INTRODUCTION This document is an implementation of art. 26, paragraph 1, letter b) of Legislative Decree 04/09/2008, n. 81 ("Implementation of Article 1 of the Law August 3, 2007, No. 123, concerning the protection of health and safety in the workplace"). The information contained in this document, as the application of Article. 26 of Legislative Decree no. No. 81/08, are to be considered supplementary and complementary to those reported and described in further implementation documentation, namely: verification of the technical and professional qualification of contractors and / or selfemployed workers in relation to the work commissioned them (Article 26, paragraph 1, letter a); Modalities of cooperation, coordination and evaluation of the interference risks (Article 26, paragraph 2, letters a) and b), and art. 26, paragraph 3), when prepared. The employer must, in case of subcontractors or self-employed within the company, "provide them with detailed information regarding the specific risks in the environment in which they are intended to work and on preventive and emergency measures in relation to their activities". The general rules set out below in this document should, at the same time, be assimilated by the employers of the companies and / or self-employed persons responsible for carrying out work within the places at S.I.A.S., who should also control that they are respected both by their employees and subcontractors. In addition to the above, employers of contractors, sub-contractors and self-employed workers are required to act in accordance with the provisions of art. 26, paragraph 2, letters a) and b), cooperating in the implementation of the measures of prevention and protection against workplace accidents and contributing to the coordination of prevention and protection between the various other companies present in the workplace. It should be noted, finally, that the information regarding the behavior to be taken in an emergency case, is a summary of the instructions reported in S.I.A.S. Emergency Plan. Page 33 of 20

4 2. VALIDITY 2.1 The information, rules and procedures detailed below are integral part of the contract or purchase order. With the generic term "contractor" shall mean, as appropriate, the contractor of works and/or services, the firm participating an events or the supplier of goods. 2.2 The contractor, all its employees, subcontractors and consultants have to know and understand these rules and procedures. 2.3 The persons referred to in point 2.2 will be referred to hereinafter as contractor personnel". 2.4 The contractors has the responsibility to inform its personnel of these rules and ensure that they are known and observed constantly. 2.5 Any contractor personnel who fails to comply with these rules and procedures, at the express request of the S.I.A.S., will have to leave the company immediately. 2.6 Any consequences that may arise from the occurrence of the events referred to in above point 2.5 shall be borne by the contractor. 2.7 These rules do not supersede or limit the conditions stated in the purchase order or contract to which they are attached. 2.8 The company staff is delegated to check that these rules are properly implemented and to report any violations to the management. 5 3. COMPANY AND ITS ACTIVITIES DESCRIPTION The activity of S.I.A.S. is to manage Autodromo Nazionale di Monza, which is on public land owned by the Municipalities of Milan and Monza. Its main activities are related to the organization of motor sport events at national and world level, safe driving courses, sporting events, public entertainment and fairs. Nothing is produced, processed or transformed. Within the settlement is possible to identify the following areas: technical and administrative offices, where the activity is pursued by S.I.A.S. employees; stores and workshops: vehicles and equipment storage area, workshop mechanics, carpentry, warehouse; archives; buildings: buildings and open spaces used by S.I.A.S. staff during sporting events and by third parties during the events; squares for events. 6 4. ACCESS REGULATIONS Any access to places and spaces of S.I.A.S. is conditional upon obtaining a specific authorization issued by management. 4.1 All contractors and self-employed workers (excluding visitors) must display an ID card containing at least: name, surname and date of birth; photography; name of the organization they belong to. Consequently, the contractors and self-employed workers must have provided to S.I.A.S., previously at the beginning of the work, the required documents (listed in the next section 5.2). 4.2 It is compulsory to observe the working hours agreed between the contractor and S.I.A.S. management; any changes must be reported and approved in advance by the management itself. 4.3 It is forbidden to access to any areas without management specific authorization. 4.4 Anyone who needs to access areas are required to comply with the internal rules that regulate the general access regulation. 4.5 Everyone who enters S.I.A.S. areas must take preventive vision of security and standards of behaviour information displayed on the appropriate signs, which report dangers, prohibitions and obligations faced by all workers and the rules of conduct to be implemented by anyone during an emergency. 4.6 The employees of the Company, after entering into the areas managed by S.I.A.S., must go directly and as quickly as possible at their working area. It is forbidden to pass through different areas without appropriate authorization. 4.7 It is forbidden to enter into any S.I.A.S. area with alcoholic beverages. 4.8 It is absolutely forbidden to deposit materials near fire hydrants and any other fire protection and prevention garrison, as well as near emergency exits. 4.9 Any disrespectful behaviour of the dignity of others will not be tolerated within any premises managed by S.I.A.S., as well as attitudes of arrogance and contentiousness. These behaviours will result in an immediate and permanent expulsion from S.I.A.S areas. Page 66 of 20

7 5. CHECK OF TECHNICAL AND PROFESSIONAL QUALIFICATION Given that the following is a minimum list of documents, which can be integrated according to the events, the contract characteristics or the applicable legislation, any externals must produce: Companies: a copy of the certificate of registration to the Chamber of Commerce, issued no more than six months earlier; the P.O.S. specific work prepared pursuant to the DLgs.81/2008; the document of regular contributions (DURC) valid; the number and names of the workers engaged in the work for S.I.A.S., and their tasks; The name and telephone number of the responsible of work at S.I.A.S.(Site Manager, Deputy Site Manager, Head of site safety). Self-employed: a copy of the certificate of registration to the Chamber of Commerce, issued no more than six months earlier; Page 77 of 20

TYPE OF CONTRACT AND SUBCONTRACTS S.I.A.S. commissions through subcontracts a variety of activities, which aim from developing events to maintaining the efficiency of infrastructure and facilities and involve different types of persons who may be: Companies operating for maintenance / repair of facilities, equipment, machinery, etc.. or installation of temporary structures or facilities, renovation of buildings or other civil engineering works, which have continuative or occasional contracts. These companies have their own vehicles and equipment and act autonomously, while the purchaser exercises the function of coordination and promotion of co-operation to integrate the safety within his property. The activities carried out by these companies are always regulated by art. 26 of Legislative Decree no. 81/08; Companies providing services such as porterage, cleaning, gardening, pest control, etc... These companies have their own vehicles and equipment and act independently while the Client coordinate them to work in cooperation and coordination with other contemporary activities; businesses and self-employed maintaining occasional activities of advising, analysis, verification, etc.., using their own vehicle and equipment and always under coordination and cooperation promoted by the client; transport companies or self-employed drivers performing delivery or pickup of any kind connected with the work conducted. Also in this case the contractors using under its own vehicle under the supervision and coordination exercised by the technical services of the committee. In all these cases, before issuing any specific assignments through a contract, S.I.A.S. checks the existence of the technical, professional, authoritative qualification, as well as any mandatory regulations, both in terms of safety and other regulations (eg. Tax, environmental, etc..). Page 88 of 20

9 7. DISCLOSURE OF ENVIRONMENTAL HAZARDS The Executive Board is responsible for the safety of the whole Company and employees, in compliance with current legislation on accidents prevention, Industrial and Environment Hygiene. At S.I.A.S. areas, the activities carried out are desk work and maintenance of its premises and places. The risk factors is therefore of nature accident (for safety) and environmental hygiene (health). You can identify the following types of hazards associated with: ENVIRONMENT AND EQUIPMENT WORKING Connected with the characteristics of the offices, with the presence of plants and equipment, some of which are also characterized by the presence of fluids. PRESENCE OF HAZARDOUS SUBSTANCES In the current production cycle are not used, for any process, any chemical substances (eg lubricants, additives and / or solvents). DAILY WORK ACTIVITIES In carrying out routine activities, staff may be subjected to dangers associated with the possible accidental contact with energized equipment, with the use of plant equipment and/or safety devices (fire fighting equipment) or personal protective equipment. These represent, therefore, dangers not strictly associated with the type of work, but the most characteristic of a shared working environment. EXTRAORDINARY WORK ACTIVITIES The extraordinary activities that can be performed are essentially linked to the maintenance of facilities, equipment and systems. In any case, these activities can be defined routine operations and therefore subject to the risk factors associated with the use of equipment and the execution of operations and/or start-up of machinery, equipment, etc... 10 In consideration of what emerged from the Risk Assessment originally performed by S.I.A.S. under Dlgs.81/2008 and of what reported in the Risk Assessment Document, during the activities carried out in these areas by the staff, the specific risks are attributable to: shock, impact, impacts due to contact with machines, equipment and facilities; electrocution from accidental contact with live parts. INFORMATION ON EMERGENCY MANAGEMENT Within the plant, the following situations are considered emergencies: fire structural failure injury The structure has an adequate fire-fighting equipment and there are persons enable to carry out firefighting and evacuation. There is an emergency sound alarm system, at the activation of which all present within the areas must put into action the instructions posted on the plans, leave the locals to reach external safe places identified in areas overlooking the activity. INTERNAL MAIN SAFETY RULES These rules do not in any way relieve the contractor from his liability toward its employees and third parties, but aim to be integrated to the existing regulations on prevention and protection of health and safety in the workplace (ref. Leg. 9 April 2008, No. 81). Therefore, considering all the obligations on prevention established by the laws in force to the contractors and self-employed in the specific exercise of their own specialized activities, it should be paid particular attention to certain specific activities that can be made in areas managed by S.I.A.S., for which the following precautions must be respected and implemented. GENERAL: 9.1 The contractor must comply with general and special law concerning the prevention of accidents, accidents at work and occupational hygiene, compulsory insurance, social security and alike, as well as the rules referred to in this chapter. The Customer has the right to make any checks in order to ensure compliance of the above and to terminate the contract in case of breach by the contractor. 9.2 The contractor is obliged to give the necessary instructions to its staff and force to take all appropriate and rational security measure while performing any operation within the company. 9.3 Before starting work, the shipyard and all the employees of the contractor shall be informed of the location of the fire-fighting closer to their working area, how to access them, and of fire and emergency procedures. 9.4 Within the company, disrespectful and arrogance attitudes, contentiousness and the state of drunkenness are not allowed. 9.5 The contractor and its personnel cannot make use of services and business equipment without prior and specific permission of the customer management. 9.6 For jobs on cables, electrical equipment and installations in general or in its vicinity, the contractor must comply with particular rigor to all the accident prevention regulations in force. 13 Where, according to the rules, for the execution of the work, the premises should be places off voltage, this must be done in accordance with a program previously agreed. 9.7 The workers of the contractor shall not perform, on its own initiative, operations or maneuvers that are not under its jurisdiction or that might jeopardize the safety of themselves or other people s. 9.8 Workers shall immediately report to the leaders of any deficiencies on devices and protection and safety equipment, of any dangerous conditions of which they become aware, acting directly in the case of urgency, according to their skills and capabilities, to eliminate or reduce these deficiencies or dangers. LIFTING: 9.9 The contractor is responsible for all cables, chains, ropes and hooks which have to be perfectly suitable for the jobs that are going to run The ladder provided to the contractor staff will have to comply with ISPESL rules and must be kept efficiently The access to jobs in a high position or otherwise dangerous must be assured by fixed ladders, furniture, etc.. that provide the maximum guarantee of safety, while temporary works such as scaffolding,... etc, must be purpose made, suitable to the intervention and kept in order and efficient Before handling heavy material on suspended floors, the contractor must check the effective capacity of the floor. ELECTRICAL WORK: 9.13 All power tools and portable lamps must comply with the rules, work with the expected voltage and also always have the grounding system. Page 1313 of

14 9.14 All lines and equipment must be considered under tension, until it is determined otherwise with the appropriate control instruments The manoeuvres on electrical circuits must always and exclusively be performed by suitably qualified and authorized personnel (staff S.I.A.S. or specialized external company). CLEANING OF AREAS AND CONSTRUCTION SITE: 9.16 During the activities performed by contractors and self-employed within S.I.A.S. offices, in the areas allocated to them, they must always respected the internal rules related to order and cleanliness The contractor s supervisor and the Self-Employed Workers will constantly grant order and cleanliness in the areas of work, and monitor the activities of their employees and their awareness The management of waste material of the carried out at S.I.A.S. must be implemented in full compliance with the provisions of the Management. The resulting materials must therefore be placed in suitable containers and subsequently recover or dispose outside the establishment in accordance with the instructions issued each time by S.I.A.S. management. MECHANICAL EQUIPMENT, EQUIPMENT AND MACHINERY: 9.19 Mechanical equipment, vehicles and machinery must be appropriate to the work intended, shall be suitable to users health and safety and must be used in accordance with the laws The employer must verify the actual condition and security efficiency of mechanical equipment, vehicles and machines, performing the proper maintenance and having the prescribed periodic checks (Annex VII, Leg. 81/08). USE OF SERVICES AND UTILITIES 10.1 Where a supplier needs to use company services and utilities (water, power output, etc..), the manager of the construction site must make prior request to S.I.A.S. management specifying exactly the type, quantity and aim. What authorized must then be strictly respected, unless prior warning of changes In case of temporary electrical leads which require the adoption of cables and extension cords, is prohibited unattended, unmarked and unprotected crossing in transit areas of personal and/or work vehicles It is strictly prohibited to anyone (third company or self-employed), to use machinery, equipment and tools owned by S.I.A.S It is strictly prohibited to anyone (third company or self-employed), to use collective or personal protective equipment owned by S.I.A.S. and/or by it intended to protect the safety and health of its employees. It is also strictly prohibited to use water collected from fire hydrants placed in S.I.A.S. areas. Page 1515 of

PERSONAL PROTECTIVE EQUIPMENT (PPE) 11.1 The company must provide to their own personnel of any protective equipment necessary to execute the work In particular, the main criteria for adoption protective equipment are the following: - Safety Shoes: in any work activity that may present risk of injury to feet. - Safety Glasses: In any work activity that may present risks of eye injury. - Helmet: work at height, for assembly or disassembly false ceilings or scaffolding. - Protection gloves: whenever there is a specific risk of injury to hands. - Masks: during activities that involve the use of hazardous agents or the production of dust. - Anti noise headphones: in all areas with mandatory signals, when using compressors or the threshold limits established by current legislation are exceeded. In addition, in relation to what is stated in the above paragraph 7 and to the risks that are associated with workplace, it is prescribed that the contractor staff present while there are working activity, they must adopt the minimum personal protection measures. The contractor must demand that such means are efficient and used correctly. Page 1616 of

17 12. COMPANY EQUIPEMENT AND MATERIALS 12.1 The contractors must use installations, machines, apparatus, equipment, tools, etc.. complying with the law, with the security of each work and the environment in which they are used and they must maintain maximum efficiency while used. Page 1717 of

ACTIVITIES SUBJECT TO PRIOR AUTHORIZATION 13.1 In order to carry out the following tasks, the contractor must request a prior authorization for the Company Management The work can be started only after the authorization and according to the established procedures. The activities subject to prior authorization are the following: 1. use of open flames 2. use of hazardous and/or harmful substances 3. activities involving: a) use corporate services b) installation of construction c) Deposit of waste / scrap processing d) Connection to corporate utilities e) Handling elements of considerable weight / size Page 1818 of

19 14. BEHAVIOUR IN CASE OF EMERGENCY Any accident or incident that involved Contractors staff must absolutely be brought to the Management attention. When an accident occurs, each Manager of third-party companies or self-employed, must immediate write a report to S.I.A.S. management, constantly keep them updated and remain available for any possible need, excepting the law requirements relating to work accidents In case of alarm In case of alarm, the staff of the external enterprises must immediately stop their activities and go to their site area, after removing tools and materials that could create delay to cars and rescue operations (eg, ladders, crates, machinery, vehicles, etc.). The highest-ranking of each Third company verify that there are no colleagues in danger, otherwise, it must immediately notify the S.I.A.S managers In case of evacuation In case of order to evacuate, the staff of Third Companies and Self-Employed Workers should leave their place or vehicle, neatly, without creating confusion and reach the meeting point located in the square in front of their activity. The highest-ranking of each company will control the presence of all their colleagues and report to the Heads of S.I.A.S. any absent to activate the search.
