1 FLORIDA DEPARTMENT OF TRANSPORTATION ADDENDUM NO. 2 DATE: 5/1/17 RE: RFP-DOT-16/ GH MAINTENANCE OF THE STATEWIDE ITS COMMUNICATIONS NETWORK Notice is hereby given of the following changes to the above-referenced RFP: 1. CHANGE: Questions & Answers are enclosed below. Proposers must acknowledge receipt of this Addendum by completing and including in your bid submittal, by no later than the time and date of the bid/proposal opening. Failure to do so may subject the bidder/proposer to disqualification. Bidder/Proposer Address Submitted by (Signature) Failure to file a protest within the time prescribed in Section (3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter 120, Florida Statutes.

2 Technical Questions Maintenance for the Statewide ITS Telecommunications Network RFP-DOT-16/ GH RFP-Page 3, Exhibit "C" The Aprisa 960 MHz and DX 960 MHz radios are listed in the bid sheet twice. Once as a Microwave Station and again as an LMR radio. Is this correct? This is correct. Maintenance of backbone Microwave Station equipment is a different Per- Site Monthly Cost Element than the LMR Microwave equipment, which is located at remote sites. Section 4 - Project start up and testing - Performance verification test on LMR - what is the criteria? Response: Industry standards, e.g.: TIA-102, TIA-603, IEEE/ANSI C Grounding system - Fall of Potential method, will FDOT accept the clamp on-ground resistance option? Response: Fall of Potential method is specified and required. Clamp-on ground resistance measurement should be included along with Fall of Potential method measurements, as valuable additional information. Section maintenance of system growth - Explain what amount of compensation for a TO is defined as? Budgetary price or is it an assigned project cost by Department to the contractor? How will compensation for a department oversight or amendment to a TO be handled? Response: Section 5.6 Maintenance of System Growth, in its entirety, explains Task Order fixed price compensation, scope definition, and negotiated quotation. Additional Task Orders may be issued at the discretion of the FDOT. RFP-PAGE 31 of 97 Pdf Clarification Requested: Section Is all equipment in service still supported by the original manufacturer? Response: No. 2. Is there a compliment of spares for the LMR and NOAA GOES systems: Aprisa 960 radios? Response: Yes DX radios? Response: No. Midland Base Tech II repeaters? JPS voter cards? Weather stations? Kenwood repeaters? Response: No. ACS panels? Response: No. 3. Out of the listed equipment in the RFP and all spares, if a component becomes obsolete or no longer manufactured, what would be the process for obtaining additional spares of that component? Response: The Contractor shall propose an alternative recommendation that meets the function requirements to be reviewed by the FDOT for approval. 4. Some of the system components are no longer supported/repaired by the manufacturing company, and the only way to replenish the spare parts levels back to the stated level requires the purchase of

3 new assemblies. Does the Department want the successful bidder to purchase new replacement units to replenish spare parts levels, or will the Department procure and provide those parts to replenish the spare parts? Response: The Contractor shall propose an alternative recommendation that meets the function requirements to be reviewed by the FDOT for approval. Spare parts procurement costs are subject to the $5,000 Rule. 5. Does the Department intend that this requirement require the successful bidder to supply additional supplemental spare parts above and beyond the Department-provided spare parts, for current and future equipment, in order to meet response times, as part of the bid price? Response: Yes, with the exception of LMR spare equipment stock as described in Section Land Mobile Radio Backbone Infrastructure. RFP-Page 9 of 97 Pdf, Liability Insurance Special Conditions 11) LIABILITY INSURANCE Paragraph 2 of this article calls for $3,000,000 in general liability limits. Will FDOT agree that these limits may be met in combination of primary and excess coverage? We respectfully request the following revision to the RFP language: The Vendor must carry and keep in force during the period of this contract a general liability insurance policy or policies with a company authorized to do business in the state of Florida, affording public liability insurance with combined bodily injury limits of at least $3,000, per person and $3,000, each occurrence, and property damage insurance of at least $3,000, each occurrence, for the services to be rendered in accordance with this contract. Limits may be met in combination of primary and excess coverage. Response: The Department agrees to this request. Paragraph 5 of this article calls for a maximum $5,000 per occurrence deductible for damage other than windstorm, and a maximum deductible of 4% of replacement value or $25,000 for windstorm. These deductibles are very low. All of FL is considered a high hazard/critical wind zone and standard deductible for State of Florida is the greater of 5% of total insured values or $250,000. Will the DOT accept the following revision to the RFP language? The maximum deductible for any peril other than windstorm shall be $5,000 per occurrence. The maximum deductible for windstorm shall be the greater of either 5% of the estimated insurable replacement value or $250,000. Response: The Department agrees to part of this request. The $5000 non-windstorm deductible amount will remain unchanged. RFP Page 23 of 97 Pdf, 2nd paragraph 1. Is site security lighting included as part of the fixed site equipment to be maintained? Response: Yes, all equipment within the site compound. 2. Some of the site lighting not directly attached to the shelter building will require special equipment (e.g., bucket truck, platform lift, etc.) in order for personnel to perform maintenance service. Will the successful bidder be responsible for obtaining that equipment to maintain such lighting? Response: Yes, the Contractor is responsible for providing and using all tools, test equipment, and vehicles that are necessary to maintain and repair the entire network infrastructure in a safe and efficient manner.

4 RFP Page 24 of 96 Pdf, 1 st paragraph The Successful bidder is required to accommodate the other maintenance crews to the greatest extent possible. As the Department brings in other maintenance crews to either perform new project or existing maintenance work/repairs, some of those crews may wish to perform work outside of normal business hours (i.e., after hours or on weekends). 1. Is the successful bidder required to be accountable for the additional cost of overtime labor and any associated travel costs in their bid? Yes. 2. What is the impact to, and relative priority of site access accommodation against, normal and emergency maintenance response requirements? Response: Emergency maintenance response is top priority. Normal maintenance response and access accommodation are secondary priority. RFP-Page 13 of 97 Pdf Is there a page count for the Work Plan? Response: There is no page count restriction to the Work Plan section proposer s discretion. RFP- Page 27 of 97 Pdf, 2 nd paragraph Will all RTMCs be providing after hours technician access to SICN transport core equipment? No. Response: No. If not, will the 4 hour repair requirement be excused in these cases? Response: Yes, the Department understands there will be instances where the Contractor may not be able to access a site due to conditions beyond their control. RFP-Page 21 of 97 Pdf, 2 nd paragraph Site compound facilities- Will the successful bidder be responsible for damage to site fences due to fallen trees? Response: Yes, all equipment within the site compound. Would a task order be issued to repair the damaged fence? Response: Yes, unless the damage was directly caused by the Contractor. Who would be responsible for ensuring the surrounding tree line is kept free of potential tree falls? Response: The FDOT is responsible for tree and vegetation encroachment from outside the site compound. RFP-Page 28 of 97 Pdf, last paragraph Where is the demarcation point for the statewide amateur radio network (SARNET)? Response: The network demarcation point for the SARNET is on the radio interface side of the NXU-2a

5 ROIP device. Will the successful bidder be responsible for repairing multicast routing for this network? Will the successful bidder be responsible for the maintenance and repair of the statewide radio bridging network (SRBNET)? Response: Yes, in its entirety. RFP- Page 26 of 97 Pdf, 5.2 last paragraph Will there be a 2 hour response/4 hour repair requirement for the generator contractor? Response: There will be a 3-hour response time requirement for the generator contractor. A repair time requirement is not established at this time. Will the generator contractor be provided the security credentials to work inside the shelter on the ATS and LPG tank monitoring system? Security Credentials will be required for the generator contractor technicians. RFP-Page 24 of 97 Pdf, 1 st paragraph Will any activities outside this contract require the successful bidder to escort contractors on site? If so, are you willing to define the hours in particular situations? Response: Normally, access accommodation support is carefully scheduled to occur during normal (8-5) work hours. However, emergency and extenuating circumstances will require outside of normal work hour support. Page 5 sections 3 & 4: Does this Solicitation assume that all sites & components have been maintained to and are currently at Industry Standard condition? Who will have financial and repair responsibility for items found to be substandard during initial inspections? Response: The FDOT will authorize and pay for work to be done under a Task Order, or other means at the FDOT s discretion.
