Approve of Minutes March 28, 2012 Meeting 6. Ratify Measure G Auditor s Report for the Year Ended June 30, 2011 At the March 28, 2012 Meeting the Goodell, Porter, Sanchez, and Bright, LLP audit report, including financial statements, Independent Auditor s Report on Performance, and Schedule of Findings and Recommendation was tabled due to an error. The corrected report is submitted for ratification. 7. Review and Approve the Third Annual Report to the Community A draft of the report was sent to CBOC member on June 7, 2012 for review. Once approved, the report will be disseminate to the community and placed on the CBOC website: The report will be presented to the Board of Education at the July 24, 2012 Regular Meeting. 8. Review of Measure G Projects, Budgets and Expenditure Reports An update on the Measure G projects, budgets, expenditure reports, matching funds, and construction timelines will be presented by District staff. 9. Set Additional Meeting in January 2013 to Discuss Future of Committee The terms of seven committee members expire on 1/31/13. Plans for the future of the Committee need to be made. A schedule of meetings, including an organizational meeting, needs to be set for Tour of the South Tahoe Middle School Sixth Grade Classroom Wing Construction Joe Stewart (SMC Contractors, Inc.) and District staff will lead the committee and visitors on a tour of the new construction which is scheduled for completion in August Next Meeting September 19, :00 p.m. Location TBA 12. CBOC Members Absent: David Kelly, Rick Angelocci, and Mike Berg. LTUSD Staff Members Present: Debra Yates, Dr. James Tarwater, Steve Morales, Ivone Larson, Angie Keil, and Linda Jordan. Consultants / Contractors Present: Angela Swanson, Joe Stewart and Josh Merkow. Guests Present: None. 1. Call to Order Dr. Patrick Martin called the meeting to order at 6:02 p.m. in Room SV107 at South Tahoe High School. 2. Pledge of Allegiance The Pledge of Allegiance was said. 3. Introductions Introductions were dispensed with. 4. Approval of Agenda Joy Curry made a motion to approve the agenda as submitted. Casey Blann seconded the motion. Unanimously approved. 5. Communications From The Public There were no comments from the public. 6. Approval of Minutes of November 30, 2011 Casey Blann made a motion to approve the minutes as submitted. Jody Boles seconded the motion. Unanimously approved. 7. Approve Measure G Auditor s Report for the Year Ended June 30, 2011 Debra Yates explained that the Draft Audit report she presented to the Committee in November indicated that there were no audit findings. However, the final report that Goodell, Porter, Sanchez & Bright issued contained erroneous findings that were related to the District audit, not the Prop. 39 audit. She said that she will get a corrected copy to the Committee and asked them to table the item for now and ratify at the next meeting. Since she presented the report in November, she did not elaborate any further. Joy Curry asked why a local accountant could not be contracted to perform the audits. Debra Yates replied that Prop. 39 audits are very specialized and require a high level of understanding of school and bond financing. 8. Schedule / Preparation of the Third Annual Report to the Community Angie Keil explained that a draft report will be prepared by staff and sent to the Committee for input and review prior to the next meeting. She also explained the components of the report which include a statement indicating whether or not the District is in compliance with the requirements of Prop. 39. A summary of the Committee s proceedings and activities for the preceding year are also required. The Report will be placed on the June 20, 2012 CBOC agenda for approval and will be presented to the Board of Education at the June 26, 2012 regular meeting.

Review of Measure G Projects, Budgets and Expenditure Reports Angela Swanson said that LTUSD is moving ahead of the wave with regard to obtaining state matching funds and keeping the money flowing by issuing the final bond series. Steve Morales said that five large projects have been completed in 3.5 years and the momentum needs to continue until all projects are complete. Ivone Larson updated the Committee on some recent visitors from Twin Rivers; piloting a new test prep program through the AVID Center in San Diego; congressional art competition winners for the fourth consecutive year; and STHS s collaboration with Skywalker Ranch. Debra Yates explained the Measure G Revenue and Expense Report by project. Approximately $5 million was paid or encumbered since the prior report. There was an increase of in the Middle School project due to the addition of the boiler component. The Sports Medicine project increased by $862,000. Steve Morales explained that costs have escalated since LPA Architects put together a cost estimate for the facility and equipment in 2009; there were additional costs related to DSA (Division of State Architect) requirements and some other components were added. A report by Cumming, a cost consulting firm, justified the increased costs. Casey Blann requested that a copy of the report be sent to members. Mr. Morales also explained the increased costs related to the Blue and Gold Gym modernization projects, which were incurred due to challenges and surprises along with upgrades to showers and sprinkler system. Mr. Blann also requested that the report given to the Board of Education on that matter be forward to the Committee. Ms. Yates reported that she anticipates there will be $1.5 million remaining in the budget when all projects are complete. However, the STMS and Bijou projects and haven't gone to bid yet. She said that the District has funds to weather the storm and she doesn t doubt that there will be adequate funds to complete all the projects. They are still in the process of maximizing matching funds and recouping savings as the project budgets wash out. Steve Morales said that a large portion of the Site Utilities budget of $397,889 has already been incorporated in other projects. Angela Swanson explained how the scopes of Bijou and the gyms were restored with more matching funds were obtained. She predicts that the STMS modernization matching funds will be $925,000 rather than $700,000. Dr. Tarwater said that the Board of Education recently took action to sell the last $16 million in bonds and DeLaRosa will be taking them to the market in May. He said that they would not have been able to go forward with Bijou without the sale. Angela Swanson anticipates that the $2.2 million for the Sports Medicine project should arrive by mid-may. The state is still selling bonds and she expects that the District will get approval to move ahead with the Bijou project in June, with funds arriving in July. Modernization money might come from the state s November bond sale or more realistically the June 2013 sale. 10. Report on South Tahoe Middle School Construction Steve Morales explained the scope of the STMS modernization project, which includes asbestos abatement in the old sixth grade wing. Ten classrooms, two restrooms, and the current music and PE rooms will be upgraded. Doors, windows, floor finishes and drywall will be replaced. Mr. Morales said that the project will be out to bid by 4/24/12 and he anticipates starting the modernization after school is out on 6/14/12.

4 11. Tour of Student Union Building The Committee toured the Student Union, which is slated for completion in June. Ivone Larson and Steve Morales, along with the contractors, explained the various features of the new building. 12. Next Meeting The next meeting will be held on Wednesday, June 20, 2012 at 6:00 p.m. (tentatively at South Tahoe Middle School s new classroom building). 13. Adjourn Dr. Martin adjourned the meeting in Room SV107 at 7:14 p.m. and proceeded on the tour which lasted approximately forty-five minutes.

During , the District sold its second series of bonds under this authorization in an aggregate principal amount of $17,742,196. The final bond sale was held on May 8, 2012 and funds in the amount of $16,761,746 have been received. The total outstanding bond indebtedness is $64,500,000, plus $2,041,210 in accreted interest as of June 30, State matching funds in the amount of $29,327,230 have been received, with another $4,560,159 anticipated to be received. The total anticipated revenue from Measure G and matching funds is $98,659,201 and if identified projects are completed as budgeted, there may be $937,954 remaining. The Board of Education would be responsible for prioritizing other projects that have been identified in the Master Plan but not funded.

27 Measure G Proceedings and Activities P Summary of CBOC Meetings The Citizens Bond Oversight Committee holds quarterly public meetings. At each meeting, they receive a report from the District on approved projects identifying original budgets, revisions, expenditures-to-date, income and encumbrances. The Committee does not have the authority to dictate which projects to approve that was done by the voters, when the bond measure passed. The money can only be used on those projects and may not be used for salaries or other operating expenses. The first quarterly meeting of the year was held on June 8, At this meeting, the committee elected Dr. Patrick Martin as Chairman and Casey Blann as Vice-Chairman for a two-year term ending January 31, The committee was informed, due to Construction Underway Student Union matching funds, the scope of the Bijou classroom wing project was increased. And, at the High School, the Student Union was changed from a remodel to a new building and the Sports Medicine building had been added as a new project. In addition, the Second Annual Report was approved and budgets, expenditures and other Measure G projects were reviewed. The committee also took a tour of the Tahoe Arts & Design Academy to see current progress of the project. The second quarterly meeting was held on August 31, The committee took a tour of the now open Tahoe Arts & Design Academy as well as the Blue & Gold gyms. They received updated information on the Joint Use 20,000 square foot Student Union at the High School and the new two-story classroom wing at the Middle School. All other Measure G projects, budgets and expenditures were also discussed. The third quarterly meeting was held on November 30, The committee heard there would be an increased scope for the Middle School project which will now include the boiler room, music room and the addition of a snowmelt system. They also were updated on the Sports Medicine building which will be built this upcoming year. Once it is complete, all work at the High School will be finished. This will include four new buildings and two gym remodels in four years. A review of all other Measure G projects, budgets and expenditures was also conducted. The last meeting of the year was held on March 28, The committee toured the Student Union which is currently on target for completion this June. The committee also received an update on the Middle School project. This project will include asbestos abatement in the old sixth grade classroom wing, ten new classrooms, and two new restrooms. The current music and PE rooms will also be upgraded by replacing doors, windows, floor finishes and drywall. All other Measure G projects, budgets and expenditures were explained and discussed. Independent Auditor s Report Measure G bonds are Proposition 39 bonds issued by LTUSD. The Passage of Proposition 39 in November 2000 amended the A G E 3 Student Union Groundbreaking July 25, 2011 provisions. Specifically, the District must conduct an annual independent performance audit to ensure that funds have been expended only on specific projects listed as well as an annual independent financial audit of the proceeds from the sale of the bonds until all of the proceeds have been expended. Goodell, Porter, Sanchez & Bright, LLP, Certified Public Accountants, conducted an independent audit of the financial statements for the twelve-month period ending June 30, In their opinion, the financial statements are an accurate representation of the financial position of the Measure G bond building fund and the results of its operations. The performance audit indicates the proceeds of the sale of Measure G funds were only used for the purposes set forth in the ballot measure and not for any other purpose.
