5 Reasons for TEN-T Policy Review The last one and a half decades were characterized by significant changes in the fields of economy, the geopolitical environment and general transport policy, with the following examples: - development of traffic demand (general growth but market share losses of rail), - development of transport policy and step-by-step liberalisation of transport market, - globalisation of economy and increasing importance of Asian markets, - EU enlargement 2004 and 2006 (TINA networks becoming TEN-T), - climate change becoming more realistic and severe, - crisis in energy field, with more volatile fuel prices, - economic downturn since existing 30 priority projects not result of strategic planning - funding problems and delays in project implementation. 6 Green paper Towards a better integrated Trans-European Network at the service of the common transport policy The Green Paper describes: - foundations on which future TEN-T policy should rest and - issues at stake for future TEN-T development, resulting into 13 questions to stakeholders and the public. The Green Paper has offered three options: 1. Dual Layer: comprehensive network and priority projects (current structure, with amendments) 2. Single Layer: priority projects, possibly in extended form 3. Dual Layer: comprehensive network and core network : core network consisting of 2 pillars: geographical and conceptual *) *) conceptual pillar : small-scale, (also soft) infrastructural measures, equipping networks in order to improve operation and services, according to the objectives of EU transport policy: - environmental issues (climate change), - innovation and new technologies (energy, de-carbonisation; ITS), - safety and security, etc. Transeuropean Networks Energy & Transport 11 Green paper Towards a better integrated Trans-European Network at the service of the common transport policy Comments, opinions and position papers to the Green Paper: - Public Consultation - Report by the European Parliament - Council Conclusions - Opinions of the Committee of the Regions and of the European Economic and Social Committee Strong support for option 3 (comprehensive + core network), which is being further developed. 7 TEN-T policy review: Ongoing Steps Studies: - TENconnect - Network Planning Methodology - Ports and their connections within TEN-T (Tetraplan; finished) (NEA; ongoing) (contracting ongoing) 6 Expert Groups meetings already held: 1. TEN-T Legal Organisation Issues 1 Transeuropean Networks Energy & Transport 13 CORE NETWORK The core network, as a subset of the comprehensive network, shall be: - multimodal and coherent, spanning the entire Community; - include the main ports (gateways) and be made up of nodes and links of high European strategic importance; - be linked to corresponding infrastructures beyond EU member states; - reflect the main long-distance / international traffic flow patterns (existing / potential): relevant threshold volumes to take into account spatial particularities - correspond to the long-term needs of the Community and remain stable over a reasonably long period. - allow investment needs and projects to be derived top-down (unlike the existing 30 priority projects). - comprise, along and in context with its geographical part, (on the same strategic level) also a conceptual pillar : addressing non-geographical infrastructure-related measures, resulting from transport policy objectives on Community level. 8 TEN-T policy review: Following Steps Commission is elaborating a transparent, rational strategic Planning Methodology for TEN-T T core network, incl. conceptual pillar, on the base of: - studies, - results and recommendations of expert groups, - consultation with member states within TEN-T committee. Commission will communicate on status of TEN-T policy revision, incl. proposal for strategic planning methodology in May Commission will identify core network, including the conceptual pillar, applying the strategic Planning Methodology; incl. minor revisions of comprehensive network (together with MS).
