4 CBDRRM COMMUNITY BASED DISASTER RISK REDUCTION AND MANAGEMENT
5 CBDRRM - communities identify, analyze, treat, monitor, and evaluate disaster risks in order to enhance capacities and reduce vulnerabilities
6 6 CYCLICAL PROCESS 1. Initiating the process of community meetings and assessing the initial DRRM need/capacities and programs 2. Participatory risk assessment - with the help of govt scientific agencies to assess the existing hazards and disaster profile of a given place
7 3. participatory community DRRM planning - problem analysis and planning for identified solutions are collectively undertaken by community members based on the results of the participatory risk assessment
8 4. Formation and/or strengthening of community organization/ barangay/municipal DRRM committee - Identification of persons incharge and roles and responsibilities

Participatory implementation with corresponding SWOT analysis is done to identify areas for improvement. 6. monitoring and evaluation - community members assess &measure the degree of accomplishment of the plan & gauging the progress towards its goal - consultations within LGUs for knowledge & feedback sharing of M&E results

16 Sec.12 of RA10121: (a) There shall be established an LDRRMO in every province, city, and municipality, and a Barangay Disaster Risk Reduction & Management Committee (BDRRM) in every barangay w/c shall be responsible for setting the direction, development, implementation and coordination of disaster risk management programs within their territorial jurisdictions
17 Sec.12 of RA 10121: (b) The LDRRMO shall be under the office of the governor, municipal mayor, and the punong barangay in case of the BDRRC. The LDRRMO shall be initially composed of a LDRRMO to be assisted by three (3) staff responsible for : (1) administration and training; (2) research and planning; and (3) operations and warning. The LDRRMOs and the BDRRMCs shall organize, training and directly supervise the local emergency response teams and the ACDVs.

19 Section 76 of RA 7160 (Local Government Code of 1991) Every LGU shall design and implement its own organizational structure and staffing pattern taking into consideration its service requirements and financial capability, subject to the minimum standards and guidelines prescribed by the Civil Service Commission (CSC).
20 Section 83 of RA (General Appropriations Act FY 2013) (Par. 5) Enforcement of Sections 325(a) an (331(b) of RA 7160 shall be WAIVED to enable LGUs to fund the initial year requirements for newly created mandatory positions in LGUs, as confirmed by the Department of Budget and Management (DBM), for the initial year of such creation
21 Joint Memo Circular No , 04 April 2014 Implementing Guidelines for the Establishment of Local DRRM Offices (LDRRMOs) or Barangay DRRM Committees (BDRRMCs) in Local Government Units (LGUs)
22 Policy Guidelines 4.2 The provincial, city or municipal DRRM Officer, and the three (3) staff responsible for administration and training, research and planning, and operations and warning are considered mandatory positions.
23 Policy Guidelines 4.3. The budgetary requirements for personal services, maintenance and other operating expenditures, and capital outlay of the LDRRMO shall be sourced from the General fund of the LGU, subject to Section 76 of RA 7160.
24 Policy Guidelines 4.3. In accordance with Sec. 83 of RA 10352, the enforcement of Secs. 325(a) and 331(b) of RA 7160 shall be WAIVED to enable the LGUs to fund the initial year requirements for the creation of the minimum four (4) mandatory positions at the LDRRMO.
25 Policy Guidelines 4.4. Other maintenance and other operating expenditures, and other capital outlay requirements of the LDRRMO or BDRRMC in the implementation of DRRM programs shall be charged to the Local DRRM Fund (LDRRMF) subject to the provisions of the Joint NDRRMC, DBM, and DILG Memorandum Circular No and COA Circular No

28 NDRRMC, DBM & DILG JOINT MEMORANDUM CIRCULAR NO dated March 25, 2013 Purposes: - To serve as a guide to LGUs in the allocation and use of the LDRRMF; and - To enhance transparency and accountability in the use of the LDRRMF.
29 NDRRMC, DBM & DILG JOINT MEMORANDUM CIRCULAR NO dated March 25, 2013 Declaration of Policy 1. NDRRMP shall be the basis for preparing the LDRRMP 2. The LDRRMP shall be the basis in the allocation of the LDRRMF.
30 Allocation for the LDRRMF: Section 21 of R.A. No not less than 5% of the estimated revenue from regular sources shall be set aside to support disaster risk management activities The LDRRMF shall cover: > Thirty (30%) percent lump-sum allocation for Quick Response Fund (QRF) > Seventy (70%) percent allocation for disaster prevention and mitigation, preparedness, response, rehabilitation and recovery
31 Regular Fund (70%) Only for pre disaster activities Activities must be integrated with: investment or development plan; DRRM plan and must be in the APB
