2 Transposition status (1/5) Floods Directive has been almost fully transposed through: Law on Waters (2010) Regulation on the establishment of the methodology for preliminary flood risk assessment (2012) Full transposition after: Preparation of the Regulation on the establishment of the methodology for preparation of flood hazard and flood risk maps (2014) Adoption of Regulation by the Government of Serbia (2015) Amendments of the Law on Waters (2015/2018) to include deadlines 2

Municipalities are in charge of 2 nd order rivers. Administrative capacities should be strengthened at all levels (national-local) 8

10 Status of implementation (2/6) gaps First cycle of PFRA was included: only fluvial floods, not pluvial and groundwater and Climate change 2nd PRFA (2018) will include all relevant types of floods and climate change assessment 10

11 May 2014 Flood verified APSFR identification: 42 out of 99 identified APSFR in Serbia were affected Municipalities where state of emergency was declared On May 15, state of emergency was declared in the whole country 11

14 Status of implementation (6/6) Flood Risk Management Plans preparatory stage (ICPDR activities) First cycle- To be prepared by 2017 for the territory of the Republic of Serbia and for water districts, with the available maps subsequent reviews - adopted by 2021 General content set in the LoW Overall objective for the management of flood risks set in the LoW, specific objectives to be set in Water Management Strategy and FRMP The same competent authorities are to prepare River Basin Management Plan and Flood Risk Management Plan Coordination of objectives and measures on the Danube River Basin level is ongoing in the frame of ICPDR 14

15 Conclusions Floods Directive has been almost fully transposed, full transposition is expected after adoption of regulation on flood mapping (2015) and amendments of LoW (2018). Main Competent authorities for the implementation of the FD are the same as for the WFD: Ministry of Agriculture and Environmental Protection, Republic Directorate for Water, at the state level, Public Water Management Companies, at the WD level. Implementation of the FD is in the operating stage. 15
