1 9.7 Town of German This section presents the jurisdictional annex for the Town of German Hazard Mitigation Plan Point of Contact The following individuals have been identified as the hazard mitigation plan s primary and alternate points of contact. Population According to the U.S. Census, the 2 population for the Town was 37. Location The Town of German is located along the western border of Chenango County adjoining Cortland County. The primary County Roads 2 and 5 intersect at German Four corners. Brief History The first settlers arrived in the area about 796. The Town of German was founded as he Town of Brackel from the Town of DeRuyter in 86. Thereafter it was reduced by the formation of Otselic, Lincklaen, and a part of Pitcher. A maximum population of between 8 and 2 was achieved in the late 8s followed by a gradual then precipitous decline in the 93s. Today the Town of German comprises 28.4 mi 2, includes 39 miles of town roads to be maintained, and incorporates State Land totaling about 43% of the town s area. Governing Body Format A Town Board of four members is the primary governing body. The Town Supervisor provides a fifth voting member when necessary. This governing body will assume responsibility for adoption and implementation of this plan. The Offices of Town Clerk, Justice, Historian, Sanitary Inspector, Dog Control and Board of Assessors are provided. Growth/Development Trends The municipality has not identified any major residential/commercial development or major infrastructure development for the community in the next five years. 2 9.7.3 Natural Hazard Event History Specific to the Municipality Chenango County has a history of natural and non-natural hazard events as detailed in Volume I, Section 5. of this plan. A summary of historical events is provided in each of the hazard profiles and includes a chronology of events that have affected the County and its municipalities. At the time of this plan update, the Town did not identify any summary of damages or losses as a result of the events that have impacted the County. For information regarding these events, refer to Volume I, Section Hazard Vulnerabilities and Ranking The hazard profiles in Section 5. of this plan have detailed information regarding each plan participant s vulnerability to the identified hazards. Other Vulnerabilities Identified by Municipality As indicated in the original HMP, hazard problems in the Town of German are largely caused by flood damage to town roads and culverts. 7 The classifications listed above relate to the community s ability to provide effective services to lessen its vulnerability to the hazards identified. These classifications can be viewed as a gauge of the community s capabilities in all phases of emergency management (preparedness, response, recovery and mitigation) and are used as an underwriting parameter for determining the costs of various forms of insurance. The CRS class applies to flood insurance while the BCEGS and Public Protection classifications apply to standard property insurance. CRS classifications range on a scale of to with class being the best possible classification, and class representing no classification benefit. Firewise classifications include a higher classification when the subject property is located beyond feet of a creditable fire hydrant and is within 5 road miles of a recognized Fire Station. Criteria for classification credits are outlined in the following documents: The Community Rating System Coordinators Manual The Building Code Effectiveness Grading Schedule The ISO Mitigation online ISO s Public Protection website at The National Weather Service Storm Ready website at The National Firewise Communities website at National Flood Insurance Program Under a Memorandum of Agreement with the County, the Chenango County the Code Enforcement Official, Steve Fox, serves as the floodplain administrator for the Town. County-wide floodplain management capabilities can be found in the County annex, Section 9.. Integration of Hazard Mitigation into and Future Planning Mechanisms For a community to succeed in reducing long-term risk, hazard mitigation must be integrated into the day-today local government operations. As part of this planning effort, each community was surveyed to obtain a better understanding of their community s progress in plan integration. A summary is provided below. In addition, the community identified specific integration activities that will be incorporated into municipal procedures. Regulatory and Enforcement (Ordinances) The County will consider local participation in specific county-led mitigation programs and initiatives. Operational and Administration The way Department plans to continue the improvement program at the Gramch and Fry Roads sites as well as to continue the residential and seasonal road ditching Mitigation Strategy and Prioritization This section discusses past mitigations actions and status, describes proposed hazard mitigation initiatives, and prioritization. Past Mitigation Initiative Status The following table indicates progress on the community s mitigation strategy identified in the 28 Plan. Actions that are carried forward as part of this plan update are included in the following subsection in its own table with prioritization. Previous actions that are now on-going programs and capabilities are indicated as such in the following table and may also be found under Capability Assessment presented previously in this annex. 8 Table Past Mitigation Initiative Status Description TGM-: Control the flooding effect of beaver dams on town roads by installing bridges in place of culverts and elevate roads in areas of chronic flooding. Roads include Willet Line Gramch, Frye Shingle Jones Hill. Though an ongoing project, bridge building and road elevation would require materials cost beyond town capability. TGM -2 Remove overgrown trees, where needed, on town roads right of ways. In addition, conduct extensive new ditching, especially on seasonal low maintenance roads, to improve drying and lessen wildfire danger. TGM -3: Enlarge road culverts on all town roads to improve stormwater management. TGM -4: Improve the ditching on all town roads to increase stormwater management and road life. While an ongoing regular maintenance project exists, town personnel, funding and time do not this increasing problem to fully be addressed. Completed Mitigation Initiatives not Identified in the Previous Mitigation Strategy Several road areas have been elevated and much larger culverts installed in our most prone problem locations during the 5 year period since completion of the original HMP. Much of the cost of this and other work was reimbursed by FEMA due to flooding events during the 5 year period. The town highway department has completed tree clearing and ditching projects on three of our seasonal roads. And, in addition to regular maintenance and culvert replacements, it has re-ditched almost half of our residential roads and installed larger culverts in several locations. The way Department plans to continue the improvement program at the Gramch and Fry Roads sites as well as to continue the residential and seasonal road ditching. While several of our most prone problem locations have been repaired and improved after flood damage during the past 5 year period, one in particular, Jones Hill Road, will undoubtedly be a problem again due to its extreme grade. And, while we have made progress in some locations, others remain to be addressed. Specifically, many seasonal roads still need attention and the remaining half of our residential roads need reditching. The simple fact is that, especially when now required to meet the 2% levy increase cap, the town has no way to fund expensive new mitigation projects while maintaining the level of regular road maintenance expected by residents. However, the annual road reconstruction program funded by NS CHIPS funds helps in the mitigation effort with road elevation and larger culverts installed in various locations in addition to those described above. 9 Proposed Hazard Mitigation Initiatives for the Plan Update The Town of German identified mitigation initiatives they would like to pursue in the future. Some of these initiatives may be previous actions carried forward for this plan update. These initiatives are dependent upon available funding (grants and local match availability) and may be modified or omitted at any time based on the occurrence of new hazard events and changes in municipal priorities. Table identifies the municipality s updated local mitigation strategy. As discussed in Section 6, 4 evaluation/prioritization criteria are used to complete the prioritization of mitigation initiatives. For each new mitigation action, a numeric rank is assigned (-,, or ) for each of the 4 evaluation criteria to assist with prioritizing actions as, Medium, or Low. The table below summarizes the evaluation of each mitigation initiative, listed by Action Number. The Town has several times installed more and larger culverts which help but do not prevent further road damage. Short of paving the road, which the Town cannot afford, there seems no complete solution to this recurring problem. Evaluation of Potential Actions/Projects. 23 Name of Jurisdiction: Number: Mitigation Action/Initiative: Town of German TGM-8 way Garage Mitigation Assessing the Risk Hazard(s) addressed: Specific problem being mitigated: Flood, Storm, Winter Storm The current Town Garage is insufficient to house the Town s two plow trucks, much less any other equipment. It is an old wood frame building only partially insulated and therefore expensive to heat. Most importantly, it is subject to flooding in extreme weather conditions. Though this flooding is minor when compared to what river side towns have experienced, it, none the less, makes working in the building and preservation of tools and equipment difficult and periodic cleanup and repair/replacement necessary. The Town Board has been discussing for many years what the Town can do to remedy the situation. Though the Town currently has no debt, the Board does not wish to incur debt and therefore have to raise taxes and exceed the NS 2% tax cap. This makes financing a new building impossible without grant funds. The board is also loath to spend much on the old building given its age and condition. Funds are being saved gradually toward the cost of a new building. Evaluation of Potential Actions/Projects Actions/Projects Considered (name of project and reason for not selecting): 2.
