7 Hrs Valedictory Session: Universal Health Coverage Is it a Myth or a Reality The answer may not be black or white but somewhere in between. For 1.3 billion people to be provided Universal Healthcare within a specific time frame (by 2030 as per Sustainable Development Goals signed by the Indian Government) may seem like a Myth at present but converting the same to Reality appears to be the intent of National Health Policy The policy has laid down a road map and at citizen level, it proposes a health card for every family which will enable access to primary care facilities and a defined package of services.for the intent to convert to reality and for the road map to hold good, it is worthwhile to consider the solutions/models which have been tried in countries of similar standing/development level as India s as also experiments in various parts of India. Insurance penetration for increasing access and reducing out of pocket expenditure certainly comes high on the priority list and is relatively feasible to implement as can be seen from implementation of RSBY, various state government schemes. Community health programs and privately purchased covers. This session explores the implementation options. Models and learnings on achieving UHC in the Indian context with experts drawn from all key stakeholders and international experience.
