Hohlmeier Consideration and adoption Following the vote on the budgetary amendments on 29 and 30 September, the Committee will vote today on the accompanying resolution. The draft report was circulated at the evening of the second day of the votes on budgetary amendments. 123 amendments have been tabled by the deadline on 3 October. Following the vote on the draft report the dossier will be handed over to Plenary for the vote on 22 October. Mobilisation of the European Globalisation Adjustment Fund - Application EGF/2014/0004 ES/Comunidad Valenciana - metal Rapporteur: P. Šulin Consideration and adoption The BUDG Committee will discuss 13 amendments, among which 6 from the EMPL committee, tabled to this Draft Report containing a Decision of the European Parliament and of the Council to mobilize the EGF. The EGF contribution of EUR is foreseen for re-integration into the labour market of 300 redundant workers from 142 enterprises operating in manufacture of fabricated metal products in the region of Comunidad Valenciana in Spain. The vote in plenary will take place during the Strasbourg October session. 2

3 5. Mobilisation of the European Globalisation Adjustment Fund - Application EGF/2013/012 BE/Ford Genk - Belgium Rapporteur: P. Rübig Consideration and adoption The BUDG Committee will discuss 8 amendments, among which 7 from the EMPL committee, tabled to this Draft Report containing a Decision of the European Parliament and of the Council to mobilize the EGF. The EGF contribution of EUR is foreseen for re-integration into the labour market of 479 redundant workers from the assembly plant of Ford-Werke GmbH located in Genk and in 10 suppliers of Ford Genk in Belgium. The vote in plenary will take place during the Strasbourg October session. 6. Budget Section III - Commission Any transfer request DECs 23 and 24 will be put to the vote, which are the transfers corresponding to the decisions to mobilise the European Globalization Adjustment Fund for Valenciana Metal, Spain and for Ford Genk, Belgium (see points 4 and 5 above). 7. Budget Other Sections Rapporteur: M. Hohlmeier Any transfer request The Committee of Regions intends to carry out three transfers of 2014 budgetary appropriations under Art 25(1)FR, as follows: CoR INF2/2014 EUR from Salary and allowances: the CoR maintained in 2014 a higher vacancy rate than would have been needed in order to cover the salary adjustments 2011 and 2012, adjustments for which the amount needed turned out to be lower than expected - to communication activities of the CoR's political groups (in order to maintain the same level now after creation of a fifth political group, ECR) 3

4 CoR INF3/2014 EUR from Interpretation (cost of this activity having been lower than expected in 2014) - to cover several IT needs: - purchase "Webtrends" software that combines measurement for intranet and external websites (providing statistics for CoR's Sharepoint based platforms allowing user analysis) - pay outside consultants to help carry out two IT projects (integrating existing systems/websites, developing a publication management system) CoR INF4/2014 EUR from the item "Furniture" - to the item "Technical equipment and installations". END OF VOTING TIME 8. Draft Amending Budget n 2/ Surplus resulting from the implementation of the budget year 2014 In the BUDG meeting of 24 September, the Rapporteur Mr Deprez (ALDE) presented his draft report, where he has introduced an amendment to the Council's position on DAB 2/2014 in order to maintain the political link and to align the procedural calendar between DABs 2, 3 and 4. The Council approved DAB 2 unamended in July and has officially transmitted to the Parliament its reading on DAB 2 in the beginning of September. The deadline for amendments was on 26 September 2014 and 2 amendments had been received. The draft report will be voted on 13 October 2014 in BUDG. As a reminder, if the three DABs are taken together this would imply an overall budgetary impact of only EUR 106 million additional GNI contributions that have to be made available by the Member States in order to ensure enough payment appropriations in 2014 to cover the Union's existing legal obligations. Draft amending budget No 3/2014: Revenue from fines and interest payments - revenue from reimbursements and repayments to FEMIP (Facility for Euro-Mediterranean Investment and Partnership) - Redeployment of appropriations to the European Fisheries Fund - Increase in payment appropriations for commitments corresponding to previous annual budgets - Unforeseen actions in accordance with Article13 of the MFF Regulation - Staff of the European Commission, the Offices, the Committee of the Regions and the European Data Protection Supervisor DAB 3/2014 provides a revision of the revenue forecasts for 2014 (EUR million additional revenue) and at the same time calls for additional EUR million payment appropriations coming from the proposed mobilisation of the Contingency Margin for the amount of EUR and using the full margin between the approved level of payment appropriations and the ceiling for 2014, which amounts to EUR 711 mio. Therefore the net budgetary impact of DAB 3 is EUR million additional funds needed. The Council has not yet adopted a calendar for the adoption of DAB 3 but several member states (Austria, Denmark, Finland, France, Germany, Sweden, the UK and the Netherlands) have issued a statement where they are speaking against the mobilisation of the contingency margin on grounds of being unnecessary, premature and not a "last resort" option. They also underline their different interpretation of special instruments and contrary to the EP and the Commission they believe payments under the specialised instruments should not go over and above the payment ceiling. 10. Draft amending budget No 4/ Traditional own resources (TOR), VAT and Gross National Income (GNI) bases DAB 4/2014 provides further revision of the TOR and other revenue forecast for 2014 and brings up the expected level of own resources by EUR million. Additionally it reduces expenditure by EUR in both commitment and payment appropriations because a new European Data Protection Supervisor could not be appointed. The Council has not yet adopted a calendar for the adoption of DAB Draft amending budget No 5/2014: Floods in Italy (Sardinia) in Earthquakes in Greece - Ice in Slovenia - Ice followed by floods in Croatia in 2014 DAB 5/2014 concerns the mobilisation of the EU Solidarity Fund for a total amount of EUR in commitment and payment appropriations to compensate for the damage caused by natural disasters in Italy (floods in 2013), Greece (earthquake 2014), Slovenia (ice storm 2014) and Croatia (floods 2014). The amount proposed by the Commission completes with the ceiling provisions in the MFF (EUR 530,6 million). The amounts in question should be budgeted outside the corresponding MFF ceilings as the Solidarity Fund is a special instrument according to the provisions of the MFF Regulation. 5

6 12. Mobilisation of the European Globilisation Adjustment Fund: application EGF/2014/006 FR/PSA Rapporteur: I. Thomas The BUDG Committee will discuss a Draft Report containing a Decision of the European Parliament and of the Council to mobilize the EGF. It is accompanied by the transfer of appropriations DEC 28/2014. The EGF contribution of EUR is foreseen for out of workers made redundant in Peugeot Citroën Automobiles, mainly in the plants of Aulnay (Ile de France region) and Rennes (Bretagne region). This mobilisation request is based on the intervention criteria of Article 2(a) of the EGF Regulation, linked to major structural changes in world trade patterns due to globalisation. To date, the automotive sector has been the subject of 21 EGF applications, 12 of which based on trade related globalisation and 9 on the global financial and economic crisis. Mobilisation of the European Globalisation Adjustment Fund : application EGF/2013/002 BE/Carsid Belgium Rapporteur: P. Sarvamaa The BUDG Committee will discuss a Draft Report containing a Decision of the European Parliament and of the Council to mobilize the EGF. It is accompanied by the transfer of appropriations DEC 26/2014. The EGF contribution of EUR is foreseen for re-integration into the labour market of 752 redundant workers out of 939 redundancies linked to the closure of the steel production plant of Carsid SA, located in Marcinelle near Charleroi, Belgium. This mobilisation request is based on the intervention criteria of Article 2(a) of the EGF Regulation, linked to major structural changes in world trade patterns due to globalisation. It is the fourth EGF application of the steel sector.
