2 Introduction and background Under Regulation (EU) No 1299/2013, art 3.1, for Cross-Border Cooperation, the regions to be supported shall be all NUTS level 3 regions of the Union along all internal [ ] land borders [ ] and all NUTS level 3 regions of the Union along maritime borders separated by a maximum of 150 km. As a result of Croatia admission into EU in July 2013, new CBC Programme IT-HR has been establishedby Commission Implementing Decision 16 June 2014 No C(2014) Italy -Croatia will be one of the 60 CBC Programmes of the European Territorial Cooperation objective. The Programme will be co-financed by the European Regional Development Fund (ERDF). It will be part of the wider EU Cohesion Policy for the period, contributing to the achievement of the European targets of Smart, Sustainable and Inclusive Growth outlined in the Europe 2020 Strategy.

6 The programming process The programming process is framed by the Thematic objectives (TO) and Investment Priorities (IP) proposed by the European Commission for the programming period and includes the following levels: Programme Strategy that will be defined through choosing some of the TO predefined in the CFR; the choosed TO are to be translated in Priority Axes, split into programme s Specific Objectivesreferring to Investment Priorities (defined in EU regulation). Then, for each SO, typeand exampleof actionshas to be defined to complete the programme s provisions.

10 Thematic Objectives and Priority Axes Under Regulation (EU) No 1299/2013, art 6 Thematic concentration at least 80 %of the ERDF allocation to each cross-border cooperation programme shall be concentrated on a maximum of 4of the thematic objectives. On the basis of Stakeholder consultation and Task Force meetings 4 TO have been selectedfor IT-HR CP(among the 11 set by CPR) : TO 1 - strengthening research, technological development and innovation TO 5 - promoting climate change adaptation, risk prevention and management TO 6 - preserving and protecting the environment and promoting resource efficiency TO 7 -promoting sustainable transport and removing bottlenecks in key network infrastructures
