2 SECTION 1 - INTRODUCTION The Suwannee River Water Management District (District) is conducting this Invitation to Bid (ITB) for Forestry Consulting Services. The Florida Forest Service has two timber sales Ellaville #15, 192 acres, and Ellaville #16, 64 acres, that need to be cruised. The District is requesting bids to cruise the timber for sale in each of these sales. Any Contractor or firm who submits a proposal will be required to have ArcGIS capabilities and T- Cruise and Silvassist software (including.tce and.mdb files) and able to use t-cruise templates matching those of the District. The District shall award this contract to the forestry consulting firm(s) that can immediately respond to the project, has the lowest per plot fee and has the necessary qualifications. SECTION 2 - PROPOSED SCHEDULE June 20, 2017 Release of Invitation to Bid. July 7, 2017 Bids due prior to 10:30 a.m. at District Headquarters in Live Oak. Opening will occur at this time. * * Denotes a public meeting. All times denote Eastern Time. SECTION 3 - INSTRUCTION TO BIDDERS Delivery of Bid: One original and one (1) digital copy (pdf) of the bid or one scanned.pdf of the original signed document should be sent to: Pennie Flickinger, Business Resource Specialist III pennie.flickinger@srwmd.org Suwannee River Water Management District 9225 County Road 49 Live Oak, Florida Phone: Responses are due at the above address by 10:30 a.m., July 7, Responses received after this time, for any reason, will be rejected. Responses may be submitted via , FAX transmittal, mail or hand delivery. The bid number (ITB 16/ AO) should be clearly referenced in the subject line, on the facsimile cover sheet or the front of the envelope. Responses not properly referenced and therefore not received and routed appropriately may not be considered. SECTION 4 KEY POINTS Challenge of Solicitation Process: If a potential respondent protests any provisions of this ITB, a notice of intent to protest shall be filed with the District in writing within 72 hours after the posting of the request for proposal on the District s website. Failure to file a protest within the time prescribed in Section (3) Florida Statutes shall constitute a waiver of proceedings under Chapter 120 of Florida Statutes. Challenge of District s Intent to Award Contract: If a respondent intends to protest District s intent to award contract, the notice of intent to protest must be filed in writing within 72 hours after posting of a notice of intent to award contract and the respondent shall file a formal written protest within ten (10) days after filing of notice of intent to protest. Any respondent who files a formal written protest pursuant to Chapter , Florida Administrative Code, and Section 2
3 120.57(3), Florida Statutes shall post with the District at the time of filing the formal written protest, a bond pursuant to Section (2)(c), Florida Statutes (2016). Failure to file a notice of intent to protest or failure to file a formal written protest within the time prescribed in Chapter , Florida Administrative Code and Section (3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter 120, Florida Statutes. More specifically, Failure to file a protest within the time prescribed in Section (3) Florida Statutes shall constitute a waiver of proceedings under Chapter 120 of Florida Statutes. Americans With Disabilities Act: The District does not discriminate upon the basis of any individual s disability status. The District s fax number is Minority Business Enterprises: The District recognizes fair and open competition as a basic tenet of public procurement. Respondents doing business with the District are prohibited from discriminating on the basis of race, color, creed, national origin, handicap, age, or sex. The District encourages participation by minority business enterprises. Whenever two or more service providers are ranked equally, a minority business enterprise shall be given preference in the award process. Veteran s Preference: In the absence of minority business enterprise, whenever two or more service providers are ranked equally by the Selection Committee, a veteran-owned business enterprise shall be given preference in the award process. Drug Free Workplace Act: The selected BIDDER shall certify that it has established a drug free workplace. Public Entity Crime: Section (2)(a), Florida Statutes, states A person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid on a contract to provide any goods or services to a public entity, may not submit a bid on a contract with a public entity for the construction or repair of a public building or public work, may not submit bids on leases of real property to a public entity, may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity, and may not transact business with any public entity in excess of the threshold amount provided in s for CATEGORY TWO for a period of 36 months from the date of being placed on the convicted vendor list. Insurance Requirements: If awarded, BIDDER shall represent and guarantee that all employees, agents, servants or representatives of the respondent, and all employees, agents, servants, or representatives of subcontractors are covered by workers' compensation insurance. Prior to entering into contract with the District, respondent agrees to furnish the District certificates of insurance on all insurance, naming District as additional insured for items 2 and 3 below, providing evidence that respondent has in full force and effect the following minimum insurance with insurers authorized to do business in the State of Florida: 1) Workers' compensation insurance as required above; 3
4 2) Motor vehicular liability insurance with limits of not less than $1,000,000 combined single limit which insurance shall be applicable to any and all vehicles utilized by respondent to provide the services requested by District; 3) General liability insurance for all services rendered by respondent for the requested services with a minimum of $1,000,000 personal and advertising injury and $1,000,000 general aggregate. The certificate of insurance shall also provide that District shall be notified in writing by the carrier at least 30 days prior to any cancellation of said insurance. Rejection of Responses: The District reserves the right to reject any and all bids or other proposals submitted in response to District invitation. District also reserves the right to waive any minor deviations in an otherwise valid proposal. Renewal of Contract: The initial contract shall be for a period through September 15, No extensions or rollovers are anticipated. SECTION 5 - SCOPE OF WORK There are two timber sale areas in this invitation, both are located on the Ellaville Tract in Madison County (see attached maps). The Ellaville # 15 sale consists of 192 acres; 143 acres will be clearcut and 49 acres will be thinned. The Ellaville #16 sale is 64 acres; 50 acres will be clearcut and 14 acres thinned. The areas to be thinned have the leave trees marked with blue paint at eye level. An approximately square sampling grid, such as 5 chains by 4 chains, should be developed to collect a plot per 2 acres of the sale area. Only the trees to be sold, unmarked, will be cruised. Plots will be 10 BAF prism variable plot radius plots. The District s T-cruise template shall be used to tally the data. Trees will be cruised by species. The cruise plots must be marked with flagging tape on a nearby tree, first tally tree, and in the ground where the point was taken. The date, plot number and cruiser initials should be marked on the tape on the tree with permanent marker. All plot and tree data will be delivered so that it can be uploaded to the District geodatabase. The stand and stock table from each timber sale must be delivered in hardcopy as well as excel spreadsheets such as those produced by Silvassist reporting program. All work must be completed and deliverables submitted by September 15, Deliverables Project Plan Anticipated date to start of field work, date to complete field work and date of delivery of products to District. Products A geodatabase that includes the plot and tree tally information consistent with District forest inventory standards. A pdf of the stand and stock tables for each sale with statistics on the total tons of pine estimate. An excel spreadsheet with the same stand and stock table information for each sale. 4
5 PAYMENTS Payments will be made based on the per plot unit rate using the following schedule and based on completion of plots, tasks and acceptance by District. The Bidder may suggest an alternative schedule for the District to review. The total not to exceed amount for this contract will be the # of plots inventoried by the Bidder multiplied by the per plot fee submitted by the Bidder. Completion and delivery of all plot data and reports. 100% No payments will be made without complete delivery of products. 5

A cover sheet must reference the redactions and provide a specific statutory citation to support each redaction. Any material in your submission is exempt and/or confidential under the laws of the State of Florida, please provide a redacted copy of your submission with these areas redacted. Submissions must be properly redacted and not merely identified. Please be aware that under no circumstances will the District defend a lawsuit challenging redactions. Defense of any claim is the sole responsibility of the Respondent. This procurement is conducted under the rules, policies, and procedures of the Suwannee River Water Management District and the District s Governing Board. This procurement is not conducted pursuant to Ch. 287, Florida Statutes, except where explicitly provided by law. The District s rules, policies, and procedures are available by contacting the procurement officer. 6

All expenses incurred, including but not limited to travel, meals, lodging, copies, materials etc., are borne by Contractor and are not separately chargeable to District. The total not to exceed contract amount will be calculated based on the acres of the sale and the per plot rate proposed.
