3 Background: As a result of the heavy rains in June 2013, flooding occurred in Richmond, St Albans and Mairehau and surrounding areas were flooded. The Christchurch City Council Land Drainage team wants to take this opportunity to let the residents know what they are doing to manage flooding in the area, and to listen to your concerns. The below questions were collated from residents of Richmond, St Albans and Mairehau. We would like to thank Jo Byrne of Carrick Street for her organisation and those residents who have taken the time to raise these questions. Q. Why weren't we red zoned? (Kristin F) A. Council's involvement in the zoning process was to provide information to CERA on issues such as infrastructure and flood extent. Zoning decisions were made by CERA. Q. Will there be geotech experts with actual Richmond/Shirley data? Will they be able to explain why the government has known the only way to get our land usable again is area wide remediation since 2011 and lied to us? (Tim R) A. Council is unable to comment on land damage and area wide remediation. Q. Why were we in the orange land category and then got changed to green with the understanding our land is suitable to live on? We have now flooded 13 times since the quakes. To be changed to green did the council discuss with the government the plan they have in place to fix the flooding issues and why is the council now saying this could take years? One of the reasons I thought there was the red zone was they did not know how to fix the land and it could take years. I feel a lot of residents are now going through the same scenario in the green zone. With the government turning us green the council needs to stand up and face the facts that Dudley Creek needs fixing now and not by just digging some silt out. I cannot get to grips with all of this when we pay huge rates and insurance and are now having to stress every time it rains. (Kerry M) A. Council did not make the decision on land zoning. CERA and Council did not discuss flooding of the Flockton Street Area at the time. The problem is complex and the solution has not yet been identified. This is a priority issue for Council however; there are no 'quick fixes'. We understand that this is a difficult time for residents and we are committed to addressing flooding issues in this area and across the city." Q. The real worry is the land and the fact that people's rebuilds are on hold as EQC refuse to accept that the land is that badly damaged as they know their only option is to make it RED - so what do the CCC intend to do? (Tim R) A. Council is committed to addressing flooding issues in this area and across the city. This area is our highest priority.

4 Q. We in cat 8 and 9 need to know if and how our land will be repaired, if we will get building consents or if they will pay us out AND what are EQC and the CCC up to with this land? We have been told nothing. Many are ready to repair or rebuild and there has been NO communication about these categories. We are all just waiting and in 2013 and 2014, 2007 land values won't cut it. (Margaret C) A. The issues of category 8 and 9 land damage repair or compensation is not something Council can address. Council will issue building consents that comply with the Building Code. Q. Slater St has big issues. What is of concern is EQC's stance that the land has not been damaged by the quakes. Would like to know the council's view on that given the state of the road when it collapsed while they were digging it up to repair the pipes - nothing but liquefaction. (Jackie M) A. Land levels have dropped in this area and for some residents we know that flood risk is worse. EQC's role will be to understand what that means for policy holders. Q. Who is responsible for bridge repair? (Prob not CCC!). People having issues have had temporary repairs but now everyone is washing their hands of it. This is a bridge over Dudley Creek in Aylesford St. A. Private vehicle crossings across waterways and drains are the responsibility of the landowner. Council does not maintain access to private property. Public bridges will be repaired by Council. Q. Will the FMA be changed to reflect new flood modelling data? If so - when? If not - why not? (Jackie M) A. FMAs will be reviewed as a part of the District Plan Review which is currently underway. Revised boundaries and new areas are being considered. The plan provisions are scheduled to be publicly notified in late November 2013 and finalised by June Q. Will they relook at red zoning decisions? A. Red Zoning decisions are the responsibility of CERA and are out of Council's control. Given the land is zoned green Council is committed to addressing flooding issues. Q. Does the CCC already know which addresses are in Category 8 and 9? Is this info already on our LIM's? and when was someone going to tell us this? (Nicola C) A. Council has not been informed of land categorisation and this information is not on any LIM. Q. Why has the CCC not updated the FMA to include the areas that are now subject to flooding due to earthquake damage to the land? A. FMAs are part of the district plan, the review of which is underway. The plan provisions are scheduled to be publicly notified in late November 2013 and finalised by June Q. Why are required floor levels not as high as in the FMA? A. The flood management areas were needed to address future issues around sea level rise and

5 provide protection from a 1 in 200 year flood. Other floor level are set at a 1 in 50 year level, including sea level rise. Q. Under what condition can CCC issue a standard building consent for a building in this area? A. All building consents have to be processed on a case by case basis. All consents have to comply with the Building Code and any particular specification's or remedial work needed for each site. Q. Under what condition can CCC issue a low risk building consent for a building in this area? A. There is no such thing as a low risk building consent. Low risk in Building code terms is usually defined by the weather tightness of a building envelope (the risk score of the building design proposed to be built). A Low level risk building could be a garage (non-habitable building) etc. Q. Under what condition can CCC issue a simple building consent for a building in this area? A. Council must issue a Building Consent if the application complies with the Building Code. New floor levels will be set to a safe level about the 50 year flood level. Q. What is the CCC prediction of the lifespan of this area considering the conservative prediction of 50 cm sea level rise until 2100? A. The lowest point in the area is about 2m above today's extreme high tide - so it is not directly threatened by a 0.5m sea level rise.
