Minimum Qualifications/Eperience: High School Diploma or GED; two years heavy equipment operating and general maintenance eperience; good verbal communication skills; good public relations skills; good organizational, tracking and reporting skills; ability to work under adverse conditions; fleibility to work with short notice, work Saturdays and some holidays. Other qualifications and eperience will be considered. Required Training: Successful applicant must be able to obtain Minnesota Type II or Type III MPCA Landfill Operator Certification within 6 months and a 24 Hour HHW Safety and Health Training Certificate within one year. Applicant must have a clean driving record and be able to obtain a Minnesota commercial driver s license if/when job duty require it. 2 POSITION DESCRIPTION KOOCHICHING COUNTY SECTION I: GENERAL INFORMATION Position Title: Transfer Station Operator Date: 4/2010 Job Summary: Department: Environmental Services Job Evaluation Assignment FLSA Status: Non-Eempt Immediate Supervisor s Position Title: Director of Environmental Services Under the direction of the Director of Environmental Services, the Transfer Station Operator is responsible for performing the daily operations required at the transfer station, demolition, recycling and brush/composite site. Duties will include proper operation of equipment in the handling and disposal of all Municipal Solid Waste, demolition material, hazardous waste, and recyclables that are delivered to the facility. The Operator is responsible for general maintenance of equipment, and assuring that the facility follows State, Federal, and Local regulations. SECTION II: ESSENTIAL DUTIES AND RESPONSIBILITIES 1. Operates a variety of equipment (e.g. bobcats, forklift, loaders, tractor trailers, glass crusher, conveyor systems, etc.) used in the proper handling, transfer and disposal of all municipal solid waste, demolition, hazardous waste, composite/brush and recyclable materials brought to the transfer facility. Informs haulers, contractors and the public regarding fees for specific items, proper disposal locations, acceptable and non-acceptable items. 2. Operates Liebherr and Dozer to maintain demolition landfill site, compost and brush sites. Maintains International Falls and Big Falls demolition landfills. Compacts demolition materials; pushes demolition on working face and covers demolition with clay per state regulations. Operates bobcat to sort and store appliances, TV s, tires, glass, cardboard and other materials. 3. Performs general facility and building maintenance and custodial duties. Cleans floors, performs yard maintenance and snow removal. Monitors and secures building and facility when eiting the facility. 4. Assists and helps unload recycle trailers and sorting of items into correct locations. Operates and bales all recycled items and loads recyclables into trailer for shipping. Cleans baler and recycling floor after processing shipments. 5. Performs general equipment maintenance and repairs to transfer station equipment and vehicles. 6. Assists with on-site and rural hazardous waste collection activities, as assigned, determining acceptable materials, handling and proper processing of hazardous materials. 7. Performs other duties of a comparable level or type, as required.
3 RESPONSIBILITY FOR DIRECT SUPERVISION OF THE FOLLOWING POSITIONS Titles of Positions Directly Supervised # of Employees TOTAL 0 SECTION III: WORK REQUIREMENTS AND CHARACTERISTICS EDUCATION/KNOWLEDGE REQUIREMENT: Minimum education required to perform adequately in position could reasonably be attained only by completing the following: REQUIRED EDUCATION/TRAINING (choose one) DEGREE INFORMATION: Type of degree: (B.S., M.A., etc.) less than high school diploma High school diploma or GED. Major field of study or degree emphasis: 1 yr post secondary 2 yrs post secondary 3 yrs college 4 yrs college 1st year graduate level 2nd year graduate level Essential knowledge and specialized subject knowledge required to perform the essential functions of the job: Relevant laws, rules, regulations, codes and ordinances that pertain to or transfer station, recycling or landfill sites/operations. Knowledge of landfill and heavy equipment operation and purposes. Knowledge of acceptable and non-acceptable materials in accordance with department procedures, policies and transfer station regulations. Customer service principles and procedures. Knowledge of departmental recordkeeping and documentation requirements. Knowledge of safety and risk management procedures and equipment. General routine/general equipment maintenance and repair. Required Work Eperience in Addition to Formal Education/Training: Minimum of 2 years of eperience operating heavy equipment.
4 ESSENTIAL SKILLS REQUIRED TO PERFORM THE WORK Skilled in: Learning and applying and enforcing various state and local laws, codes, rules and ordinances pertaining to landfill operations and the suitability of landfill /transfer facility materials. Operation and use of equipment used in landfill operations and maintenance procedures (e.g. compactors, dozers, skid-steer, etc.) in maintaining facility sites in accordance with regulations and procedures. Basic math. Learning and following safety and risk procedures. Customer relation skills needed in dealing appropriately with the public and contractors over the inspection and eplanation of landfill procedures, policies and regulations; fees, and material suitability. Maintaining and documenting landfill records, logs and documentation requirements. Performing duties and responsibilities under minimal direction and supervision. Maintaining and performing preventive maintenance on landfill equipment, building and grounds. LICENSE/ CERTIFICATION Identify licenses/certification required: A Valid Class C Minnesota Driver s License or evidence of mobility. Must be able to obtain a class B Commercial license if requested. Must acquire within 1 year of employment the following: Type II or Type III Landfill Operator License 24 Hour HHW Safety & Health Training Certificate Forklift Operator Training HAZARDOUS WORKING CONDITIONS: The essential duties of the work are performed under various physical hazards or environmental conditions noted. Unusual or hazardous working conditions related to performance of duties: Duties and responsibilities involve the operations of heavy equipment in the operation of the landfill and eposure to debris and chemicals brought within the landfill or hazards associated with moving demolition and landfill materials with heavy equipment; equipment rollovers; injury from slips, trips or falls on transfer floor; eposure to dust; changing outdoor weather conditions; fumes; walking in/around/on debris and subject to sharps, cuts, and punctures requiring attention to safety procedures and equipment.
