1 Date: December 23, 2015 Ian McKay Chair Transmission Expansion Planning and Policy Committee (204) To: Subject: Reliability Planning Stakeholders 2016 TEPPC Study Program Open Season The study request window for the 2016 Transmission Expansion Planning Policy Committee (TEPPC) studies opens on January 1, 2016 and will remain open through February 1, 2016 in accordance with the provisions of the Interim TEPPC Transmission Planning Protocol 1. During this period, stakeholders may request studies in the 10-year and 20-year planning horizons to be completed during In addition, stakeholders may submit new or updated environmental and cultural data sets to be included in WECC s planning processes. Study requests and/or new or updated environmental and cultural data may be submitted by accessing the appropriate forms by links provided in Appendix A. Studies will be selected and prioritized based on the criteria identified in Section 2.1 of the Interim TEPPC Transmission Planning Protocol. The Studies Work Group has suggested themes that could be used to organize study requirements including but not limited to: Effects of Distributed Energy Resource (DER) technologies and policies; Transmission congestion effects of issues such as California s SB 350 legislation, increased electric vehicle adoption, the EPA s Clean Power Plan and related regional responses; Coal fleet flexibility potential and retirements (re-dispatch limitations); System flexibility to accommodate higher levels of Variable Energy Resources (VERs) including various sensitivities; and Impacts on the Bulk Electric System due to the expansion of the Energy-Imbalance Market in the Western Interconnection. All requests must be submitted by 5:00 p.m. MST on February 1, WECC staff will work with the Studies Work Group (SWG) and other stakeholders over the coming months to review the submitted study requests, create a draft 2016 TEPPC Study Program for review with stakeholders and recommend a final study program for consideration and approval by TEPPC. 2 2016 TEPPC Study Program Open Season 2 During 2015, WECC postponed consideration of study requests submitted during the 2015 Open Season. Study requestors who previously submitted study requests that were not included in the 2015 study program may resubmit their requests. 3 2016 TEPPC Study Program Open Season 3 Appendix A: Directions for Submitting Study Requests and Environmental Data The TEPPC 2016 Interim Transmission Planning Protocol describes the process for developing the annual TEPPC Study Program. All requests received by February 1, 2016 will be combined into a single list and considered for inclusion in the Study Program (per Section 2.1 of the Interim Protocol). Environmental Data Update The WECC Environmental/Cultural Data Inventory contains environmental and cultural data used in transmission planning at WECC, notably the Preferred Data Set that has been incorporated into WECC s Long-Term Planning Tool. If you are aware of revisions to data currently included in the data inventory or would like to recommend new data sets for inclusion in the Preferred Data set, please use the study request submittal process to inform WECC of data that you would like included. Directions for Submitting Requests TEPPC has created online forms that will help better organize and prioritize study requests and environmental data submissions. 4 2016 TEPPC Study Program Open Season 4 Appendix B: TEPPC 2016 Study Program Timeline: TEPPC will develop and complete its planning activities during 2016 according to the following schedule: Time Period January 1 - February 1, 2016 February 1 March 31, 2016 April 1, 2016 April 12, 2016 May 12, 2016 June 12, 2016 Activities Stakeholders submit study requests during the Request Window. All stakeholders including individual stakeholders and committees, subcommittees and work groups within WECC must submit requests by February 1, Study Program Development WECC staff reviews and summarizes study requests and recommends 2016 study priorities, possible study request consolidations and availability of resources to conduct studies. SWG and TAS review the study requests and WECC staffrecommended priorities and then develop a proposed work plan. Recommendations may include proposals to consolidate requests which in turn may entail modifications of study requests to accommodate consolidation. TEPPC and stakeholders review proposed work plan. Post draft Study Program for stakeholder review Work Plan Approval TEPPC approves proposed 2016 Work Plan at its monthly Coordination Call. Reconsideration Period Any party who disagrees with inclusion or exclusion of a particular study request within the 2016 Study Program may submit a request for reconsideration within 30 days of TEPPC s decision. TEPPC Decision TEPPC will respond to requests for reconsideration no later than 30 days after the reconsideration request submittal deadline.

TEPPC Stakeholders review analytical results Reports on specific modeling analyses, as well as issue-based reports on other topics, are released as they are available. Transmission Planning Assessment Summary Report WECC staff prepares draft summary report of analytical activities completed during TEPPC and stakeholders review summary report. Transmission Planning Assessment Summary Report Approval TEPPC approves Transmission Planning Assessment Summary Report and submits for Board approval
