Background In response to 2011/2012 drought in the IGAD Region, the Heads of State and government came up with the Initiative to end drought emergencies in the HOA IGAD was directed to lead and coordinate the initiative IGAD has convened a series of consultative meeting on the initiative which resulted in a consensus on the formation of an IGAD Regional Platform on Drought resilience and Sustainability as the most effective mechanism to coordinate the initiative

4 02/03/2011 Page 4 Purpose of the regional platform on drought resilience and sustainability Create an inclusive regional coordination mechanism...able to formulate common goals and strategies among the member states (harmonization);...able to coordinate interventions at transboundary level (cross-border cooperation);.... able to mobilize financial and human resources (fund raising);.. able to share experiences and knowledge to improve performance (regional capacity building).

15 Regional Coordination 1. The Regional Platform would need to build need to build on and strengthen existing national coordination mechanisms 2. A situation analysis of national coordination structure conducted 3. IGAD Team in cooperation with MS and with the support of national consultants toured the region to assess existing national coordination mechanism dealing with drought resilience 4. A Regional Meeting was held to examine the results of the review on national coordination (Presentation and reports), explore how best these can linked to IGAD Regional (SCM). 02/03/2011 Page 15
