6 Disability care in Denmark From 2007 in the local governments before 2007 it was a regional task The main tasks for the local governments: 1. Processing and decisions on the individual persons needs for services 2. Providing services and housing (but still some specialised regional institutions) 3. Financing the services (but some state refunding on the very expensive cases)

7 The main challenges after Increasing costs 2. Lack of systematic knowledge and budget control 3. Lack of common methodology and digitalisation 4. Lack of national/centralised overview of the services and target groups

11 Step 1: Common methodology LGDK (KL) and the Social Ministry have developed a common methodology for case-processing in the municipalities ( Voksenudredningsmetoden ) The method includes all phases off the processing from opening a case to following-up on the effects

12 Step 2: Common digital systems Disability care has compared to the other social services (e.g. elderly care) lacked digital systems and administration. Most local governments only had paper files and individual excel solutions LGDK and the Social Ministry have on top of the metholdology developed an IT-solution DHUV ( Digital processing on disability care ) It is a software requirements specification the local governments can use it in individual or common tenders

13 Common social concepts A vital part of the common method is common social concepts ( Common concepts for e.g.: Services ( ydelser ) Target Groups ( målgrupper ) Service Providers ( tilbud )

14 Step 3: National documentation National documentation projects on most areas of social services (children, health, elderly, education etc.) Based on an agreement between LGDK and the ministries (finance and social) On disability care we up to now have inadequate documentation and statistics on national level on the provides services and almost nothing on target groups

16 Udgift New possibilities Target groups Services The common social concepts give new possibilities. Superficial reports Detailed information of services and target groups based on personal identification number

17 What is reported? The municipalities must report all given and ended - services on PIN-level to Statistics Denmark. Reporting monthly to Statistics Denmark either systemto-system or in a web-reporting system. On each service provided the municipality much report: Personal identification number Type of service (common concepts) Target group(s) (common concepts) Starting date If service is housing also service provider (common concepts) When a service stops ending date much be reported

18 Status and main challenges We are behind time schedule Approx. 50/50 on web reporting and system-tosystem It is a great effort for the professionals in the municipalities especially web-reporting System development slower than expected But the data is coming now

19 Access to data: FLIS Common Business Intelligence Initiated by LGDK and implemented in 77 of the 98 municipalities FLIS is a comprehensive datawarehouse where data from economic IT-systems and e.g. social ITsystems are imported monthly The municipalities can benchmark on indicators and make business reports Disability care is implemented in the system this spring
