3 Executive Summary The main aim of this plan is to present the Integrated Action Plan (IAP) of the Guadalajara city developed in the framework of SmartImpact project 1. SmartImpact is a two year project funded by the European Commission (URBACT). Led by Manchester and supported by the Fraunhofer Institute, the focus is cities, people and the promotion of sustainable development. Along with development of a model for smart cities, the ten cities are working on action plans to make their own cities smarter. Guadalajara IAP is the result of work in last years around the goal of achieving an integrated and sustainable urban development. In this line, there are three basic and remarkable pillars that have contributed to shape this document. In the first place, version 1 (2015) and 2 (2016) of the integrated sustainable urban development strategy. Secondly, the sustainable urban mobility plan. In the third place, the revitalization plan of the old town and finally, the e-government transformation processes already undertaken by the city council administration staff. Thus, this IAP aims to improve the innovation ecosystem of the city, the public private partnership and the relationship with potential stakeholders. For this purpose, the structure of the IAP is mainly divided into thematic objectives, guidelines and actions. Then, a results and indicators framework will be applied for the tracking and monitoring of each action and ensure that the objectives have been met. The plan has been developed taking into account five thematic objectives: - Enhancing access to, and use and quality of, information and communication technologies. - Supporting the shift towards a low-carbon economy. - Preserving and protecting the environment and promoting resource efficiency. - Promoting social inclusion, combating poverty and any discrimination. - Promoting sustainable and quality employment and supporting labour mobility. This version takes into consideration the feedback received in the peer review process of the draft version who took place in the SmartImpact meeting in Porto (June 2016). The partners played different roles (e.g. major, citizen, local business, municipal department, heads of procurement and finance, etc.) and important conclusions were made in order to improve the upcoming versions. Last but not least, it is important to mention that the Urbact Local Group (ULG), created in the SmartImpact project framework and formed by the local coordinator, 1 3

4 the urbanism responsible, the smart city political representative and the CI3 Foundation, has been entirely involved in the IAP development and review. 4

5 1 Smart Guadalajara The Council of Guadalajara collaborates with different associations like universities, enterprises, foundations, etc. in I+D+i projects with the main objective of undertaking research and innovative actions in the municipal areas: urban mobility, water management, energy efficiency, environmental and noise monitoring, sustainable urban development, public lighting, waste management, etc. In this framework it is important to remark the Living Lab Guadalajara, an open innovation ecosystem where new technologies and solutions have been deployed to foster the real interaction of citizens. The Living Lab is the result of a collaboration agreement between the Council and the CI3 (Centre for Innovation in Smart Infrastructures) Foundation. CI3 is a non-profit foundation created in 2010 by the trustees: University of Alcalá de Henares, the regional government of Castilla-La Mancha and Ferrovial. This ecosystem offers new services for the city boosting its image of smart city, and opportunities for the local enterprises to adopt new technologies and get competitive advantage in the region. Moreover, it is a real experimentation environment for the University to deploy quickly research and innovation results in the framework of pilot projects and improve its know-how. Living Lab Guadalajara 2 has currently deployed the following solutions: - SmartCross: intelligent pedestrian crossing. - SmartAparc: parking space detection based on computer vision. - SMairT: environmental monitoring with low-cost sensors. - Tuciudapp: communication channel through QR codes. - Bindogs: intelligent dog waste bin. In addition to the Living Lab, the city of Guadalajara is including innovation in the different public urban services development with the aim of achieving complete data integration in the smart city platform throughout the upcoming years (Figure 1)

6 FIGURE 1 SMART CITY PLATFORM ARCHITECTURE In the framework of SmartImpact, Guadalajara leads the work package focused on Data Integration and e-government (Figure 2). So, the five thematic objectives considered in the Guadalajara IAP are in line with this topic together with the topic Local Innovation Ecosystem. FIGURE 2 SMARTIMPACT TOPICS 6

7 2 Guadalajara IAP: Schedule and Budget The schedule and budget for the objectives achievement is distributed among 2017 and 2022 according to the following timeline (Figure 3). 8 3 Guadalajara IAP Overview: Specific Objectives, Guidelines and Actions Before entering into the different guidelines, this section shows an overview of the specific objectives, guidelines and actions that shape each thematic objective. The numeration of these objectives has been kept following the identification of the local strategy. 11 4 Guadalajara IAP Detailed information: Specific Objectives, Guidelines, Actions, Budget, Timeline and Productivity Indicators The following tables (, Table 2, Table 3, Table 4 Table 5) show detailed information of the Guadalajara IAP thematic objectives with the aim of having all the relevant data that will allow doing a tracking of the progress implementation for each action. 11

12 OT2 - Enhancing access to, an use and quality of, information and communication technologies Specific Objective: Promote the ICTs through Integrated Urban Development Strategies Guideline 1: L1 Modernization of e-government and public services General Description: Modernize and improve the provision of public services and electronic administration of Guadalajara and ensure its adaptation to the needs of users. Actions: - Administration and Citizens Service Irrigation management. Smart water meters. - Smart parking management. Budget: Timeline: Productivity Indicators: Number of users covered by a certain level of Smart Cities electronic public services: users in Guideline 2: L2 Deployment of Smart City management platforms to improve the delivery of municipal services General Description: Deploy platforms for the intelligent management of the whole of the city of Guadalajara. Actions: - Promotion and use of new technologies. - Single and centralized public services management system (Smart City). 13 OT4 Supporting the shift towards a low-carbon economy Specific Objective 1: Promotion of sustainable urban mobility: clean urban transport, collective transport, urban-rural connection, improvements in the road network, cycling, pedestrian transport, electric mobility and development of clean energy supply systems. Guideline 3: L3 Cycling mobility General Description: Encourage the use of bicycles in the city, including the definition of a basic cycling network, its signage, the increase in parking lots and the organization of training activities, in line with what is defined in the SUMP. Meshed network so that the entire population has a bicycle axis less than 350 m. Actions: - Increase and improve the cycling network. Budget: Timeline: Improve the connections with the current network. Productivity Indicators: - Estimated annual GHG reduction - 2,500 Tn CO2-eq in Number of SUMPs that arise from actions co-financed with the ERDF of integrated urban strategies - 1 in Length of tracks for bicycles and trails - 23 km in Guideline 4: L4 Preferred pedestrian paths. General Description: The PMUS of the city of Guadalajara establishes as a priority the establishment of safe school roads in all the Infant and Primary schools. Actions: - Improve the mobility infrastructures for pedestrian s protection. Budget: Timeline:

14 Productivity Indicators: - Estimated annual GHG reduction - 2,500 Tn CO2-eq in Number of SUMPs that arise from actions co-financed with the ERDF of integrated urban strategies - 1 in Length of tracks for bicycles and trails - 23 km in Specific Objective 2: Improvement of energy efficiency and increase of renewable energy in urban areas Guideline 5: L5 Total energetic renewal of public buildings General Description: Reduce the energy demand of several buildings of public ownership and at the same time operate as model buildings, encouraging rehabilitation of both public and private buildings (mainly for residential use). Actions: - Insulation joinery, glassware and air conditioning. - Use of renewable energies. Budget: Timeline: Productivity Indicators: - Estimated annual GHG reduction Tn CO2-eq in Reduction of annual primary energy consumption in public buildings - 564,000 kwh / year. - Reduction of final energy consumption in public infrastructures or companies ktep / year. 15 OT6 Preserving and protecting the environment and promoting resource efficiency Specific Objective 1: Promote the protection of the cultural and natural heritage of urban areas in particular popular tourist sites. Guideline 7: L7 Integral urban rehabilitation of the architectural heritage of Guadalajara old town. General Description: Encourage the use of bicycles in the city, including the definition of a basic cycling network, its signage, the increase in parking lots and the organization of training activities, in line with what is defined in the SUMP. Meshed network so that the entire population has a bicycle axis less than 350 m. Actions: - Renovation of water network, sewage and public lighting. Sidewalks, with photocatalytic materials. Budget: Timeline: Renovation of public buildings and conservation of the city s heritage. Productivity Indicators: - Increase in the number of visits to place belonging to the cultural and natural heritage visits in Surface of buildings or places belonging to the cultural heritage, of non-tourist main use, rehabilitated or improved m 2. Specific Objective 2: Integrated actions to revitalize the cities improving the urban environment. Guideline 8: L8 Urban renovation of publicly-owned land and improve of water and waste management. General Description: Improvement of the urban environment and better management of resources. Actions: - Lots recovery spaces intended for the community. - Identification of canine excrements by DNA. - Irrigation by non-potable groundwater sources. Budget: Timeline: Productivity Indicators: - Total area of rehabilitated land 1.40 Ha. in

16 Guideline 9: L9 Banks recovery of the river Henares. General Description: Recover the land occupied by the right bank of the Henares river from the Manantiales neighborhood to the Castillejos estate. Actions: - Cleaning of the river banks, recovery and planting. - Creation of urban gardens. Infrastructures to perform gymnastics. Walking paths. Budget: Timeline: Productivity Indicators: - Total area of rehabilitated land 250 Ha. in Guideline 10: L10 Implementation of a plan to improve urban air quality. General Description: Control of environmental variables with low cost systems. Actions: - Environmental parameters monitoring. 17 OT9 Promoting social inclusion, combating poverty and any discrimination Specific Objective: Physical, economic and social regeneration of the urban environment in depressed areas by Urban Integrated Strategies. Guideline 11: L11 Recovery of the Supply Market and active neighbourhood trade. General Description: Make the Market Supply a public commercial equipment adapted to the current needs of the consumer of Guadalajara. Actions: - Commercial offer of season and markets. Cultural and promotion activities. Budget: Timeline: Trade list of companies and hotel industry. - Programs to inspire and promote local trade. Productivity Indicators: - People benefited by physical, economic and social regeneration operations of the urban environment, included in operations belonging to DUSI strategies in Public or commercial buildings built or renovated in urban areas m 2 in Guideline 12: L12 Revitalization of the public spaces for underprivileged urban communities (neighbourhood and old town). General Description: Promote the revitalization of the old town of Guadalajara. Actions: - Reassessment of the civic centre, as a multi-functional space. - Integral action of the Concejo Square. - Social revitalization activities. - Building works in the Barranco del Alamín area. Budget: Timeline:

18 Productivity Indicators: - People benefited by physical, economic and social regeneration operations of the urban environment, included in operations belonging to DUSI strategies in Open spaces created or rehabilitated in urban areas - 3,000 m 2 in Public or commercial buildings built or renovated in urban areas m 2 in Guideline 13: L13 Comprehensive training, employment and entrepreneurship program. General Description: Facilitate training and employment for people with more difficulties in entering the labour market. Actions: - Training and employment schemes with community jobs. 19 OT10 Promoting sustainable and quality employment and supporting labour mobility Specific Objective: Improvement of the education and training infrastructures. Guideline 14: L14 Implantation of the University Campus in the denominated Mª Cristina residence General Description: Make Guadalajara a university city. Actions: - Generate an important economic activity. - Give use to a set of public buildings with patrimonial value. 20 5 Guadalajara IAP Methodology and Approach This section gathers the procedures that the Council of Guadalajara is undertaking to launch the different actions aforementioned. The different steps carried out can be divided into in these sections: Creation of a work group Application of actions Selection of application and approval Creation of a work group The Council of Guadalajara has designed a structure to carry out this strategy. A new department has been created to approve and select the actions, this department depends on mayor s office, and the personal which belongs to this area will be not involved in the execution of the actions. This assures an independency between these areas. This department is composed by a technical coordinator and an administrative officer and their functions are as follows: 20

Production of manuals and support instructions for implementing units. Production and sent of justification for expenditure. Production of final and annual operational reports. To guarantee the eligibility of expenditure. To register the information about implementation of the action in the information system (FONDOS2020). To file the supporting documentation of the implementation of the actions. 21

22 Finally, the tasks assigned to the implementation units (all the units, departments, areas and services, municipal public entities responsible for starting and implementing the actions): Production of applications for funding. Commit to comply with DECA. To implement the action selected. Application of actions In this section, it will be explained the definition of the procedure to apply actions. Production and publication of an open call of expression of interest. It details: final users, goals, content, conditions, selection criteria, forms and how to apply. (Management Unit) Production and apply for funding (Implementing Units) Registration of application. (Management Unit) Selection of application and approval To select the final applications, the following actions are required: To assess properly the capability of the beneficiary to fulfils the conditions for aid (financial, administrative and operational). To evaluate applications and selection of final actions. Prior verification to selection. Publication and notification of the acceptance or rejection to potential beneficiaries Formalisation of selection of the action. 22

23 6 Guadalajara IAP Already-implemented actions In line with the methodology and approach explained in the previous section, the current section shows the status of those actions already started and being developed on the date of creation of this report. Smart parking management: a public bidding has been published to apply an intelligent system to follow the vehicle access to the city. 23
