2 Status of the Development of National SDG Indicator Framework Ministry of Planning (MOP) was assigned by the Royal Government of Cambodia to lead and coordinate the process of localization global SDGs into Cambodian context Coordination mechanism based on the existing structure there are 27 ministries and institutions involves in SDGs implementation National Institute of Statistics (NIS) has closely worked with General Directorate of Planning of the MOP leading the organization a series of consultative meeting with line ministries and agencies: To introduce and adopt SDG indicators framework To discuss and review the list of SDG targets and indicators where they are existing in the National Strategic Development Plan (NSDP) and sectoral strategic plan (e.g. education, health and agriculture) To review the definition and methodology of each indicator To discuss the drafting of CSDG (localized SDG) indicator framework and setting quantitative targets (baseline values) of each indicator 2

3 National Capacity Gap Assessment UNSD through its missions (3 times) done by the consultant to assist the NIS in conducting assessment of statistical capacity of NSS related to the monitoring, measurement and data collection requirements surrounding the SDGs, held in Nov 2015 and in May 2016 & 2017 UNDP conducted an integrated assessment of the alignment of NSDP and related sector plans and strategies against the SDG targets held in October 2016 PARIS21 introduced ADAPT (2 missions) held in May 2016 and in June 2017 to assist NIS to digitize NSDP indicators logframe and map to SDG indicators and assess data gap 3

4 Activities related to SDG Indicator Capacity Gap Assessment Three components of the assessment through UNSD technical support was held since late 2015: Assessment of selected data sources and areas of statistical work, for example population, economic and agriculture censuses, and other national sample surveys, such as Household Socio Economic Survey, DHS and LFS Review the feasibility of SDG indicators to evaluation in terms of their relevance, efficiency, and adequacy in the context national development plans, the existing institutional arrangements, and the currently used data sources and methodology Assessing the statistical capacity of NSS to compile SDG indicators, using the SDG indicators matrix to review in term their responding agency, source agency, data source, resources requirements, dependency on external assistance and feasibility in the short and medium term actions In addition, through World Bank supported project on formulation of National Strategy for the Development of Statistics (NSDS), the Sectoral Assessment of Social, Economic and Natural Resource Statistics has been conducted (July August 2017) 4

5 Development of National Implementation Plan for Monitoring and Reporting SDG indicators key activities Updated SDG indicator matrix for assessment of the relevance, availability and feasibility of each SDG indicator by continuing discussions and collecting further comments from line ministries/agencies, especially in their areas of responsibility and and on a better coordinated data collection Based on the existing national development indicators database (known as CAMInfo), the NIS has designated as the custodian of the official CSDG/SDG database and related metadata, and the list of SDG indicators (English and Khmer) has been integrated to the CAMInfo Conducted technical workshop on statistical literacy, focusing on SDG indicator data and metadata collection and compilation, starting from December

6 Update of National Strategy for the Development of Statistics (NSDS) In more recent times Cambodian NSS operated under a Statistical Master Plan (SMP) from The second phase of SMP and retitling as NSDS has been formulated, covering the period form 2018 to 2023 to be aligned with the new National Strategic Development Plan , which is five year development plan of the Royal Government of and synthesizes various prioritize policy documents, including SDGs The final drafted NSDS has been submitted to high level political level of the Ministry Planning for review and advise on 23 April 2018 and will submit through meeting of Statistics Advisory Council for approval in June 2018 NSDS provides multi annual programs and prioritized statistical activities within the whole NSS, covering the NIS and statistical units in line ministries and institutions NSDS has a set of monitoring and evaluation indicators which are regularly monitored, including the SDGs 6

7 Coordination within the NSS The new statistical law was enacted in 2015 defining the role of the NIS as the coordinating agency of the NSS Through the existing coordination mechanism, the NIS led organized meeting of Statistical Coordination Committee (SCC): Presented and discussed the findings of statistical capacity assessment of NSS in compilation SDG indicators Discussed the drafted implementation for SDG monitoring and integrate the plan to NSDS Discussed the coordination and communication work, especially the establishment and integration SDG database into the existing CAMInfo, which currently maintained by the NIS and agreed the use of CAMInfo as the national central repository for data reporting/exchange between the NIS and line ministries and a platform for SDG indicators dissemination Discussed the establishment of sub committee and focal point on SDG indicators and until February 2018 the SDG focal points has been established and functioning its activities accordingly 7

8 Coordination with Development Partners In supporting NSS coordination mechanism, through the established Subworking Group on Data for Development (or Sub group for Statistics) of Technical Working Group on Planning and Poverty Reduction (TWG PPR), composing of NSS and key development partners as the member, and currently co chaired by the NIS and UNFPA has conducted five times since the established in May 2015 up to date. The key agenda were: Discussed the findings of statistical capacity assessment of NSS in compilation SDG indicators and draft implementation plan for SDG monitoring and NSDS formulation Discussed the issues on the important of data requirement for SDG monitoring, including the issues on data disaggregation, especially the need for improvement the existing surveys, such as household socio economic survey, DHS and LFS and the important used of administrative sources Discussed the need for financial and technical support and the important of statistical capacity building for SDG compilation and dissemination 8
