1 9.27 Village of Greene This section presents the jurisdictional annex for the Village of Greene Hazard Mitigation Plan Point of Contact The following individuals have been identified as the hazard mitigation plan s primary and alternate points of contact. Population According to the U.S. Census, the 2010 population for the Village was 1,580. Location The Village is in the southwest end of Chenango County. It surrounds the intersections of NYS Routes 12 and 206 and is 20 miles north of Binghamton and 20 miles south of Norwich. The Chenango River runs through the eastern side of the village. The Village of Greene is a 1.1 mile area with approximately 786 housing units within its boundaries. Brief History The Village of Greene was first settled in 1792 by Stephen Ketchum and was originally called Hornby, then was re-named after the Revolutionary War hero General Nathaniel Greene. The Village was incorporated in The Village offers its residents municipally owned electric, water, wastewater treatment, police and fire protection. The electric company was formed in 1891 becoming a village owned department in Today it supplies 1,250 homes and businesses with low cost electricity. The water system was formed in 1903 with the original sources of water being natural springs located 7 miles north of the Village. Today the water source is 3 wells located east of the Chenango River. The waste water treatment plant was built in 1968 and operational in 1970, servicing the entire village and is located on the south east side of the Village. The Village offices are located in the middle of Genesee St/Route 206 in a building that was built in 1886 which also originally housed the fire department. Today we have the distinction of allowing parking in the middle of the center of Genesee Street. Governing Body Format The Village government consists of a Mayor and four trustees, each serving a two year term. Our unique character is maintained and encouraged by our Planning and Zoning Boards each consisting of volunteers. 4 Critical Facilities The table below presents HAZUS-MH estimates of the damage and loss of use to critical facilities in the community as a result of a 1-percent annual chance flood event. Clearly, a great deal of effort is needed to quickly restore essential facilities to full functionality; therefore this will be an indication of the maximum downtime (HAZUS-MH 2.1 User Manual). (2) In some cases, a facility may be located in the DFIRM flood hazard boundary; however HAZUS did not calculate potential loss. This may be because the depth of flooding does not amount to any damages to the structure according to the depth damage function used in HAZUS for that facility type. TBD TBD The classifications listed above relate to the community s ability to provide effective services to lessen its vulnerability to the hazards identified. These classifications can be viewed as a gauge of the community s capabilities in all phases of emergency management (preparedness, response, recovery and mitigation) and are used as an underwriting parameter for determining the costs of various forms of insurance. The CRS class applies to flood insurance while the BCEGS and Public Protection classifications apply to standard property insurance. CRS classifications range on a scale of 1 to 10 with class 1 being the best possible classification, and class 10 representing no classification benefit. 7 the subject property is located beyond 1000 feet of a creditable fire hydrant and is within 5 road miles of a recognized Fire Station. Criteria for classification credits are outlined in the following documents: The Community Rating System Coordinators Manual The Building Code Effectiveness Grading Schedule The ISO Mitigation online ISO s Public Protection website at The National Weather Service Storm Ready website at The National Firewise Communities website at National Flood Insurance Program The following section provides details on the National Flood Insurance Program (NFIP) as implemented within the municipality: NFIP Floodplain Administrator: Mike Wheelock, Code Enforcement Official Program and Compliance History Village of Greene joined the NFIP March 1987, and is currently an active member of the NFIP. The current effective Flood Insurance Rate Maps are dated November 26, The community s Flood Damage Prevention Ordinance (FDPO), found in the 1994 Village Code Book, and was last updated in September, As of April 2014, there are 70 policies in force, insuring $ 11.3 million of property with total annual insurance premiums of $ 58,553. The Village is currently unsure of its standing in the NFIP at this time but assumes a good standing. The current NFIP Floodplain Administrator has no knowledge of when the last CAV was performed. Loss History and Mitigation Since 1987, 71 claims have been paid totaling $2.2 million. As of April 2014 there are 14 Repetitive Loss and 1 Severe Repetitive Loss properties in the community. Substantial Damage estimates are completed by the floodplain administrator. Hurricane Irene and Tropical Storm Lee damaged approximately 50 homes. Of the 50 homes damaged, only one received a Substantial Damage determination. Based on damage sustained during recent events, HMGP funding through FEMA has resulted in home elevations. Mitigation actions taken by property owners have included the elevation of homes and utility infrastructure. Funding sources to support mitigation actions have included HMGP funds or NFIP payouts. Planning and Regulatory Capabilities Floodplain management regulations and ordinances within the Village of Greene meet both FEMA and New York State minimum requirements. 8 Administrative and Technical Capabilities The community FDPO identifies the Code Enforcement Officer as the local NFIP Floodplain Administrator, currently Mike Wheelock, for which floodplain administration is an auxiliary duty. Mike Wheelock is the sole individual responsible for floodplain management. Duties and responsibilities of the Code Enforcement Official/ NFIP Administrator permit reviews, inspections, damage assessments, and record keeping. An inventory of properties that have been flood damaged and/or where property owners have expressed an interest in mitigation are kept by the Town. Hurricane Irene and Tropical Storm Lee damaged approximately 50 homes. Of the 50 homes damaged, only one received a Substantial Damage determination. Mike Wheelock, feels he is adequately supported and trained to fulfill his responsibilities as the municipal floodplain administrator. He conducts extensive additional research to increase his knowledge base of floodplain management. Mike Wheelock is not a certified in floodplain management but attends regular continuing education programs. Public Education and Outreach Following a flood event, the floodplain administrator visits damaged homes and conducts a walk through with the property owners. During this visit, he provides recommendations on advice on next steps to take and begin to recover. Duties and responsibilities of the Code Enforcement Official/ NFIP Administrator permit reviews, inspections, damage assessments, and record keeping. An inventory of properties that have been flood damaged and/or where property owners have expressed an interest in mitigation are kept by the Village. Actions to Strengthen the Program Barriers to running an effective floodplain management program include attaining support from the Board of Trustees on topics such as creating an education program and creating a new regulation for Repetitive Loss properties. There has been resistance form the Board of Trustees on both of these topics, making it difficult to have a truly effective floodplain management program. Additional training and information on both floodplain management and the Community Rating System (CRS) would be welcomed. At this time, the Village of Greene is not a CRS community. Integration of Hazard Mitigation into Existing and Future Planning Mechanisms It is the intention of this municipality to incorporate hazard mitigation planning and natural hazard risk reduction as an integral component of ongoing municipal operations. The following textual summary and table identify relevant planning mechanisms and programs that have been/will be incorporated into municipal procedures, which may include former mitigation initiatives that have become continuous/on-going programs and may be considered mitigation capabilities : Infrastructure Protection: Install drainage pipe from Mill St to Chenango River to increase drainage from Franklin & Willard Street Infrastructure Protection: Additional storm drains on Wheeler Street to increase drainage from Raymond Corp. Actions that are carried forward as part of this plan update are included in the following subsection in its own table with prioritization. Previous actions that are now on-going programs and capabilities are indicated as such in the following table and may also be found under Capability Assessment presented previously in this annex.
