Protection, monitoring and response to IDP in Badghis and Farah provinces. UNHCR Coordination of Rehabilitation & Development Services for Afghanistan (CRDSA) Note: Bids/Offers will be accepted mainly from vehicle providers, meanwhile individuals and trading/logistic companies can participate in this bidding, too. CRDSA Background: Coordination of Rehabilitation and Development Services for Afghanistan (CRDSA) is a non-profit, nonsectarian and non-political humanitarian organization that was established in 2002 and is providing services for Afghan people in sectors of Human Rights, Women Empowerment and Capacity building, Livelihoods, Health and Nutrition, Education & Skills training, Infrastructure, Community Development and Promotion of Civil Society and Democracy. Project Background: According to UNHCR (2012) a total of more than 600,000 Afghans are internally displaced. Western region of Afghanistan is accommodating the biggest number of IDPs (More than 180,000 UNHCR,2012) mainly due to increasing security deterioration in the peripheries, intimidation by armed opposition groups and tribal conflicts. The figures makes a remarkable population sub-group that require keen attention in many aspects e.ge emergency response, assessment, assistance, protection and monitoring. Section 1: Instructions to offer 1. Introduction: The project (Protection, monitoring and response to IDP in Badghis and Farah provinces) is funded by UNHCR and is going to be implemented by CRDSA in Afghanistan. The goal of this project is to protect, monitor, response and creating a better situation of living for internal displaced people in Farah and Badghis provinces. For achieving the mentioned goal and to do the activities of the project in an excellent manner, a vehicle would be needed to transport the staff to the project site in each province. The offer providers are responsible for ensuring that their offers are received by CRDSA in accordance with the instructions, terms, and conditions described in this RFQ. Failure to adhere

2 with instructions described in this RFQ may lead to disqualification of an offer from consideration. 2. Offer Deadline and Protocol: Offers must be received not later than 12:30 pm (Herat Local Time), on Wednesday, December 29, The offers should be submitted in sealed pockets. Please indicate the RFQ number and description in any response to this RFQ. Offers received after the specified time and date is considered late, and will only be included in the evaluation process at the discretion of CRDSA. 3. Address in which the offers should be submitted: All the applicants can submit the hard copy (sealed offers) to the main office of CRDSA to the following address: Jada-e-Mokhaberat, Ferdowsi 17, Herat, Afghanistan. 4. Questions: Questions regarding the technical or administrative requirements of this RFQ may be submitted no later than 4:30 pm (Herat local time) on Wednesday, December 28, 2016 by to Questions must be submitted in writing; phone calls will not be accepted. 5. Specifications: Section 3 contains the Scope of Work of the required service. Please note that, unless otherwise indicated, stated brand names are for illustrative descriptions only. 6. Quotations: Quotations in response to this RFQ must be priced on a fixed price, all inclusive basis, including delivery and all other costs. Pricing must be presented in US Dollar.(Prices quoted in any other currency will be converted to dollar based on the Afghanistan Bank exchange rate applicable at the time of evaluation).to hire these vehicles Production Offerors must assess and include in their total cost of proposal the Business Receipt Tax (BRT) or any other tax required by Afghanistan income tax law. CRDSA will not allow an awarded entity to add taxes (including BRT taxes) or any previously unanticipated costs to the budget after an award is made. Pursuant to Article 72 of the Afghanistan Income Tax Law, CRDSA is required to withhold taxes from the gross amounts payable to all Afghan subcontractors. In accordance with this requirement, should an award be made to a successful offeror and an agreement is successfully negotiated with that offeror, CRDSA will withhold two percent (2%) tax from the entity s gross invoices if the entity is in possession of an active business license issued by any of the following entities the Ministry of Commerce and Industry, Afghanistan Investment Support Agency (AISA), Ministry of Information and Culture, Ministry of Education or Ministry of Public Health at the time the awarded entity submits invoices for payment, and the invoices are successfully reviewed and approved by CRDSA. If the entity provides services contrary to approved by laws or it does not possess a business license issued by any of the aforementioned public entities, but possesses licenses issued by other local or national government entities or municipalities, CRDSA will in this case withhold a seven percent (7%) fixed tax on the gross amount payable to the awarded entity, subject to CRDSA review and approval of the subcontractor s invoices. In either case, this tax is withheld by CRDSA from the gross amount payable to the awarded entity and subsequently remitted to the Ministry of Finance. CRDSA will maintain records of all of such remittances. Offers must remain valid for not less than 90 calendar days after the offer deadline. Offerors are requested to provide quotations on their official quotation format or letterhead; in the event this is not possible, offerors may complete the table in Section 3. In addition, offerors responding to this RFQ are requested to submit the following: Organizations responding to this RFQ are requested to submit a copy of their official registration or business license. Individuals responding to this RFQ are requested to submit a copy of their identification card.

3 7. Delivery/location of work: The rental vehicles are required for Badghis and Farah provinces (kindly refer to the scope of work for exact location of service requirements) 8. Source/Nationality/Manufacture: Offerors may not offer/supply/use any commodities or services that are manufactured or assembled in, shipped from, transported through, or otherwise involving any of the following countries: Burma (Myanmar), Cuba, Iran, North Korea, (North) Sudan, Syria. 9. Warranty: Warranty service and repair within the cooperating country is required for all commodities under this RFQ. The warranty coverage must be valid on all commodities for a minimum of twelve (12) months after delivery and acceptance of the commodities, unless otherwise specified in the Scope of Work. 10. Taxes and VAT: Government withholding Tax, Pursuant to Article 72 in the Afghanistan Tax law effective March 21, 2009, CRDSA is required to withhold contractor taxes from the gross amount payable to all Afghan for profit subcontractor/vendor with aggregate amount of $10,000 US Dollars (AFN 500,000.00) or greater and transfer this to the Ministry of Finance. In accordance with this requirement, CRDSA shall withhold 2% tax from all gross invoices from subcontractors/vendors under this Agreement with active AISA or Ministry of Commerce license. For subcontractors/vendors without active AISA or Ministry of Commerce license, CRDSA shall withhold 7% contractor tax per current Afghanistan Tax law. Before the signing of the Agreement, the subcontractor/vendor will provide a copy of the organization s AISA or Ministry of Commerce license and TIN (Tax Identification Number). Amount deducted from the invoices will be forwarded to the Ministry of Finance (MoF) Tax division credited to the firm s TIN. Records of payment to the MoF shall be maintained on file with CRDSA. 11. Eligibility: By submitting an offer in response to this RFQ, the offeror certifies that it and its principal officers are not debarred, suspended, or otherwise considered ineligible for an award by the U.S. Government. CRDSA will not award a contract to any firm that is debarred, suspended, or considered to be ineligible by the U.S. Government. 12. Evaluation and Award: The award will be made to a responsible offeror whose offer follows the RFQ instructions, meets the eligibility requirements, and meets the Scope of Work, and is judged to be the best value based on a lowest price, technically acceptable basis. Please note that if there are significant deficiencies regarding responsiveness to the requirements of this RFQ, an offer may be deemed non responsive and thereby disqualified from consideration. CRDSA reserves the right to waive immaterial deficiencies at its discretion. 13. Terms and Conditions: This is a Request for Quotations only. Issuance of this RFQ does not in any way obligate CRDSA to make an award or pay for costs incurred by potential offerors in the preparation and submission of an offer. This solicitation is subject to CRDSA standard terms and conditions. Any resultant award will be governed by these terms and conditions; a copy of the full terms and conditions is available upon request. Please note the following terms and conditions will apply: A) CRDSA will transfer the vehicle rent the bank account of the vendor monthly, so the applicant should have an active bank account relevant to his name or relevant to the company s name. B) Any award resulting from this RFQ will be firm fixed price, in the form of a purchase order. C) Rental vehicle prices should be provided in USD. D) Any charges for transferring the money that will be charged by mutual banks should be paid by the applicant. E) No advance is going to be paid for the applicant for rental vehicles. F) The vehicles should have clear documents and clear condition for traffic check point propose, which are including lighting system, engine and outside condition. G) Whenever a technical problems is found to the vehicles, the provider is in charge of replacing the

4 vehicle with a new one. H) The provider of the vehicles should hire qualified drivers (with driving license). I) All the expenses such as drivers salaries, vehicle maintenances (fuel, engine oil, washing and etc.) will be covered by the vehicles provider. J) Vehicles provider shall be fully and exclusively responsible for any damages to the vehicles and injuries, death and any other problems to its personnel. CRDSA wouldn t be in charge of any damages, injuries and any other problem which would be happened to the vehicles and the drivers of the vehicles. K) The drivers are responsible to hand over the vehicle to CRDSA sub-offices at the end of each day and receive it by next day and in case of any problems to vehicle at this moment the will be responsible. L) The drivers should be present at 7:30am to the CRDSA office on formal days. Section 2: Offer Checklist To assist offerors in preparation of proposals, the following checklist summarizes the documentation to include an offer in response to this RFQ: (If any of the below listed six documentations are not accompanied with quotation, the offer may be disqualified) Cover letter drafted, signed, and stamped by an authorized representative of the offeror (see section 4 for template) Official quotation, including specification of offered Services (see section 3 for template). We further certify the bellow-named firm-as well as the firm s principal officers and all commodities and services offered in response to the RFQ-are eligible to participate in this procurement under the terms of this solicitation. Furthermore, we hereby certify that, to the best of our knowledge and belief: We have no close, familial, or financial relationships with any other offerrors submitting proposals in response to the above referenced RFQ; We have no close, familial, or financial relationships with any CRDSA staff members; The prices in our offer have been arrived at independently, without any consultation, communication, or agreement with any other offeror or competitor for the purpose of restricting completion.
