1 The Southeastern Wisconsin Regional Planning Commission (SEWRPC) is charged by law with preparing a transportation system plan for the seven-county Southeastern Wisconsin Region. The proper preparation of such a plan and the proper design of highway and transit facilities requires information on the travel habits and patterns of residents of the Region. In order to obtain the needed information, the Commission intends to conduct a household survey in the spring and fall of 2011 of personal travel made by residents of 16,500 randomly selected households in the Region. The Commission is seeking a consultant to assist in the conduct of the telephone, mail-out/mail-back, global position system (GPS), and internet portions of the survey. Members of approximately 165 households will be provided with GPS units to test both the applicability of the technology in conducting travel surveys and the benefits and costs of associated with their use. The consultant selection process will consist of two steps. The first step will be a review of consultant qualifications. From among those firms submitting a statement of qualifications to do the consultant portion of the study, two to four may be invited to an interview. The second step will be the selection of a single consultant based on an evaluation of their qualifications as presented in their qualification statement and interview. This project will be broken into three surveying periods, a pilot survey period, a spring full-scale data collection period, and a fall full-scale data collection period. It is anticipated that the pilot period will take place in the first week in April, the spring surveying period will take place throughout the month of May and the fall survey period will commence in mid-september and conclude in late October. The seven-county Southeastern Wisconsin Region will be divided into 37 travel analysis areas as shown on Attachment 1. The number of completed samples required for each of the 37 travel analysis areas is shown on Attachment 2. It is envisioned that the survey will be conducted in the following manner. 1) Households will be recruited for participation in the survey from a randomly generated list, obtained by the consultant, of all households in the seven-county region. The screening process will obtain the specific household address, obtain the number of persons living in the household, obtain the age of the head of the household, the number of vehicles available for use by members of the household, and if the household would be willing to participate in the GPS survey. 2) Within one business day the consultant will transmit the candidate information regarding the households electronically to the Commission where a survey date and methodology (GPS or mail-out/mail-back) will be assigned and transmitted back to the Consultant. 3) For mail-out/mail-back household survey participants, the Consultant will prepare and mail, a cover letter with instructions to complete the household survey (Attachment 3); Form 1 Household Description (Attachment 4); instructions to complete the Trip Log (Attachment 5) and Form 2 Trip Log (Attachment 6). 4) The consultant will call the household the day following the assigned survey day (must be completed within 3 business days) and verify that information was provided electronically via internet website or collect the information recorded on Form 1 and Form 2 through telephone, mail or internet. Quality control procedures will be established to assure reasonable accuracy of the data.
2 5) For households assigned a GPS survey, the survey instruments (Attachment 3, Attachment 4, Attachment 5, and Attachment 6) will be delivered to the household by hand along with GPS devices for every member of the household. The operation of the GPS devices can then be explained by the consultant to the household. The consultant will then retrieve the devices and survey materials from the participating household after the survey has been completed. 6) Completed surveys will be transmitted electronically to the Commission within two business days of completing the interview. Consultants who would like to be considered for participation in this project should submit a statement of qualifications in sufficient depth to clearly demonstrate the consultant s ability to undertake and complete all elements of the survey. As noted below, a brief description of the approach the consultant would propose to use in the selected elements of the household survey is also part of this statement of qualifications. The statement of qualifications should include: 1. A brief description of the consultant s experience in conducting large-scale telephone surveys. The consultant should also briefly describe the approach that they would use in the conduct of this study. 2. A brief description of the consultant s experience in conducting household surveys in southeastern Wisconsin and/or other metropolitan areas. 3. A brief description of the consultant s Computer Assisted Telephone Interview (CATI) equipment, including the number of work stations available for the conduct of this study. 4. A brief description of the consultant s experience in the creation and operation of a webbased survey data collection system. 5. A brief description of the proposed consultant staff assignments, including pertinent experience of project managers and in key staff proposed for this study 6. An estimated cost budget for the conduct of the household survey. The budget estimate should identify the costs associated with: the generation of the randomly-generated list of households; the development of the sample of households; the collection of household and household travel data; the use of GPS devices for a subset of the sampled households; and total cost. The cost budget should indicate the percentage of the work which will be performed by Emerging Business Enterprise firms as certified by City of Milwaukee, Disadvantaged Business Enterprise firms as certified by the Milwaukee County Community Business Development Partners, or Disadvantaged Business Enterprise firms as certified by the State of Wisconsin. The Southeastern Wisconsin Regional Planning Commission, as well as any other companies, businesses, organizations, units of government, and public agencies, are not liable for any costs incurred by consultants or consulting firms in responding to this Request for Qualifications (RFQ), or for any costs associated with discussions required for clarification of items relating to this RFQ.
3 Statements of qualifications and cost proposals must be received at the Southeastern Wisconsin Regional Planning Commission offices by 4:30 p.m. Central Daylight Time on February 23, 2011, located at the following address: Southeastern Wisconsin Regional Planning Commission W239 N1812 Rockwood Drive P.O. Box 1607 Waukesha, Wisconsin A qualifications-based selection process will be used to evaluate and select a consultant. Each statement of qualifications will be evaluated on the basis of the experience and qualifications, and the proposed approach to the effort, as outlined in the statement. Also, familiarity with southeastern Wisconsin will be considered. Each proposal will be evaluated and ranked on the basis of the following evaluation criteria. 1. Experience in conducting large-scale telephone surveys. 2. Experience in conducting household surveys in large metropolitan areas. 3. Description of the consultants Computer Assisted Telephone Interview (CATI) equipment. 4. Experience with creation and operation of web-based survey data collection systems. 5. Experience and qualifications of proposed project management and staff. 6. Commitment to use emerging and/or disadvantaged business enterprise firms. Consultant selection may be made solely on the basis of the submitted statements of qualifications. Alternatively, an evaluation of the qualifications may be used to select one or more consultants for a personal interview. If interviews are conducted, final selection will then be based on the interview and statement of qualifications. Not every firm submitting a statement of qualifications may be selected for an interview. The Regional Planning Commission hereby notifies all candidates that, in regard to any contract entered into pursuant to this request or other invitation, advertisement, or solicitation for the submission of qualifications, disadvantaged, minority, women s, and small business enterprises are encouraged, and will be afforded full opportunity to submit qualifications and will not be subjected to discrimination on the basis of race, color, sex, or national origin. Upon selection of a consultant, the Commission will notify all participants of its decision. The Southeastern Wisconsin Regional Planning Commission reserves the right to reject any and all proposals received. The consultant shall be required to post, prior to the commencement of the survey, a performance bond in the amount of the estimated cost of conducting the survey. All of the data collected in this survey shall be the property of the Southeastern Wisconsin Regional Planning Commission. Upon completion of the survey and verification that the Commission has received all household and trip data, the consultant shall destroy all files containing household and trip data collected as a part of this study.
