Category of Officials/ Mandatory Requirement No. Employees 01 Executives from DGMs to DMDs Completion of minimum 10 topics on the HMM portal for the year. 02 Officers in Scale IV & V a) Passing one certification course from the list of approved courses of the Bank + b) Completion of minimum 20 role based e-lessons for the year. 0 Officers in Scale I to III Completion of minimum 0 e-lessons ( 20 role based and 10 other lessons) for the year. 0 Probationary and Trainee Officers Completion of 72 e-lessons before they become eligible for appearing in the confirmation test. 05 Assistants a) Completion of 10 mandatory role based e-lessons + b) Completion of 10 mandatory role based e-capsules ( Total 20 ) for the year. There are exemption provisions depending on various factors. 02. REVISED INSTRUCTIONS (For ) : A) The Policy of Mandatory Learning, introduced during the year , has increased awareness on the importance of learning across the Bank and has promoted a culture of Self Learning. Since review of the policy for FY , there is a constant demand for making the e-lessons for AML/CFT and FATCA & CRS mandatory for employees and officers up to certain grade with linking of marks in annual performance appraisal. Meanwhile, a single e-lesson on KYC AML CFT FATCA CRS (L0767) has been developed by combining e-lessons, viz., KYC/AML-Part-I (L08), KYC/AML-Part-II (L09) and FATCA &CRS (L067) and the same has been made available in e-learning portal. There has also been a proposal to increase the list of approved study courses for officers in scale IV/V. B) With the merger of five Associate Banks and Bharatiya Mahila Bank with State Bank of India, the guidelines for Mandatory Learning shall be equally applicable from 1 st April, 2017 to all their employees from clerical to Top Executives in DMD (TEGSS-II in SBI). After data merger, all employees of the Bank ( SBI, e-abs & e-bmb ) can now access one single Gyanodaya e-learning portal at User data ( of all e-abs ) have been merged into a single database and access to the SBI specific content ( e- lessons & e-capsules with tests and Mobile nuggets) has been provided. History data (tests details in the respective e-abs) of users have also been merged with
2 the summary record of the tests completed by the users of e-abs employees updated in SBI e-learning portal. C) In order to take the initiative forward by giving more emphasis on Knowledge Management as a part of overall Talent Management and to take care of other requirements as mentioned under paragraph 2 (A) above, the guidelines for the year shall be as under: Sl No. Category of officials/ employees i. Executives from DGMs to DMDs Mandatory learning requirements and AARF marks Guidelines for shall continue for for DGMs to DMDs. They will be required to successfully complete prescribed number of topics on Harvard Manage Mentor (HMM) as under : Completion of Harvard Manage Mentor Marks (HMM) topics/lessons 10 or more + 20 up to FY (Total to make 0) 7 to less than up to FY (Total to make 27) to less than up FY (Total to make 2) less than + 20 up FY (Total less than 2) An Executive has to complete first 20 lessons/topics on HMM which were to be done up to 2017 and then to complete the required no of lessons/topics for the current year i.e to become eligible for the allotted marks. Those executives who have already completed required number of HMM lessons/topics earlier, their lessons will be carried over and given credit in their current year AARF. Once an executive completes all the HMM topics successfully, full credit for the same will be awarded to him/her in AARF in subsequent years. For officials who were exempted from the purview of Mandatory Learning in earlier year(s), their requirement will be reduced by 10 lessons/topics per year. For example, officials promoted in TEGS VI in and exempted for one year out of and will be required to complete 20 (10+10), 17(7+10) 1(+10) lessons/ topics on HMM for 5,, marks respectively. But if they were exempted for both the years, they will be required to complete only 10,7, lessons/topics for the same marks. Similar principle will be followed for officials promoted to TEGS-VI in Officials who will be promoted to TEGS VI during or who were promoted earlier but were exempted from the purview of Mandatory Learning during all the previous year(s) will be required to complete HMM topics as under : Completion of Harvard Manage Mentor (HMM) topics/lessons Marks 10 or more 5 7 to less than 10 to less than 7 less than 0 ii. Officers in Scale IV & V Appropriate roles have to be mapped to all Scale IV/V Officers by the Reporting Authority through HRMS.
3 All officers in Scale IV and V will have to complete 20 mandatory role based e-lessons + one study course from the list of 8 (increased from in ) approved certification courses of the Bank ( listed in Annexure-A with Certification ID in HRMS ). Due credit will be given to the officials who have already completed some of these courses from the list of approved courses earlier. However, no credit will be given for e-lessons which have been successfully completed during or before but have subsequently been deactivated because of obsolescence or other. Due to deactivation of e- Lessons, there is a possibility that for an employee, who has completed 20 ML e-lessons last year, the status is shown as incomplete in this year. In such cases, it will be adjusted appropriately showing them as completed as of last year. Note : An officer in scale IV/V is required to do any of the 8
4 iii. Officers in Scale I to III certificate courses as listed in the Annexure-A together with the prescribed minimum number of e-lessons. Mandatory Learning circular does not deal with reimbursement of examination fees, cost of courseware and payment of honorarium etc. These will be governed by the concerned circular instructions through which the approved course(s) was/were included/ introduced under Bank s Reward & Recognition Scheme. Appropriate roles have to be mapped to all Scale I to III Officers by the Reporting Authority through HRMS. (out of a basket of e-lessons) ( to make a total of 25 e-lessons ) 20 & above : Lesson No. L minimum of other 09 mandatory role based e-lessons ( out of a basket of e-lessons) + rest other e-lessons ( to make a total of 20 e-lessons ) Marks 5 20 & above : 10 minimum mandatory role based e-lessons without L rest other 2 e-lessons ( out of a basket of e-lessons) ( to make a total of 20 e-lessons ) Less than 20 e-lessons 0 a) In case there is no role change during the year and the official has already completed the mandatory role based e-lessons during or before, the official will have to complete the Lesson No. L0767 plus any other 29 e-lessons from the basket of total e-lessons. b) In case an official performs more than one role during the year, the official will be required to complete lesson No. L0767 plus any of the 19 e-lessons out of the basket of mandatory e- lessons mapped to any of these roles + 10 other e-lessons from the basket of available e-lessons on the portal. c) In case an official has not completed the mandatory role based e-lessons in or before, the official will have to complete the remaining mandatory e-lessons besides taking up the additional e-lessons for d) In case any new role is created during the year , roles most near to the posts/assignments of the employees/officials have to be assigned to them. e) Due credit will be given to the officials who have already completed all or some e-lessons earlier, which has/have not
5 been considered for scoring yet. However, no credit will be given for e-lessons which have been successfully completed during or before but have subsequently been deactivated because of obsolescence or other. Due to deactivation of e- Lessons, there is a possibility that for an employee, who has completed 20 ML e-lessons last year, the status is shown as incomplete in this year. iv. POs / TOs (i) All POs / TOs will be required to complete Lesson No. L any 71 e-lessons, out of the basket of 86 e-lessons meant for them,15 days before the confirmation test to be eligible for appearing in their confirmation test. ii) The above stipulations will be equally applicable to POs/TOs of e-abs ( under probation) except e-sbp irrespective of their date of confirmation as well as to POs/TOs of e-sbp and e-bmb (Bharatiya Mahila Bank) who are due for confirmation in the Bank on or after 01/10/2017. Since mandatory e-learning policy was not implemented in e-sbp and e-bmb, this stipulation shall be waived for POs/TOs of e-sbp and e-bmb due for confirmation on or before All POs/TOs of e-sbp and e-bmb due for confirmation after shall be required to complete the 72 mandatory e-lessons ( Lesson No. L0767+ any 71 e-lessons) as prescribed for POs/TOs of SBI and other e-abs, before confirmation. The POs/TOs of e-sbp and e-bmb who shall be confirmed up to without the stipulation of mandatory e-lessons shall have to complete the said 72 e- Lessons (Lesson No. L any 71 e-lessons) in place of their quota of 0 role based lessons as confirmed officers, by 1 st March,2018. For them, the distribution of marks in AARF /CDS for the year will be as under: (iii) It is of paramount importance that role allocation to POs/TOs Completion of Mandatory e-lessons for POs/TOs of e-sbp and e-bmb due for confirmation up to & above : Lesson No. L0767 (single e- lesson on KYC AML CFT FATCA CRS) + 71 minimum other mandatory e-lessons (out of a basket of 86 e-lessons for POs/ TOs) Marks 72 & above : 72 minimum mandatory e- lessons without completing L0767. (out of a basket of 86 e-lessons for POs/ TOs) 62 & above : Lesson No. L0767 (single e- lesson on KYC AML CFT FATCA CRS) + 61 minimum other mandatory e-lessons (out of a basket of 86 e-lessons for POs/ TOs) 62 & above : 62 minimum mandatory e- lessons without completing L0767 (out of a basket of 86 e-lessons for POs/ TOs) 52 & above : Lesson No. L0767 (single e- lesson on KYC AML CFT FATCA CRS) + 51 minimum other mandatory e-lessons (out of a basket of 86 e-lessons for POs/ TOs) 52 & above : 52 minimum mandatory e- lessons without completing L (out of a basket of 86 e-lessons for POs/ TOs) Less than 52 e-lessons 0 of e-abs and e-bmb due for confirmation up to 0/09/2017 is done immediately on their confirmation. (iv) If any TO has already completed all or few of these e- 5
6 lessons before his/her appointment as TO, due credit will be given to him/her. v. Clerical Employees Appropriate roles have to be mapped to all confirmed clerical staff by the Reporting Authority through HRMS. All confirmed clerical staff will complete the following mandatory learning : Completion of Mandatory Role based e-lessons /e-capsules 20 & above : Lesson No. L other mandatory role based e-lessons + 10 mandatory role based e-capsules from the basket of 17 e-lessons and 16 e-capsules each. ( to make a total of 20 or above ) 20 & above : Minimum 10 mandatory role based e-lessons without L mandatory role based e-capsules from the basket of 17 e-lessons and 16 e-capsules each. ( to make a total of 20 or above) 15 & above : Lesson No. L minimum of 7 other mandatory role based e-lessons + minimum 7 mandatory role based e-capsules from the basket of 17 e-lessons and 16 e-capsules each. (to make a total of 15 to 19) 15 & above : Minimum 8 mandatory role based e-lessons without L minimum 7 mandatory role based e-capsules from the basket of 17 e-lessons and 16 e-capsules each. (to make a total of 15 to 19) 10 & above : Lesson No. L minimum of other mandatory role based e-lessons + minimum 5 mandatory role based e-capsules from the basket of 17 e-lessons and 16 e-capsules each ( to make a total of 10 to 1) 10 & above : Minimum of 5 mandatory role based e-lessons without L0767 from the basket of 17 e-lessons +minimum 5 mandatory role based e-capsule from the basket of 16 e-capsule ( to make a total of 10 to 1) Less than 10 mandatory e-lessons/ e-capsules from the basket of 17 e-lessons and 16 e-capsules each. Marks a) In case there is no role change during the year and the employee has already completed the mandatory role based e-lessons and e-capsule during or before, the employee will have to complete the Lesson No. L0767 plus any other 9 e-lessons + 10 e-capsules from the basket of total e- lessons and e-capsules. b) In case an employee performs more than one role during the year, the employee will be required to complete the stipulated number of e-lesson including L0767/e-capsule out of the basket of mandatory e-lessons/e-capsules mapped to any of these roles. c) In case an employee has not completed the mandatory role based e-lessons/ e-capsules during or before, the employee will have to complete the remaining mandatory e-lessons/ e-capsules besides taking up the additional e- lessons for
7 d) In case any new role is created during the year , roles most near to the posts/assignments of the employees will have to be assigned to them. e) Due credit will be given to the employees who have already completed all or some e-lessons earlier, which has/have not been considered for scoring yet. However, no credit will be given for e-lessons which have been successfully completed during or before but have subsequently been deactivated because of obsolescence or other. Due to deactivation of e- Lessons, there is a possibility that for an employee, who has completed 10 ML e-lessons last year, the status is shown as incomplete in this year. D) FOLLOWING CATEGORY OF OFFICIALS/ EMPLOYEES WILL BE EXEMPTED FROM THE PURVIEW OF MANDATORY LEARNING FOR THE YEAR :- a) All Employees ( including those on probation ) with Visual impairment classified under the category Persons with Differently Abilities. b) Officials posted Overseas as JIBO/IBO/SIBO or for any other assignment. c) Officials on deputation to outside organizations and Subsidiaries. Officials/ employees of other organization, Subsidiaries posted to State Bank of India will also be exempted from the purview of Mandatory Learning. d) All Telecom operators/ Head and Senior Draughtsman, Armourer, Pharmacist, Hindi Translator, Nurse, A.C. Plant Operator, S.T. Plant Operator, Electrician (Electrical Supervisor), Control Room Operator, Sewage fitter, Plant Assistant. e) Steward, Encoder Machine Operator, Data net Operator, Bradma Machine Operator, Data entry operator, Cashier operating electronic cash register, Mill checking assistant. f) Officials on contractual employment. g) Medical officers (both full time and part time. h) Officials/Employees who will join or be confirmed in the Bank on or after 1 st October of the current financial year. i) Officials/Employees promoted in the Bank on or after 1 st January of the current financial year. However, they will be required to complete the lessons/course if any, as per their previous grade/assignment. E) The Chief General Manager of the Circles/ Head of Departments will have to send the lists of employees along with their Personnel Number, PF No, Name, Designation etc. ( both hard copy and soft copy), falling under any of the categories mentioned in sl. no 02 (D) above, duly approved for exemption by them, to STU, Corporate Centre by 1 st January, F) The Chief General Managers of the Circles/ Departments are also empowered to exempt the branches / employees with very low connectivity and also employees posted in branches in difficult locations. However, this discretion is to be exercised judiciously as it involves operational risk. Further, in case of some natural calamity, social unrest or employees on long leave for 180 days or more etc., the CGM may exempt such employees. Circles/Departments will have to send the lists of employees along with their Personnel Number, PF No, Name, Designation etc. (both hard copy and soft copy), duly approved for exemption by them to STU, Corporate Centre by 1 st January, 2018.
8 G) In case officials are repatriated back from overseas assignment or from outside organisations and if their stay in the Bank, after repatriation/returning from deputation, is more than 90 days, they will have to complete stipulated Mandatory Learning requirement during this period of stay. H) Confirmed employees of e-abs and e-bmb will be treated as fresh appointees in SBI so far as Mandatory Learning is concerned. They will be required to do the lessons/ capsules/ courses specific for only without any arrears lessons/ capsules/ courses etc. Probationary Officers in e-abs and e-bmb will be guided by the policy given in paragraph 02 (C) iv hereinabove. I) The cut-off date for completion of mandatory e-lessons by individual employees for FY will be fixed as 1 st December, This will ensure avoiding year end rush and excessive load on the system. There is adequate time in the current year left for the employees to plan and complete their mandatory e-learning requirements accordingly. 0. It is important to note that new e-lesson(s) on CRM ( Customer Relationship Management ) will also be made mandatory for all employees from clerical up to officers in scale V for FY The necessary guidelines for the same shall be issued in due course. 0. All ATIs/SBLCs should ensure that during the training period, the participants complete the e-lessons/e-capsules with extra time given after the sessions, where necessary. 05. DMD & CDO will be the final authority to issue any clarification in the matter. 06. Please bring the contents of this Circular to the notice of all concerned and arrange accordingly.
