3 A Message From The StanCOG Policy Board Chair On behalf of the Stanislaus Council of Governments (StanCOG) Policy Board and Staff, I am pleased to present the 2014 Regional Transportation Plan/ Sustainable Communities Strategy (RTP/SCS), which is the first prepared under California s landmark 2008 legislation, Senate Bill 375 (SB 375). Although this legislation presented new requirements for StanCOG, it represents a sensible planning approach to address the growing and changing needs of the region. The RTP/SCS Plan is the culmination of a nearly three year planning effort referred to as Valley Vision Stanislaus (VVS). I take pride in the fact that StanCOG, in coordination with the local agencies, various community groups and the public, truly embraced the intent of this legislation by fully integrating the land use and transportation planning processes. Through this effort, the region took initial, but large strides in developing a plan for the future which would accommodate the significant expected growth while expanding housing and transportation choices, creating healthy and more complete communities and building a stronger regional economy. I would like to take this opportunity to thank all those involved in the development of the RTP/SCS Plan, especially the residents that took the time to provide their input to help improve the region. I understand that the RTP/ SCS Plan does not and cannot address all of the region s challenges, but it is a significant step towards maintaining what we love about our region and ensuring it will be a great place for future generations.
