3 What is it? GMES is a European initiative which uses satellites and other in situ sensors to monitor our natural environment as well as keeping an eye on the security of citizens.

4 Why? Need for information in support of: European policies: environment & climate change, CAP, Maritime Policy, CFSP/ESDP... EU international commitments: protocols and conventions (eg Kyoto, Montreal, CLRTAP..) National or regional «adaptations» of these policies or commitments Autonomous capacity to generate & deliver Earth observation-derived information on environment & security -> strategic for EU

7 Focus of services Three Service areas based on Earth systems: Land Monitoring: initially European land cover & urban spots Marine Monitoring: sea state & ecosystem characteristics over global ocean & European regional seas Atmospheric Monitoring: atmospheric composition for air quality (European) and climate forcing (global), ozone monitoring (global) and solar energies Further, horizontal components: Emergency Response Security Climate Change

8 Categories of services Core services Provide standardized common (multi-purpose) information capacity for Europe; economies of scale could be derived Requested by the EU: link with European information needs Concept of public good Downstream services Tailored for specific applications at local, regional, national levels (public good or private use) EU should encourage and support the implementation of these service layer (R&D) but then not financed by EC

9 Observational infrastructures In-situ observation infrastructure: co-ordinated at National level air-, sea- and ground-based systems and instruments (e.g. airborne, balloons, floats, ship-borne, measuring stations, seismographs, etc) Space infrastructure component for GMES: different missions coordinated at European level Dedicated GMES missions: ESA Sentinels Contributing missions: EU National, EUMETSAT and third parties

10 History - milestones 1998 GMES concept in the Baveno Manifesto 2004 the Commission publishes GMES Action Plan, and ESA invests 40M to study technical aspects of Space Component of GMES (Sentinels) 2005 the Commission communicates the way forward: GMES from concept to reality

13 International cooperation Imperative to fulfil the European need for information at global level and to develop a cost efficient system GMES partners should ensure a coordinated approach for an international cooperation strategy Strategy to build on existing cooperation schemes GEO process ensure access to observation data not controlled by Europe define the European contribution to this international endeavour For Africa, in partnership with the African Union Commission as part of the joint EU-Africa strategy (GMES Lisbon process)

14 Financing Approach Public financing for GMES Modular approach Need for smooth transition between three stages demonstration stage (R&D funding) pre-operational stage (mixed R&D and operational funding) operational stage (operational funding) Need for cost-sharing principles Overall financing needs will be subject to a detailed financial and budgetary analysis led by the EU

15 Governance Approach A large number of players will contribute to the implementation of GMES Succeeding with GMES will necessitate the establishment of partnerships under the leadership of the EU Overall political coordination by the European Commission Technical implementation by European entities which interact with public and private actors.

16 Governance Technical Implementation Space ESA is the coordinator, development and procurement agent for and on behalf of the EU Operations by ESA (ad interim) and EUMETSAT In situ EEA supports the EC for the coordination of access to in situ data and products for services Services Various schemes for service provision User interface through EU agencies and bodies

17 Conclusions In 2009, the Commission will make a legislative proposal for an EU Earth observation programme named GMES. The GMES financing needs will be subject to an analysis led by the EU. For the period , the constraints of the existing EU budget will be taken into account. Decisions on funding and organisational arrangements after 2013 will have to be determined as part of the next multiannual financial framework of the EU.
