1 COMMUNITY-LED ACCELERATED WASH (COWASH) MONTHLY PROGRESS REPORT JULY 2012
2 1 MAJOR OUTPUTS ACHIEVED 1.1 PROJECT RELATED OUTPUTS (COMPONENT 1) a) The Ph.D, the two M.Sc and the B.Sc level CMP researches are underway. One of the M.Sc level researchers (Meron Mebratu) is finalizing the research write up and is expected to submit the first draft in August b) The translation of CMP training manuals for kebele and community level trainings in to Afaan Oromo language has been started just at end of June 2012 by three experts assigned from the regional water bureau and was expected to be finalized at end of July The three experts have just finalized their first draft translation in end of July 2012, and the translated documents are being checked by the regional water bureau head. Once the checking is done and the comments incorporated, the translation will be finalized. c) The CMP manuals translation in Tigrigna is almost completed. The freelance consultant incorporated all comments into the translated material which were collected from Tigray Region Support Unit. The consultant had submitted seven separate documents and nine pages of formats and tables whose translation works were completed and comments incorporated. There is now only one manual translation to be commented by Tigray RSU. d) The 2005 EFY federal level plan has been prepared in Amharic and submitted to Water Supply and Sanitation Directorate (WSSD) to be included in the Ministry s annual plan to be submitted to MoFED. Some background information about the project (Overall Objective, Purpose, duration, budget, project areas, etc.) was also provided together with the plan as per the format provided from the WSSD. Component detailed Plan was also finalized and submitted to the Embassy of Finland and MoWE e) WaSH Sector Policy training course idea has been delegated by the State Minister for the National WaSH technical team s consideration before picking it up further. f) Three fixed LCD projectors have been provided by COWASH to MoWE. Two of them were installed in MoWE conference rooms in July. g) 2005 EFY table calendars printing was completed. h) Two CMP woredas/endamohoni & Offla/ in Tigray region were visited by the Process Facilitation Specialist in July. Communities in those woredas were also visited. Though the 2004 EFY is completed, it was found out from the field visit that there was no project which was 100% completed at the moment of the supervision. Procurement is also not completed as per the annual plan. The major findings including recommendations from the field visit were discussed at higher level in the region and a feedback e-report prepared was sent to the regional WASH steering committee members. 1.2 PROJECT RELATED OUTPUTS (COMPONENT 2) Oromiya a) Due to delay in singing of the funding agreement between the Embassy of Finland and the Oromia Finance Bureau, it was not possible to implement any major activity at all levels (region, zones and woredas) in 2004 EFY. Due to this reason there is not as such a formal annual report prepared from the region, zones and woredas. Anyhow, the zones reported that each of the 5 woredas has chosen 6 CMP kebeles and tried to promote the basic issues of the CMP to the communities. 2
3 b) The 2005 EFY core budget plan of COWASH was prepared by the region and submitted to the Embassy of Finland on June 14/2012. The Embassy of Finland provided comments on the plan and accordingly the budget plan was revised. As per the revised COWASH core budget plan the Oromia region government share is Birr 10,553,550 and that of the GoF share is 424,983 Euro (equivalent to 9,349,424 Birr with the conversion rate of 1 Euro equals to 22 Birr). c) Employment of RSU staff. Advertisement to employ four specialists of the RSU namely CMP coordinator, CMP specialist, capacity building specialist and financial specialist was made in the Ethiopian Herald in June The priority given in the month of July was revision of the core budget plan of the region based on the comments given by the Embassy of Finland. However at the end of July 2012 an employment committee has been organized at the Oromia Water Bureau and the employment process has already been started. d) Opening of CMP account. The Oromia region Finance bureau has opened the CMP account for the government of Finland contribution to be transferred from the Ministry for Foreign Affairs of Finland. The details of the account is to be notified to the Embassy of Finland together with the revised core budget plan and fund transfer request of the first two quarters of the 2005EFY Tigray a) The Regional Support Unit has prepared and sent 2004 EFY Annual report to the Federal COWASH by . The report has covered both the financial and progress reports of the region and the two CMP woredas. The report will be incorporated into the federal COWASH annual report. b) 2005 EFY core annual Plan of Tigray region under the COWASH project is already finalized in the last month. Based on the core plan the RSU has prepared planning formats for the woredas. The formats are distributed to the two old and two new woredas so that draft detail annual plan will be prepared by the woredas in water supply and sanitation and hygiene. The plans will be discussed during the annual review meeting planned to be organized by the RSU in the coming month. c) RSU has conducted a field trip to CMP woredas. From their report they found out that some of the WWT members were replaced by new one and progress has slowed down due to the change of staff in the woredas. d) Procurement: July report of Tigray is prepared and sent by RSU. Based on the report in the month of July 2005, the following activities are performed which were part of the 2004 EFY annual plan. According to the report, 1 copy machine, 4 external hard drives and 2 digital cameras were procured for the regional support unit with a total cost of 50,762. Offla woreda procured construction equipment for hand dug well and spring with a total cost of 56,900 Birr e) Construction: According to the report construction of water schemes is still going on in one CMP woreda where the construction of seven schemes was 100% completed. WASHCOs who have completed the construction did not yet withdraw money from DCSI. The reason given was that, the signatories of WWT members were out of the woreda and some are newly assigned. The progress is shown in the table below 3

Accordingly a total of 392, Birr has been used from the Finnish funds for capacity building. This gives the total funds utilized to-date 1,569, Birr. The total annual budget planned and approved by the Tigray region from GoF for 2004 EFY was 3,419,540 Birr. The performance of fund utilization from GoF contribution is now 46% Southern region (SNNPRS) a) The RSU has submitted the 2004 EFY annual progress report as per the outline sent from COWASH federal TA team. b) A proposal in undertaking the 2005 EFY planning and 2004 EFY annual review workshop together has been prepared by the RSU. However, the planning could not be materialized as SNNPR woredas and zones are waiting for their budget share for 2005 EFY from the regional government. c) The construction of three water points has been completed in Chencha woreda. The construction of some water points started in the 4th quarter of 2004EFY in Arbaminch Zuria and Chencha could not be completed due to the rain. 1.3 PROJECT RELATED OUTPUTS (COMPONENT 3) a) Amhara region was busy to finalize the Annual report of 2004 EFY. 2 PROJECT COORDINATION WITH KEY STAKEHOLDERS a) The TA team participated in WaSH sector meetings such as o 2 DAG Water TWG meetings, o Joint Technical Review debriefing meeting 4
5 o o o WaSH Movement meeting Regional Chapter development meeting Water Supply and Sanitation Directorate's weekly meetings b) The JPO and the three national specialists participated in the 6 th National Forum for Learning on Water & Sanitation (FLoWS) meeting organized by the MoWE & the Research Inspired Policy and Practice Learning in Ethiopia (RiPPLE). In the meeting different presentation such as research results, sand dam construction, urban agriculture, and lesson learnt from the 6th World Water Forum (presentation from COWASH) were made and discussed among the participants. c) The JPO participated the Ethiopia WaSH Alliance (EWA) official launching event 3 DEVIATIONS FROM THE WORK PLAN a) Memorandum of Understanding on WaSH coordination in Ethiopia and WaSH Implementation Framework has not yet been signed by all parties. 4 EFFECTS CAUSED BY DEVIATIONS TO THE WORK PLAN No major effect as COWASH is working based on the draft MoU and WIF assuming that these documents will be soon signed. 5 SCHEDULED MAIN ACTIVITIES AND TARGETS FOR THE NEXT MONTH OF AUGUST 2012 a) Finalize the 3 rd revision of COWASH Project Document Phase I for (5 years) b) Finalize COWASH compiled Annual Report c) Assist regions to finalize their annual work plans for 2005 EFY d) Distribute the CMP calendars for federal, regional, zonal and woreda levels e) Assist regions in the preparation of the annual review meetings f) Participate in the Regional WaSH Steering Committee meetings on COWASH g) CTA is to participate the International Dry Toilet Conference 2012 in Finland (expenses covered by Ramboll and not by the project) h) Participate important sector meetings an workshops relevant to COWASH 6 IMPORTANT POLITICAL/ECONOMIC TRENDS IN COUNTRY AND THEIR EFFECTS TO PROJECT IMPLEMENTATION European financial crisis is fluctuating. Euro towards Birr is floating up and down and thus influencing the funds available in Ethiopia for project implementation. 5
