefundable deposit; 61 days to 90 days before departure: 50 percent of the total cost of the excursion; 60 days or less before departure: no refund. Should the Center cancel the trip for any reason, a full refund of the deposit and any additional payments will be provided.

12 Insurance Travel medical insurance will be provided to each participant as part of the travel package. Information on travel medical insurance will be mailed upon receipt of your reservation. Trip cancellation insurance, available separately at each participant s discretion, can protect you against unforeseen circumstances that cause you to interrupt or cancel your trip. Disclaimers and Waivers of Liability The Center will contract with independent service providers and suppliers (collectively, Suppliers ) to serve and supply your needs during the tour, including transportation, accommodations, restaurants, and other travel services. The Center does not control these Suppliers; neither will the Center be responsible for any delay, inconvenience, accident, expense, injury, loss, death, or damage whatsoever occasioned through the conduct or default of the Suppliers. Each Supplier is subject to the laws of the country in which the tour takes place. The Center is not responsible for changes of flight times, damage, loss of baggage, dishonor of airline, hotel or other reservations, delays, losses, injuries, inconveniences, cessation of operations, airline or tour operator bankruptcies, accidents, or the acts or defaults of any person or entity engaged in conveying participants or in carrying out other arrangements of the tour. The Center further reserves the right to decline to accept or retain any person as a member of the tour should such person s health, actions, or general deportment impede the operation of the tour or the rights or welfare of the other participants. No refund will be made for the unused portion of any tour.

13 The Center for Civic Education shall not be responsible for breach of contract, failure to comply with any state or federal laws (including the Americans with Disabilities Act), or any intentional or negligent actions or omissions on the part of the Suppliers which result in any loss, damage, delay, inconvenience, or injury to travelers or travelers companions or group members. The Center for Civic Education shall not be responsible for any injuries, damages, or other losses caused to any traveler in connection with terrorist activities, social or labor unrest, mechanical or construction failures or difficulties, diseases, local laws, climatic conditions, abnormal conditions or developments, or any other action, omissions, or conditions outside the control of the Center for Civic Education. Traveler assumes complete and full responsibility for, and hereby releases the Center for Civic Education from any duty of checking and verifying any and all passport, visa, vaccination, or other entry requirements of each destination, and all safety and security conditions of such destinations, during the length of the proposed travel. Traveler is hereby warned of the above risks as well as possible travel industry bankruptcies and medical and climatic disruptions, and the possibility traveler may be unable to travel as scheduled because of personal emergency. Traveler s retention of tickets, reservations, or booking after issuance shall constitute consent to the above and an agreement on his/her part to convey the contents hereto to his/her travel companions or group members.

17 RELEASE OF LIABILITY AND ASSUMPTION OF RISK AGREEMENT Please read carefully: This is a legally enforceable waiver of rights BOOKING CONDITIONS: I understand the Center for Civic Education reserves the right to decline to accept or to require to withdraw from a tour at any time at his/her own expense any traveler it deems to be incapable of meeting the requirements and rigors of tour activities, or any traveler whose actions impede tour operations or the rights, welfare, or enjoyment of other tour members. I consent to the Center and its agents taking of photographic images of me while on the tour for their commercial and promotional purposes and commercial use of the photographic images. I understand that the Center for Civic Education is an agent for the independent service providers and suppliers that will serve and supply me during the tour, including transportation, accommodations, restaurants, and other travel services. The Center for Civic Education does not control these independent service providers and suppliers; neither will the Center for Civic Education be responsible for any delay, inconvenience, accident, expense, injury, loss, death, or damage whatsoever occasioned through the conduct or default of these service providers or suppliers. Each of the providers and the suppliers is subject to the laws of the country in which the tour takes place. I understand the voluntary signing/returning of this release is a condition for the Center for Civic Education s accepting me as a traveler. ASSUMPTION OF ALL RISKS: I voluntarily apply to participate on a tour under the arrangements of the Center for Civic Education with knowledge of the inherent hazards and risks involved, including but not limited to: motor vehicles, aircraft, trains, boats, or any other conveyance, roads, trails, and accommodations which are not maintained or operated to standards common in the United States; traveling in remote areas; the forces of nature; civil disturbance; terrorism; government restrictions; high altitude conditions; accident or illness in remote locations without access to rapid rescue or medical facilities; the adequacy of medical attention once provided; consumption of alcoholic beverages; among many unforeseeable other risks ( Risks ). 18 ACCORDINGLY, I RELEASE AND DISCHARGE THE CENTER FOR CIVIC EDUCATION, ITS OWNERS, OFFICERS, DIRECTORS, AGENTS, CONTRACTORS, AND EMPLOYEES FROM AND AGAINST any and all liability, causes of action, debts, claims, demand of every kind and nature, whatsoever, which may arise from my participating in Center for Civic Education tours, including any claim for property loss, injury, death or damage that I might suffer due to the acts of or the omissions by the Center for Civic Education, including negligent acts of or omissions by the Center for Civic Education. This RELEASE is intended to be interpreted as broadly as permissible under California law, and that if any portion of this declaration is held invalid, it is agreed that all other parts shall continue in full legal force and effect. This Release shall be legally binding upon myself, all minors under the age of 18 traveling with me, my family, heirs, administrators, executors, legal representatives and assigns. Any claim or controversy arising out of or relating to any Risks I incur, or concerning the agreement, or the making, performance or interpretation thereof, shall be settled by binding single arbitrator arbitration in Los Angeles, California, in accordance with the rules of an American Arbitration Association which are in existence at the time of the dispute. The rights and obligations of the parties shall be construed under California State law. I HAVE READ THE ABOVE AGREEMENT AND VOLUNTARILY AGREE TO SIGN THIS DOCUMENT.
