1 Commonwealth Research and Technology Strategic Roadmap PROPOSED STAFF WORKPLAN Presentation to the Virginia Research Investment Committee March 12, 2019
2 Roadmap VRIC Objectives 1. Advise on the scope and intensity of the strategic roadmap effort. 2. Advise on the timing for completion of the roadmap and submittal to VRIC. 1
3 Roadmap - Situational Awareness Statutory responsibilities assigns to the SCHEV Council the duty to develop a comprehensive research and technology strategic roadmap for the Commonwealth Assigns to VRIC the responsibility to approve the Roadmap. Requires the Roadmap be developed at least every three years. Requires the Roadmap-development process include a panel of independent experts. Establishes a process for a research and development inventory. 2
4 Roadmap - Definition The Committee shall approve a Commonwealth Research and Technology Strategic Roadmap, a comprehensive research and technology strategic roadmap for the Commonwealth to identify research areas worthy of economic development and institutional focus. 3
5 Roadmap - Goal The goal of the Roadmap shall be to develop a cohesive and comprehensive framework through which to encourage collaboration between the Commonwealth s institutions of higher education, private sector industries, and economic development entities in order to focus on the complete life cycle of research, development and commercialization. 4
6 Roadmap - Framework The framework shall serve as a means to i. Identify the Commonwealth s key industry sectors in which investments in technology should be made by the Commonwealth; ii. iii. iv. Identify basic and applied research opportunities in these sectors that exhibit commercial promise; Encourage commercialization and economic development activities in the Commonwealth in these sectors; and Help ensure that all investments of public funds in the Commonwealth in basic and applied research are made prudently in focused areas for projects with significant potential for commercialization and economic growth in the Commonwealth. 5

8 Roadmap - Overarching Elements Why does the Commonwealth need a roadmap? Core elements: 1. Establish baseline conditions/swot analysis. 2. Define purpose of the Roadmap. 3. Align with The Virginia Plan for Higher Education, public institutions six-year capital outlay plans, GO Virginia plans and other strategic efforts. 4. Define goals, timelines and responsible parties. 5. Identify metrics to measure success. 7
9 Proposed Workplan for the Roadmap 1. Identification of and engagement with expert panel on process, domains and with stakeholders. 2. Engagement with stakeholders for their feedback on framework and input on actionable steps. 3. Sign off by SCHEV Council and approval by VRIC. 4. Dissemination of approved roadmap to appropriate parties. 8
10 Questions for VRIC What are members priorities in terms of roadmap scope and intensity? What are members thoughts on the timing of roadmap development? (For example, should completion precede the 2020 legislative session?) 9
11 Looking Forward Next Steps Incorporate feedback from VRIC and SCHEV Council into workplan. Request recommendations for expert panel. Commence Roadmap development. Provide regular updates at meetings of SCHEV Council and VRIC. 10
