2 Announcement Date: Apr, 06 th, 2017 RFQ Closing Date: Apr, 16 th, 2016 RFQ Ref#: RFQ KAB-ASMO Subject: Broadcasting of Audio & Video spots About ASMO The Afghan Social Marketing Organization (ASMO) is a social marketing and behavioral change communication organization established in August ASMO as a free-standing, not-for-profit Afghan organization aims to create positive health outcomes by giving Afghan households the information they need to make informed and healthy choices and expanding access to high quality health products through commercial markets. The Sustaining Health Outcomes through the Private Sector Plus (SHOPS Plus) project led by Abt Associates awarded Afghan Social Marketing Organization (ASMO) a 15-months project that improves the delivery of high quality family planning and maternal and child health products to target populations in Afghanistan through the private sector. SHOPS Plus will provide technical assistance to ASMO in designing and implementing high quality social marketing interventions which leads to increased access to affordable priority health products and increased demand for priority health products and services. In addition, SHOPS Plus will collaborate with ASMO in developing a vision and roadmap for ASMO sustainability. Purpose: ASMO is soliciting quotation from qualified TV/Radio channels and media companies entities for broadcasting of Video and Audio spots broadcasting. See (Table #1) for details. This offer may result in a unique contract with a selected media company or several contracts with individual TV/Radio channels based on language and geographical coverage. Media companies applying for the campaign need to specify through which TV/Radio channels they plan to air ASMO spots. In case quotation provided by media companies were not cost- effective, ASMO reserve the right to sign separate contracts with TV/Radio channel to conduct the mass media campaign. TV/Radio channels and media companies can submit quotation only for one part of the service (e.g. airing of Dari TV spots or broadcast of Radio spots) or for the whole campaign based on their area of expertise/geographical coverage. Applicants requiring clarification assistance should send request to: following persons no later than [03:00 PM Apr/13/17] Technical person: Dr. Khyber Khishki CC person name: Name: Khalid Ahmadzai Section A: Proposal Contents: In order to simplify the evaluation process and obtain maximum comparability, ASMO requires that all responses to the RFQ be organized in the manner and format described below: Executive Summary: Should include in a letter your understanding of the item to be supplied and ensure that you /your company is fully capable to meet expectation. You need to include a short statement describing your ability for delivering the item within your specified time. Professional Experience: Describe how and why your company is different from other company being considered. You should include an explanation of the company s field based experiences, size, structure, and qualifications of the staff. Describe your company s resources employed in your business to operate with. Type of Business: Describe to state whether your company is working in partnership, operate as sole trader or company. Prices: In order to be verifiable and support our conclusion following will be considered for price: Table # 2 in this RFQ must be completed electronically (not by ink, hand written). Additionally, entity produced quote must be provided in the same manner and details as per Table #2, duly signed, stamped and dated. 4 Entire pages of this RFQ must be signed/stamped. Signed copy should be returned as part of quotes submission. Client References: Table # 3 should be completed for client s details (company or entity with whom you were contracting party for similar job/business). Clients must be verifiable with clear details of contacts as they will be contacted for reference check. Clients will be regarded not verifiable if they are individuals and the reference checks does not give satisfactory result. Three clients at least should be provided. Copy: Three copy of the same contents should be included in a single envelope for submission. As copy is distributed to panel member, it must be ensured that contents of all copy are the same and bear exact information and details. Information/details which are redundant should not be included in the package. Section B: Submission Guideline: Quotation must be in printed copy written in English, properly sealed in envelop and to send no later than [Apr/16 th / :00 PM] attention to: Khalid Ahmadzai Procurement & Warehouse Manager Envelop should be clearly marked to include RFQ reference number, submitting entity/company name and date. Envelop should be in the size of A4 and sized smaller in order to be manageable for putting it into RFQ box. Quotation failed to be manageable for making it into RFQ box will not be accepted unless it is resized to be small. While delivering the quotation, it must be ensured that quotation are properly delivered. This include registration at ASMO s entrance area, getting the quotation into the RFQ box and obtaining receipt slip. Electronic submission is disregarded for acceptance. 5 Section C: Evaluation Process & Selection Factors: Evaluation process comprises of eligibility review and cost analysis review. Quotation will be excluded from review process if found non-compliant to the requirement. Following are exclusion factor: - Quotation received after closing date - Quotation found non-compliant to the requirement sections A and B - Applications not supported with list of clients. List of clients with whom business carried out during recent three years are necessary to provide (Only TV/radio channels are excluded from this requirements) Selection Factors: Applications will be evaluated on the basis of following factors: Factor item Mark 1. Being a popular TV channel with national and/or regional coverage. Coverage information should be attached to the quotation. The information might be verified by ASMO. (50 Marks) 2. Fulfilling corporate social responsibility by offering free airing time and special discount from the normal price list (30 Marks) 3. Willingness to edit the spots before airing at no cost, if applicable (10 Marks) 4. 11 Section D: Compliances: 1- Executive Order on Terrorism Financing U.S. Executive Orders and U.S. law prohibits transactions with and the provision of resources and support to, individuals and organizations associated with terrorism. It is the legal responsibility of the Offerors to ensure compliance with these Executive Order and laws. 2- Prohibited Source Countries No services may be procured from suppliers with a nationality from countries designated by USAID as prohibited sources. Additionally, no goods may be procured from source countries that are designated as prohibited sources such as Cuba, Iran, Laos, North Korea, Sudan and Syria. 3- Terms of Payment: Payment will be made in Afghani (AFN) according to rate of ex change per Da Afghanistan Bank and through bank transfer. 4- Tax Withholding Vendor is liable to the Government of Afghanistan to pay due tax. Per provisions in National tax law, correct and due amount of tax will be deducted from gross amount for return to the government account on behalf and vendor will be provided with the deposit slip.
