1 Safety Inspector (Railway Safety Inspector) SECTION 2: OCCUPATIONAL PROFILE 1. Occupational Purpose Railway Safety Inspector inspects railway operations, audits railway safety management systems and investigates railway occurrences in order to effectively promote and monitor the enforcement of safety compliance and continuous improvement of safety in the rail environment in accordance with prescribed standards and legislation 2. Occupational Tasks Inspect railway operations in accordance with prescribed standards and legislation Audit railway safety management systems in accordance with prescribed standards and legislation Investigate railway occurrences in accordance with prescribed standards and legislation 3. Occupational Task Details 3.1. Inspect railway operations in accordance with prescribed standards and legislation (NQF Level 6) Compliance inspection report Occupational Responsibilities: Plan and prepare for inspections of railway operations o Obtain required authorisation o Procure inspection tools and equipment o Schedule meeting and make team arrangements o Review previous available reports and relevant documentations o Conduct pre-inspection meeting Conduct inspections of railway operations o Collect evidence to verify compliance against standards Page 1 of 5
2 o Conduct interviews o Conduct observations o Conduct on-site visits o Assess surrounding environment o Conduct opening and closing meeting Write and compile railway safety inspection report and make recommendations in accordance with legal requirements and standards Conduct follow-up and monitoring visits o Approve or agree on o Verify that corrective actions are implemented in accordance with o Sign-off inspection report and any directives as closed Processes and procedures for conducting railway safety inspections 3.2. Audit railway safety management systems in accordance with prescribed standards and legislation (NQF Level 6) Railway safety management audit report Page 2 of 5
3 Occupational Responsibilities: Plan and prepare for railway safety management system audits o Make arrangements for audit process and obtain authorisation where required o Procure audit tools and equipment o Schedule meeting and make team arrangements o Review previous available reports and relevant documentations o Conduct pre-audit meeting Conduct audits of railway safety management systems (including Safety policy structure and procedure; Operational risk management processes; Occurrence management; Occurrence investigations; Corrective action plans; Security management; Human factors; Procurement of goods and services; Safety standards for engineering and operations systems; Interface and intraface management) o Collect evidence to verify compliance against standards o Conduct interviews o Conduct observations o Conduct on-site visits o Assess surrounding environment o Conduct opening and closing meetings Write and compile railway safety management systems audit report and make recommendations in accordance with legal requirements and standards Conduct follow-up and monitoring visits o Approve or agree on Page 3 of 5
4 o o Verify that corrective actions are implemented in accordance with Sign-off railway safety management audit report and any directives as closed Processes and procedures for conducting railway safety management system audits 3.3. Investigate railway occurrences in accordance with prescribed standards and legislation (NQF Level 6) Railway occurrence investigation report Occupational Responsibilities: Plan and prepare for railway occurrence investigations o Make arrangements for investigation process and obtain authorisation where required o Procure investigation tools and equipment o Schedule meeting and make arrangements for appropriate skills and responsibilities for the inspector safety team o Review previous available occurrence reports and relevant documentations o Conduct pre-investigation meeting Investigate the railway occurrence o Report to Rail Incident Commander (RIC) for briefing on occurrence (opening and closing) o Determine hazards that exist on site (personal and physical) o Assess the occurrence site and surrounding area o Collect evidence to investigate occurrence Reconstruction of occurrence Page 4 of 5
5 Take measurements Conduct interviews Conduct observations Take samples and components for testing Determine immediate cause, root cause and contributing causes o Determine readiness for operations and authorise site clearing Write and compile occurrence report and make recommendations in accordance with legal requirements and standards o Participate in Board of Enquiry activities Apply requirements of rail safety legislation and standards Analyse and interpret collected evidence and reports Interview and cross-examine witnesses Conduct follow-up and monitoring visits o Approve or agree on o Verify that corrective actions are implemented in accordance with o Sign-off railway investigation report and any directives as closed Processes and procedures for investigating railway occurrences Page 5 of 5
