1 Meeting Thursday 9 February and Brussels Room: 5G-3 VOTING TIME Mobilisation of the European Globalisation Adjustment Fund - EGF/2016/005 NL/Drenthe Overijssel Retail The Netherlands Consideration and adoption /8/08933 Rapporteur: Nedzhmi Ali (ALDE) An EGF contribution of EUR is foreseen for re-integration into the labour market of 800 workers, made redundant in The Netherlands (Drenthe and Overijssel regions). This mobilisation request is based on the intervention criteria of Article 4(1)(b) of the EGF Regulation, linked to major structural changes in world trade patterns due to globalisation. It is the 11th EGF application for 2016 adopted by the Commission and the 9th for the Retail trade, except of motor vehicles and motorcycles sector since the implementation of the EGF Regulation Budget: Section III Consideration and adoption of transfers DEC 1/2017 This request for transfer of EUR in commitments only is the financial contribution from the EGF reserve to application EGF/2016/005 NL/Drenthe Overijssel Retal (item on the agenda of this meeting).

2 2017 Budget: Other Sections Consideration and adoption of transfers Rapporteur: Indrek Tarand (Greens/EFA) No transfer request. Building Policy Rapporteur: M. Hohlmeier (PPE) JRC Ispra The European Commission (EC) has submitted a request concerning the construction of a new JRC Research building (JRC 102) and the demolition of 10 obsolete buildings, in Ispra (Italy). This project is submitted to the Budgetary Authority pursuant to Article 203(5) of the Financial Regulation (FR). It was first discussed in the previous Committee meeting (25-26 January 2017), when it was decided to extend the scrutiny period by an additional 2 weeks. The project consists of the construction of a new research building to support Union policies areas such as energy, transport and climate, digital citizen security and migration. This project is part of the JRC Strategy The new building is designed to welcome up to 345 people with research and laboratory space. This new construction will implement innovative technologies to reach high-energy standards in order to reduce CO2 emission and maintenance costs. The estimated cost of this new building is EUR , financed within existing appropriations with no additional request for the use of assigned revenues and available appropriations under the Horizon 2020 programme. Frontex HQ expansion Frontex has submitted a request to expand the office space in its headquarters located in Warsaw (Poland). This project is submitted to the Budgetary Authority pursuant to Article 75(12) of Regulation (EU) 1624/2016 and of the Frontex Financial Regulation. In light of the dynamic development of the Agency after the entry into force of Regulation (EU) 1624/2016 on the European Border and Coast Guard, Frontex is facing a subsequent increase in staffing. Therefore, Frontex is required to expand its current office space to accommodate additional staff. Frontex currently leases space in part of the Warsaw Spire Complex and thus occupies 9 of the 14 floors available. The project aims at occupying additional floors after some refitting out works. The estimated costs is EUR increase in rent and an additional EUR for refitting work, financed under the current FRONTEX appropriations. END OF VOTE Guidelines for the 2018 Budget - Section III 2016/2323(BUD) Rapporteur: Siegfried Mureşan (PPE) The general rapporteur for Section III, Siegfried Muresan (EPP, RO), will present his draft guidelines for the 2018 EU budget. He places the 2018 budget under the motto of A Budget for growth, jobs and security and calls on the Commission to put forward a Draft Budget 2018 that enables the EU to continue to generate prosperity and security for its citizens. The report is scheduled to be adopted at the Strasbourg March plenary session and discussed at the traditional budgetary Spring trilogue with the Council and the Commission on March 27. 3 Draft Amending Budget 1 to the General Budget 2017 accompanying the proposal to mobilise the European Union Solidarity Fund to provide assistance to the United Kingdom, Cyprus and Portugal 2017/2018(BUD) DAB 1/2017 is linked to the Mobilisation of the European Union Solidarity Fund to provide assistance to the United Kingdom, Cyprus and Portugal, which is the subject of a separate item on the agenda. The EUSF mobilisation relates to floods in the United Kingdom, drought and fires in Cyprus and fires on the Portuguese island of Madeira and would amount to EUR in commitment and payment appropriations. The Rapporteur will present his draft report during the committee meeting :00 Deadline for Ams Vote in Plenary Vote in Plenary Mobilisation of the European Union Solidarity Fund to provide assistance to the United Kingdom, Cyprus and Portugal 2017/2017(BUD) Rapporteur: José Manuel Fernandes (PPE) The Commission proposes to mobilise EUR to help 11 UK regions affected by floods in December 2015 and January 2016, for which total direct damage was estimated at EUR 2,4 billion by the UK authorities; EUR would also be mobilised to help Cyprus affected by droughts and fires from October 2015 to June 2016, for which total direct damage was estimated at EUR 180,8 million; and to mobilise EUR 3,9 million to help the Portuguese island of Madeira, affected by wild fires in August 2016, for which the Portuguese authorities estimated total direct damage at EUR 157 million. 4 European Centre for the Development of Vocational Training (Cedefop) 2016/0257(COD) Cedefop's Founding Regulation has been amended five times since 1975, in 1993, 1994, 1995, 2003 and 2004, mainly to take account of EU enlargement or Treaty changes. However, these amendments have not significantly altered the fundamentals of the Agency. This revision aims to (1) update the objectives and tasks of Cedefop as a centre for analysis, research and policy monitoring in these policy areas, and (2) align certain provisions of the existing Regulation governing Cedefop with the Common Approach on Decentralised Agencies. In his opinion the rapporteur, Mr Geier proposes, among other things, to amend certain provisions relating to the cooperation between the tripartite Agencies, with a view to enhancing this cooperation :00 Deadline for Ams Vote in EMPL Vote in lead committee European Foundation for the improvement of living and working conditions (Eurofound) 2016/0256(COD) The Eurofound's Founding Regulation has already been amended three times, in 1993, 2003, and 2005, mainly to take account of EU enlargement or Treaty changes. However, such amendments have not significantly altered the fundamentals of the Agency. In this proposal, it is projected to revise the original Regulation establishing this Agency. This revision will provide a clearer description of the role of Eurofound in supporting the Commission, other EU institutions and bodies, Member States and social partners in shaping policies on living and working conditions as well as in promoting social dialogue. 5 European Agency for Safety and Health at Work (EU-OSHA) 2016/0254(COD) The EU-OSHA's Founding Regulation has been amended three times, in 1995, 2003, and 2005, mainly to take account of EU enlargement or Treaty changes. However, such amendments have not significantly altered the fundamentals of the Agency. It is now proposed to revise the founding regulation of this Agency. This revision will allow to define more precisely the role of EU-OSHA in supporting the Commission and other EU institutions and bodies, the Member States, the social partners and those involved in the field in shaping and implementing policies on health and safety at work at both national and European levels. The proposed seeks to revise the founding regulation of the European Agency for Safety and Health at Work (EU-OSHA) from The reasons for the revision are to update the objectives and tasks of EU-OSHA and to align certain provisions of the existing Regulation governing EU-OSHA with the Common Approach on Decentralised Agencies. In his opinion the rapporteur, Mr Geier proposes, among other things, to amend certain provisions relating to the cooperation between the tripartite Agencies, with a view to enhancing this cooperation. 6 Establishing the criteria and mechanisms for determining the Member State responsible for examining an application for international protection lodged in one of the Member States by a third-country national or a stateless person (recast) 2016/0133(COD) Rapporteur: Gérard Deprez (ALDE) Several shortcomings of the so-called 'Dublin system', which aims to help determine the Member State responsible for examining asylum applications, have come to light during the current migration and refugee crisis. The Commission proposal sets out a reform in order to make the system more sustainable and fairer, to ensure quick access of asylum applicants to the asylum procedure and to prevent abuse by applicants. The crux of the proposed system is a corrective allocation mechanism which is activated automatically in cases where Member States face a disproportionate number of asylum seekers. The total cost of the Commission proposal is estimated at EUR 1,828 billion. The rapporteur proposes setting the threshold for triggering the corrective allocation mechanism at 100% (instead of 150%) of a Member State's reference value, while complementing it with a mutual responsibility clause that allows suspension of the mechanism if a Member State does not properly meet its border management obligations. According to the rapporteur, the mechanism should be discontinued once 90% of a Member State's reference value is reached. The rapporteur further proposes lowering the lump sum paid to Member States for each transfer under the mechanism to EUR 300 (instead of EUR 500). The savings thus made are to be allocated to the recently established instrument for emergency assistance within the Union. Instead of a solidarity contribution of EUR per applicant, the rapporteur proposes linking non-participation by a Member State in the corrective allocation mechanism to a reduction by 10% of its financial assistance under the Cohesion Fund. The EU resources under the Cohesion Fund, which are thus not disbursed to Member States, should be fully paid into the AMIF to create a 'Dublin reserve', from which participating Member States should be allocated a lump sum for each transferee they take on. LIBE Vote in lead committee Establishment of 'Eurodac' for the comparison of fingerprints for the effective application of Regulation (EU) No 604/2013, for identifying an illegally staying third-country national or stateless person and on requests for the comparison with Eurodac data by Member States' law enforcement authorities and Europol for law enforcement purposes (recast) 2016/0132(COD) Rapporteur: Gérard Deprez (ALDE) Eurodac is the database system that provides fingerprint evidence to assist the Member State responsible for examining an asylum application made in the EU and, as such, serves the implementation of the so-called 'Dublin Regulation'. The Eurodac Regulation is being amended to extend its scope for purposes of identifying illegally staying third-country nationals with a view to their redocumentation, return or readmission. The cost estimate of nearly EUR 30 million covers the technical upgrade, increased storage capacity and two additional posts required by eu-lisa. The rapporteur welcomes the proposal in general but proposes a 15-day derogation for overstayers who entered legally. He further proposes sharing through Eurodac relevant information on any ongoing resettlement procedure or removal measures. Interoperability, in particular with SIS and the new Entry/Exit System, must be ensured. Finally, the rapporteur wishes to make it mandatory for Member States to comply with the EU guidelines on systematic fingerprinting, which are added to the Regulation in an Annex, in full respect of fundamental rights and the right to data protection :00 Deadline for Ams Vote in LIBE Vote in lead committee

7 EU guarantee to the European Investment Bank against losses under financing operations supporting investment projects outside the Union 2016/0275(COD) Rapporteur: Eider Gardiazabal Rubial (S&D) This proposal forms part of the wider External Investment Plan ("EIP") endorsed by the European Council on 28 June It aims at tackling root causes of migration, by contributing to the achievement of the sustainable development goals and follows the mid-term review of the current ELM Decision. A Working document of the Rapporteur covering this proposal and the parallel proposal on the Guarantee fund for external actions was discussed on 26 January 2017 in the committee on budgets.
