11 GALILEO Galileo is the biggest Space Programme that is being developed currently in Europe. The European Commission must guarantee the adequate financing to allow the correct implementation of the current development phase. It should also establish the adequate provisions and regulatory measures for the appropriate programme and associated applications development. Galileo is a civil applications oriented programme. Nevertheless, it involves clear implications in the matter of security and defence. The European Commission and the European Space Agency should reach a common understanding on Security and Defence matters in order to work together with the European Defense Agency, instead of meeting this Agency separately. The participant member states have to evaluate the associated risks of blocking the putting in place of the system. Topics to be discussed in the Interparliamentary 11

12 OTHER GOVERNANCE FUNDING GMES (Global Monitoring for Environment & Security) Ensure that enough funding is available through the VII Framework Programme to develop the Space infrastructure: GMES must be the first priority for the FP. Secure specific budgetary lines for the operational phase outside of the FP. Funding made available through ESA to remain under ESA s rules and procedures. Member states and participating organizations to remain within the steering bodies irrespectively of the type of governance structure. ESA role to remain as a development agency for the evolution of the space infrastructure. Maintain a user-driven approach. Security Use of GMES: Becoming a priority for Europe. Need to count on existing supranational organizations such as the EUSC. Topics to be discussed in the Interparliamentary 12

14 CONCLUSION CONS PROS EXPLORATION AND HUMAN SPACEFLIGHT Important to involve society in space subjects. Needs to promote international cooperation. Necessity of enormous investments. Ratio social benefits to investment is small. Results obtained in a very long term.
