2 Your Benefits in 2018 What s New Over the past year, Jefferson has been taking steps to more closely align our benefit programs with those of Abington Health and Aria. We are pleased to offer the 2018 Benefits Program in the spirit of One Jefferson. THE 2018 JEFFERSON BENEFITS PROGRAM INTRODUCES: $0 copay for Tier 1 (Home) Primary Care Physicians (PCPs) New Tier 1 (Home) and Tier 2 (Non-Home) Network Providers New Pharmacy Benefit Manager (PBM) New Flexible Spending Account (FSA) and COBRA vendor We continue to offer highly competitive benefits, providing important protections to our employees. Please read through this brochure to get more detail about what is new for the 2018 Benefits Program so that you can consider what elections to make during the Open Enrollment period from October 16 30, Even if you decide not to participate in Jefferson s Benefits Program, you must still go online during Open Enrollment and elect that you do not wish to have coverage. What s Staying the Same Jefferson will continue to offer two plans: the Platinum and Gold plans. The overall structure of the plans will remain the same as last year; however, there will be some changes to copays, coinsurance and s as we align our plan with Abington and Aria. Both plans are PPOs administered by Independence Blue Cross and use the Personal Choice network for Tier 3 coverage. The Platinum medical and prescription plan provides a high level of comprehensive coverage, with 100% coverage for services through many Tier 1 (Home) facilities, such as Jefferson, Abington, Aria, Kennedy and Main Line Health. The Gold medical and prescription plan is a competitive lower coverage option that still provides important protections but costs less per pay period. Infertility and hearing aid services are not covered by the Gold Plan. You will pay $0 copay for a primary care office visit with a home provider regardless of the plan you choose. Gold and Platinum Dental Plans About ID Cards While we and our vendors make every effort to have ID cards delivered prior to the effective date of your coverage, it is not always possible. You can get a temporary Medical, Prescription, Dental, or Vision ID card by visiting the provider s website. Jefferson is pleased to continue to offer two dental plans in 2018 the Platinum and Gold plans. Both plans are PPOs administered by Delta Dental of PA and provide a higher level of coverage if you use a participating Delta dentist. If you choose not to use a participating provider, your out of pocket costs will be much higher, as the plan payments are based on the contracted fees for participating providers. PLATINUM PLAN The Platinum plan provides coverage for orthodontia and higher coverage for major services. GOLD PLAN The Gold plan is a lower coverage option with a lower annual maximum and no orthodontia coverage. You will pay less per pay for this coverage. 3 Benefits Plus Open Enrollment Open enrollment for the Benefits Plus Critical Illness, Accident and Legal programs also runs October 16 30, You can enroll or change your elections by visiting the Benefits Plus website, through hr.jefferson.edu or by going directly to All Employees Must Go Online and Make Benefit Elections It is extremely important that you actively elect benefits online during Open Enrollment, otherwise you may not be enrolled in the benefits you need. Even if you want to keep the same level of coverage, you must actively make elections because: The coverage tiers will change for 2018 (see below) You need to attest to your and your spouse s status as a smoker or non-smoker annually You must confirm if your spouse has coverage options through another employer. If you did not have Jefferson medical coverage in 2017 and do not want it in 2018, you do not have to actively waive medical coverage. What is Changing NEW TIER 1 NETWORK PROVIDERS In 2018, Kennedy s physicians and its facilities will become part of Tier 1 (Home) network and Magee, Nemours and Doylestown will be part of the Tier 2 (Non-Home) network. This expands the network of Jefferson providers that you can go to while paying less out of pocket costs. See page 4 for more details on the Tier 1 network. COVERAGE TIER CHANGES FOR 2018 (SEE BELOW) In the past, our medical and dental programs were offered as: Employee Only Employee +1 Employee +2 or more In an effort to align with Abington and Aria and to be in line with industry standards, we will be restructuring the coverage tiers for 2018 as follows: You can always enroll or change your elections for auto, home, identity theft and pet insurance. Please be aware, elections for Benefits Plus are not available through Employee Self-Service and may only be made through the Benefits Plus website. LiveWell@Jeff Thanks to everyone who has participated in the LiveWell@Jeff program your involvement has led to its continued growth. For employees and spouses enrolled in our medical programs who completed LiveWell@Jeff wellness program requirements by September 1, 2017, you will receive a wellness credit of $15 per pay regardless of which medical plan you enroll in beginning January Covered spouses who completed the requirements will earn an additional $10 credit per pay. The next wellness year runs October 1, 2017 September 1, We are pleased to announce a new program structure that includes opportunities to earn instant rewards throughout the year. WELLNESS PROGRAM CHANGES Introducing Real-Time Rewards a new way to earn money for completing healthy activities. Employees can earn wellness points for each healthy activity and redeem their points for gift cards on the wellness portal. An online Health Assessment and Biometric Health Screening must be completed before receiving gift cards. Two Requirements to Earn 2019 Wellness Credits eligible employees who complete the online Health Assessment and Biometric Health Screening by September 1, 2018 will receive wellness credits in Removal of Spouse Requirements spouses will no longer need to complete wellness program requirements. Your participation allows us to identify areas where our employees need more support and helps us introduce additional programs to further our commitment to helping employees live happier, healthier lives. 4 Healthcare Exchanges In 2014, part of the healthcare reform law introduced the Health Insurance Marketplace as a new option to purchase health insurance. The Marketplace is designed to help individuals find health insurance that meets their needs and fits their budget. Unlike the Jefferson health insurance coverage, which is deducted from your pay on a before-tax basis, the payments you make for the coverage through the Health Insurance Marketplace will be on an after-tax basis. The Marketplace Open Enrollment starts November 1, 2017 and runs until December 15, 2017 (a shorter period than last year). If you or any of your family members are interested in coverage through the healthcare exchanges, please visit for more information. Jefferson offers affordable and valuable coverage; the Marketplace provides an alternative for your healthcare needs. Discovery Benefits our new FSA and COBRA Plan Administrator THE ANNUAL MAXIMUM FOR A HEALTH FSA IN 2018 HAS BEEN INCREASED TO $2,600 Effective January 1, 2018, ADP will no longer be our FSA and COBRA vendor. The transition to Discovery Benefits will bring several enhancements to how FSAs are currently administered. For example, you will now be able to use one FSA debit card for health as well as dependent care expenses. While Discovery Benefits will bring efficiencies to the claim substantiation process, we urge you to save receipts for eligible expenses through the transition. Jefferson and Discovery Benefits will begin to more strictly enforce the IRS guidelines that govern this process, i.e. debit cards will be disabled and imputed income added to W-2s when claims are not properly substantiated. Additionally, FSA claims for 2017 will need to be submitted by March 31, This will be the new deadline for future years as well. Medical, Rx and Dental Plans The chart below provides for a comparison of how the Platinum and Gold plans cover a sampling of services in the Tier 1, Tier 2, and Personal Choice networks.
