3 this document covers activities of the New Deal implementation support Facility in 2016, its third year of full operation. since inception of the Facility in 2014, many g7+ countries have made significant progress, including new additions, guinea and guinea-bissau receiving Facility funding in last year was a period of reconstruction, recovery and coping with recurrent shocks for a number of g7+ countries. that includes liberia, sierra leone and guinea, which were recovering from the ebola outbreak; south sudan and Central african republic (Car) coping with civil war; Democratic republic of the Congo (DrC) and guinea-bissau managing difficult political transitions; and afghanistan and somalia experiencing continued security challenges. the noteworthy progress made in New Deal implementation in these countries under such difficult circumstances is to be commended. this document features relevant information from each Country office. more detailed reports are available upon request afghanistan the new development strategy known as the Afghanistan national peace and Development Framework ( mof.gov.af/#anpdf ) incorporated new Deal aid-effectiveness principles and has confirmed the commitment of both the government and development partners to the principles of ownership, alignment, harmonization, managing for results and mutual accountability. ministerial or director level. It was a strong advocacy event for the new Deal within the country as the president, cabinet ministers, members of parliament, media and others participated. technical expertise supporting the implementation of the new Deal and follow-up to the ministerial meeting was provided by a new Deal coordinator, financed by the facility. Afghanistan's aid-management policy fully reflects the principles of the new Deal, and was revised in 2016 to incorporate the Afghanistan peace and Development Framework (AnpDF) and the Self- Reliance Mutual Accountability Framework. the policy will be presented to the Afghan Minister of Finance for approval. In 2016, a detailed fragility assessment, titled Afghanistan s pathways toward Resilience and Stability, was completed and presented at the g7+ ministerial meeting held in Kabul from March. this meeting was hosted by the government of Afghanistan and was attended by 17 g7+ countries at photo: undp Afghanistan Aid management policy consultation workshop, Kabul, Afghanistan. 4 CeNtral african republic the Civil Society platform for peacebuilding and Statebuilding (CSppS) carried out an update of the fragility assessment through consultations in seven regions. previously, the fragility matrix was done only through consultations in the capital, in Bangui. A report of these activities is available. the consultations collected feedback for the national Recovery and peacebuilding plan (RCpCA). the RCpCA consolidated existing assessments (new Deal Fragility Matrix, Joint Fragility Assessment of undp/world Bank, post-conflict needs Assessment, among others) and was jointly supported by the un, the World Bank and the european union. the evaluation was all-inclusive, featuring the participation of civil society and the private sector, as well as grassroots organizations from 16 districts. A new Deal specialist was deployed to advise the Ministry of planning on how to integrate the new Deal within the RCpCA document and how to implement a participatory mechanism of aid coordination and monitoring of resources. A multidisciplinary mission took place in Bangui as a result of a strategic review of the united nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MInuSCA), and assessed the current needs of the government regarding support for new Deal activities. the mission was also an opportunity to engage with MInuSCA, the Department of peacekeeping operations (DpKo) and other agencies, such as the european union and the World Bank, as well as bilateral organizations. At the end of the year, the new Deal country team and undp organized a workshop to sensitize civil society on the implementation of the SDGs using new Deal principles. outcomes included a call for further sensitization, the need for an updated database and sectoral feasibility studies, and for the organization of a roundtable on natural resources management reform. the importance of media and new technology was also highlighted. photos: Mafalda Marchioro/unDp Streets of Bangui, Central African Republic. 2 H i g H l i g H t s o F t H e N e w D e a l Fa C i l i t y 2016

5 DemoCratiC republic of the CoNgo the Roadmap for the Implementation of the new Deal, which was drawn up in 2015, was submitted to the sectoral ministries for validation and updating by respective directorates of studies and planning. Capacity-building missions trained civil society focal points on the principles and concepts of the new Deal. technical support was provided to the Ministry of planning to develop the peacebuilding, stabilization and reconstruction component of the national Strategic Development plan. Finally, a consultation was conducted to assess the level of integration of the new Deal into the 2015 national budget. the consultation found that the new Deal is not fully integrated. Further outreach on the new Deal to government and parliament will be important to drive changes in budget analysis. matrices. A prioritization exercise of the Sustainable Development Goals (SDGs) was initiated by the Congolese observatory for Sustainable Development, and a series of SDG outreach workshops were held in 10 provinces. these workshops sought to raise awareness of the SDG priority indicators for the country, including provincial governorates, assemblies, deconcentrated ministries, technical and financial partners, civil society, students and representatives of the private sector represented within the Federation of Congo enterprises. A brochure on the new Deal concept and its implementation status in DRC, along with flyers on the SDGs, were prepared to increase awareness among all stakeholders at the national and provincial level. the Ministry of planning led the update of its five fragility matrices through missions to 11 provinces in the country. the associated fragility spectrum was developed in a follow-up to these missions, validated by the Departments of Studies and planning of the ministries and members of the local civil society platform. Subsequently, the spectrum was analyzed, and as a result, risk analysis and resilience actions were integrated into the national Strategic Development plan. 6 guinea In June 2016, concurrent launches of the preparation of the new national plan for economic and Social Development and the new Deal were held. these involved key government stakeholders, development partners, civil society and the private sector. As part of the launching, the Ministry of planning and International Cooperation conducted sensitization on the transition from the MDGs to the SDGs and a light fragility assessment. the fragility assessment was validated by the government, following inclusive consultations in Conakry in november the recommendations have been used to ensure fragility drivers are taken into consideration in the national planning process to better implement the 2030 Agenda. A undp-led mission was organized to support SDG domestication through the un Mainstreaming, Acceleration and policy Support (MApS) strategy. the mission provided overall technical support in the integration of the SDGs, new Deal principles and the recommendations of the fragility assessment in the new national plan. A roadmap is being developed to ensure that the final plan will be fully participatory, nationally owned beyond capital-based national institutions and reflect Guinea's commitment to implement the SDGs in line with new Deal principles. technical assistance was mobilized to support the government in the formulation of the national development plan (pndes), incorporating new Deal principles, the results of the fragility assessment and prioritizing the SDGs. the drafting process was conducted with a national task force through the Ministry of planning and benefited from capacity-building from undp and the new Deal facility. photo: Mafalda Marchioro/unDp The Prime Minister, H.E. Consultation workshops were also organized in five other locations to update the fragility matrices, capturing views from 9 different regions. the report was validated by the government through an inclusive consultation on 10 February the results of the fragility assessment appear to show Guinea-Bissau is in crisis stage for 4 out of the 5 peacebuilding and Statebuilding Goals. the only reconstruction stage identified in the spectrum was for the psg 5 (Revenue and Services). political and institutional instability has left a heavy impact on the country s fragility. Interference by the military in the political, justice and economic spheres has also contributed to its fragility, as have technical limits and lack of independence of the justice sector vis-à-vis political and military actors. non-diversification of the economy and corruption constitute major bottlenecks. A joint MApS/new Deal mission is planned in coming months to ensure that the key lessons learned from the fragility assessment and the new Deal principles 4 H i g H l i g H t s o F t H e N e w D e a l Fa C i l i t y 2016

7 are taken into account in prioritizing the SDGs and ensuring that they and the African union's Agenda 2063 are integrated in the national Development plan. using the new Deal principles will help strengthening the strategic planning process through a coherent prioritization of national objectives, and by addressing fragility drivers first. photo: Mafalda Marchioro/unDp Saltinho Bridge, Guinea-Bissau. liberia A national roadmap on SDG implementation using the new Deal principles was finalized and endorsed by the Cabinet and the president of liberia. It provides clarity on how to contextualize and achieve the SDGs, with an enhanced understanding of global and regional aspirations reflected in the African union s Agenda the facility also provided technical assistance to review the Agenda for transformation from the new Deal, the SDGs and Agenda 2063 perspective to shape the successor plan. and the new Deal; their roles in championing the goals; and increasing accountability. Activities related to psg 5 (Revenue and Services) were supported. the government is looking towards raising domestic revenue to help counter declining oda flows and revenues due to low commodity prices and rising demands from the SDGs, elections and the drawdown of the united nations mission in liberia (unmil). Regional dialogues on domestic resource mobilization were organized to look at such issues as tax compliance and avenues for tax income. SDG sensitization campaigns, featuring interactive sessions in 8 out of 15 counties and parades in the regions, were held with about 45 percent female participation. outreach visits sensitized local officials and the rural population on the development framework, based on the new Deal principles. the plan to hold SDG county dialogues is being developed to replicate the tripartite International Dialogue on peacebuilding and Statebuilding (IDpS) structure nationally and at the county level. to further enhance awareness of the SDGs and the new Deal, a training and mapping survey was conducted, reaching nearly 4,000 households. the survey ascertained the level of awareness of major development frameworks and the impact of their implementation. training was conducted for 35 journalists, nearly half of them women, on the SDGs photo: Karoline Klose/unDp Government campaign encouraging tax compliance, "Good taxpayers are nation builders", Monrovia, Liberia. 8 sierra leone the fragility assessment was updated in this update of the 2012 fragility assessment included consultations in all 14 districts of the country. It involved the participation of civil society, religious and community leaders, youth and women, political and social activists and elected politicians. Stakeholders identified current challenges and drivers of fragility, including those exposed during the ebola outbreak. using fragile-tofragile cooperation, a team comprised of three experts from g7+ member countries provided technical assistance. on economic Diversification in Agriculture; Fisheries and tourism; SDG 3 on Health; SDG 4 on education; SDGs 6, 7 & 9 on Infrastructure (water, energy and roads); SDGs 13 & 15 on environment and natural Resources; and SDG 16 on Justice, peace and Security. technical assistance was provided to MoFeD to create a database on national development projects that have been implemented since 2009 and to organize technical meetings to follow up on the establishment of sector focal points, develop Sierra leone specific SDG indicators and establish related baseline data. As part of raising public awareness on the SDGs, a radio discussion, radio jingles and comedy shows in local languages were broadcast on radio and television. one thousand copies of the simplified version of the SDGs were circulated to stakeholders including parliament, civil society organizations and development partners. the Ministry of Finance and economic Development (MoFeD) was supported to produce seven SDG thematic papers that are intended to contribute towards the development of a comprehensive SDGs investment plan. the papers covered SDGs 1 & 10 on poverty, Inequality and Social protection; SDGs 2 & 8 photo: undp Sierra leone TV show on the SDGs aired on Sierra Leonean TV. somalia During 2016, the Federal Government of Somalia, under the leadership of the Ministry of planning and International Cooperation (MopIC), successfully conducted a participatory process for the formulation of a new national Development plan (ndp) the first in the country since the 1980s - to be implemented through the plan complies with the poverty Reduction Strategy papers (prsp), integrates the 6 H i g H l i g H t s o F t H e N e w D e a l Fa C i l i t y 2016 SDGs, adopts new Deal principles and builds upon structures and good practices established by the Somali Compact, which expired in the new Deal facility supported technical assistance to the planning process and development of monitoring and evaluation (M&e) capacities. Building on five regional civil society consultations held in 2015, a workshop was conducted in March 2016 in Mogadishu to discuss how to further improve civil society engagement in national development.

9 In order to sensitize and gather more women s views in a male-dominated national development planning process, high-tech and low-tech initiatives were supported in Somalia. A workshop was organized to raise awareness among Somali women about the ndp process and how to integrate their priorities in the plan. An e-consultation was conducted to ascertain the level of knowledge and priorities on the SDGs and the new Deal; mainly urban residents and diaspora responded. to reach more rural women, a group that has limited access to the internet, a targeted workshop was organized to incorporate their responses in the overall analysis of the survey. In order for existing and emerging federal member states to participate effectively in aid management and coordination processes related to the implementation of the new Deal principles and the ndp, a costed framework was developed. A new Deal advisor was deployed to monitor the implementation of the Integrated Strategic Framework, support its review, coordinate the drafting of a provisional un Strategic Framework and improve monitoring and reporting on the Multi-partner trust Fund. Improvements included the development of new, more robust gender indicators. 10 timor-leste to support SDG implementation in timor-leste in the context of the new Deal, a tv talk show was recorded and broadcasted nationally on 11 May the show sought to sensitize the population on the SDGs and the new Deal Framework and to discuss how these can be implemented in fragile countries like timor-leste. particular attention was paid to SDG 16 and how it can be implemented in timor-leste. panelists highlighted the importance of SDG 16 as an accelerator and essential precondition for development. At the request of the prime Minister s office, a study on SDG acceleration in fragile states was commissioned in late the study will capture lessons learned from MDG performance and assess SDG implementation strategies adopted in g7+ member states. It will also provide concrete recommendations on accelerators of SDG implementation in fragile contexts and how the new Deal principles can contribute. the study will provide input to the high-level meeting on SDGs in fragile states to take place on May 2017 in Dili, organized by the office of the prime Minister and the g7+ secretariat. Support to the g7+ Secretariat extensive support was provided to the g7+ secretariat in Dili, ranging from technical advice on fragile-tofragile exchange and SDG implementation, using new Deal principles to assist the secretariat with their global engagement efforts. As part of its capacitybuilding support to the secretariat, undp also facilitated two recruitment processes for the positions of national political Desk officer and International policy Specialist, both financed by the facility. In addition, the position of Deputy Secretary-General has continued to be financially supported. photo: undp timor-leste Traditional authorities coming together during customary conflict resolution process in Timor-Leste. global meetings BrieF SDG Readiness Research Design Workshop A research design workshop was held from February 2016 in Kigali, Rwanda. twenty-five participants attended the workshop, representing undp BppS, undp Country offices, think tanks and research institutions, partner governments and independent consultants. the purpose was to explore how through the new Deal Facility, g7+ countries could be supported to implement the SDGs. the original idea was to take an applied research approach, whereby countries would be supported to adopt the SDGs using a blended framework that would draw on the un mainstreaming, acceleration and policy support strategy and the new Deal approach. Based on lessons learned from six case studies using the integrated framework, the facility could scale up the process in the rest of the g7+ countries, as well as in other fragile contexts. the project also aims to better 8 H i g H l i g H t s o F t H e N e w D e a l Fa C i l i t y 2016

11 understand the risks and constraints that could impact the ability of countries affected by conflict and fragility to implement the SDGs. overall, based on the needs identified, the project would develop a comprehensive offer to g7+ and other countries in fragile situations on how to support SDG implementation. Consultation on SDG Readiness A week after the workshop, a meeting was hosted in Washington D.C., on 2 March 2016 during the World Bank's Fragility, Conflict and Violence Forum. Donors, academics and representatives from the IDpS and the g7+ attended. this meeting further enabled a critical discussion of the proposed SDG-ready project. As a result of both the consultation and the workshop, undp has revised the concept of the project strengthening its demand-driven emphasis. the project is now focused on strengthening development planning and delivery systems as well as the engagement of civil society in the implementation of the SDGs. that includes an emphasis on the use of the new Deal principles and the psgs in setting priorities, stakeholder engagement and documenting lessons learned. event on 1st March 2016 titled: "Safeguarding Inclusivity and the Role of Civil Society in the SDGs: lessons from the new Deal." It was held at the World Bank Fragility, Conflict and Violence Forum in Washington, D.C. this Davos-style event brought together representatives from g7+ countries both from civil society and government and international partners to draw lessons from the new Deal process, particularly focusing on Somalia and Afghanistan. the side event made recommendations on how to promote more meaningful inclusion of civil society in government-led peacebuilding and development processes. It also challenged civil society to continue to advocate for inclusion by broadening its base, strengthening its capacity in engaging policy processes and building partnership with the government at national and local levels. UNDP Global Workshop on the Application of the New Deal to SDG Implementation in Fragile and Conflict Affected Situations the workshop, which took place between 12th and 14th october in naivasha, Kenya, discussed how to mainstream the SDGs in fragile situations through an integrated MApS and new Deal approach. It also looked at different types of multistakeholder country dialogue processes for inclusive prioritization, planning and implementation of the SDGs. Among the main outcomes of the workshop was the recognition of the primacy of politics and institutions, as well as the importance of citizen engagement in SDG implementation. photo: Claire leigh/undp Research Design workshop in Kigali, February Safeguarding Inclusivity in the SDGs: Lessons from the New Deal the new Deal Facility and the Civil Society platform for peacebuilding and Statebuilding organized an the discussions ranged from national planning processes to statistics and alternative financing. Consensus was reached on exploring ways to integrate gender, youth, climate change and disaster dimensions into the fragility assessment. Youth employment was recognized as key to building social cohesion and resilience. Finally, g7+ representatives discussed country progress, reconfirmed their commitment to the new Deal and presented their draft country roadmaps for new Deal and SDG implementation in H i g H l i g H t s o F t H e N e w D e a l Fa C i l i t y

12 Support for g7+ Travel to International Meetings of the International Dialogue Globally, the facility supported g7+ participation in numerous international engagements and events to ensure that the group's voices were heard and to build greater cohesion and enable mutual learning and information sharing. DrC 1st allocation: the funds are allocated to support the fragility matrix, support the drafting of the peacebuilding $116,000 and reconstruction chapter of the National Development plan, support civil society organizations in activities related to the New Deal and carry out an analysis for entry points on sdgs implementation in DrC. 2nd allocation: the funds are allocated to support updating the fragility matrix and its validation and distribution, $136,049 support the drafting of the peacebuilding, stabilization and reconstruction chapter of the National Development plan, support civil society organizations in activities related to the New Deal and on supporting a series of countrywide sdgs sensitization and implementation activities. this amount will complement the previous allocation of February guinea $132,725 the funds are allocated to organize a high-level government workshop on the transition from mdgs to sdgs, providing an opportunity to launch the New Deal and a light New deal fragility assessment, support the government in preparing its new five-year development plan. liberia $88,624 the funds are allocated to support sdg and New Deal sensitisation, domestic resource mobilisation consultations as well as the tax inspectors without Borders initiative. sierra leone $123,000 the funds are allocated for updating the fragility assessment, integrating and popularizing the sustainable Development goals into the National Development processes, as well as monitoring of projects and implementation of activities related to ebola recovery strategy. 2nd allocation: the funds are allocated for awareness-raising on the sdgs and sdgs needs-based assessment, as $100,000 well as follow-up of the sdg implementation projects linked to the agenda for prosperity. in all these activities the New Deal is mainstreamed. 3rd allocation: the funds are allocated towards the Fambul tok proposal, which seeks to establish inclusive $50,000 District peace and Development Committees, and implement people s planning processes to promote wide stakeholder participation in development processes. somalia 1st allocation: these funds represent the remaining balance from the 2015 budget to the resident Coordinator s $513,642 office (rco) somalia to support, among other things, monitoring of the New Deal compact. 2nd allocation: the funds are allocated to strengthen the gender element of the New Deal and promote women s $122,341 participation and leadership in somalia s National Development plan (NDp) planning and consultation process. the funds are allocated for timor-leste $63,280 the funds are allocated to strengthen New Deal implementation, coordination and inclusivity, as well as localize and connect the sdgs to the New Deal. guinea- bissau $54,900 the funds are allocated for the fragility assessment. south sudan $50,000 the funds are allocated to support the recruitment of a New Deal advisor. total $1,817, H i g H l i g H t s o F t H e N e w D e a l Fa C i l i t y 2016
