By Chairperson Burdick at 9 :00 a.m. in the Jus- CALL TO ORDER : tice Courtroom. ITEM NO. 1 : CONSIDERATION OF CONTRACT WITH STEVE RYCHETSKY, P.E. ENGINEERING, FOR DESIGN OF THE FAIRGROUNDS DAIRY BARN : Mr. Levesque said Mr. Rychetsky had been the low bidder in th e amount of $4,400. This was the contract for that project. Commissioner Dove moved to authorize the Chairperson to sign th e contract with Steve Rychetsky for the design and engineering o n the Dairy Barn Project at the Fairgrounds, Chairperson Burdic k The Chairperson signed the contract. ITEM NO. 2 : CONSIDERATION OF ORDER AUTHORIZING THE SUPERINTEN- DENT OF PARKS TO SUBMIT A GRANT REQUEST TO THE OREGON STAT E MARINE BOARD AND AFFIX HIS SIGNATURE TO ALL DOCUMENTS PERTINEN T TO THE ASPEN STYLE PRECAST VAULT RESTROOM PROJECT : Mr. Anderso n said this order would authorize him to submit the grant request. He had met with the Planning Department yesterday regarding th e required permits and had added the cost of the permits to th e overall grant request. Chairperson Burdick said Yamhill County had installed this typ e restroom in some of their parks and were satisfied with th e installations. Commissioner Dove said Mr. Anderson was underpaid as a County employee. He had discussed these grants with Mr. Anderson las t evening, and Mr. Anderson had gone beyond the call of duty t o acquire these grants to upgrade the County parks.

2 MINUTES - TILLAMOOK COUNTY BOARD OF COMMISSIONERS' MEETIN G Page 2 Commissioner Dove moved to sign the order authorizing the Superintendent of Parks to submit a grant request to the Oregon Stat e Marine Board and affix his signature to all documents pertinen t to the aspen style precast vault restroom project, Chairperso n Burdick The Commissioners signed Order # ITEM NO. 3 : CONSIDERATION OF ORDER AUTHORIZING THE SUPERINTEN- DENT OF TILLAMOOK COUNTY PARKS TO SUBMIT A GRANT REQUEST TO TH E OREGON STATE MARINE BOARD, AND AFFIX HIS SIGNATURE TO ALL DOCU- MENTS PERTINENT TO THE NEHALEM BAY BOAT RAMP RESTROOM PROJECT : Commissioner Dove moved to sign the order, Chairperson Burdic k The Commissioners signed Order # ITEM NO. 4 : CONSIDERATION OF ORDER TRANSFERRING FUNDS BETWEE N BUDGETED LINE ITEMS FOR THE PERSONNEL DEPARTMENT : Commissione r Dove moved to sign the order transferring funds between budgete d line items for the Personnel Department for dues payment, Chairperson Burdick The Commissioners signed Order # ITEM NO. 5 : CONSIDERATION OF A TAX DEED TO DIAMOND FINANCIA L INC., AND FUHRMAN DEVELOPMENT CO. AS FORMER OWNER OF RECORD FO R TAX LOT 1S : Mr. Levesque said this tax deed returne d the property back to the former owners for payment in full o f past due taxes plus interest, penalties and fees. Commissioner Dove moved to sign the tax deed, Chairperson Burdic k The Commissioners signed the tax deed. ITEM NO. 6 : CONSIDERATION OF APPROVAL OF BOARD OF COMMISSIONERS ' MEETING MINUTES FOR JANUARY 27 AND 28, FEBRUARY 3, 5, 17, 23, MARCH 1, 3, 8, 9, 10 AND 15, 1993 : Commissioner Dove moved t o approve the above noted Commissioners' meeting minutes, Chairperson Burdick The Commissioners signed the minutes. ITEM NO. 7 : CONSIDERATION OF AN APPLICATION TO LIST TILLAMOO K COUNTY AS AN ENDANGERED COMMUNITY : Mr. Levesque gave an explanation of how federal decisions regarding the "spotted owl" legislation and forest economics had affected Tillamook County' s economy. Federal decisions regarding commercial fishing ha d further endangered the Community. He said this was an application requesting that Tillamook County be listed as an endangered

Commissioner Dove moved to sign the letter requesting that Tha t Tillamook County be listed on the endangered community list, Chairperson Burdick The Commissioners signed the letter. ITEM NO. 8 : CONSIDERATION OF APPLICATION FOR COMMUNITY DEVELOP- MENT BLOCK GRANT ON HOME REHABILITATION : Mr. Levesque said thi s would provide low interest funding for low and moderate income families to upgrade their homes. It would also allow property owners, renting to low and moderate income families, to obtain funding for repairs to the rentals as long as they were rented t o low and moderate income families. Ms. Goodman said there was a clause in the draft policies whic h allowed the County to modify the document at a later time i f Oregon Community Development determined it was necessary prior t o signing the grant contract. Commissioner Dove moved to authorize the Chairperson to sign th e application for the Block Grant, Chairperson Burdick seconded, passed with two aye votes. The Chairperson signed the Block Grant Application. ITEM NO. 9 : MISCELLANEOUS PUBLIC WORKS : Consideration of Orde r Creating a limited No Parking Zone on a Portion of Cape Meare s Loop Road : Commissioner Dove moved to sign the order creating a limited no parking zone on a portion of Cape Meares Loop Road, Chairperson Burdick The Commissioners signed Order # Discussion Concerning Request for Donation of Cable : Mr. Oshe l said a cable, used when the cranes were in use by Public Works, was now surplus property. The Tillamook County General Hospita l Ambulance Service had requested that this cable be donated t o them for training purposes. There was a consensus to donate the cable to the Tillamook Count y General Hospital Ambulance Service. Discussion Concerning Parking Lot At Tillamook Super Market : Chairperson Burdick said the 35' apron to the parking lot ha d been paved by the Road Department, and a good job had been done, but citizens were grossly misusing the paved area. Mr. Oshe l said they had paved a 35 foot driveway. Chairperson Burdick said it would require blocking off because citizens were making 'U'

Chairperson Burdick directed that the area be blocked off. SITTING AS THE BOARD O F THE SOLID WASTE SERVICE DISTRICT ITEM NO. 10 : MISCELLANEOUS SERVICE DISTRICT MATTERS : Mr. Oshe l said the Recycling Committee would be making some suggestions fo r changes to modify the ordinance. There wa s SITTING AS TH E BOARD OF COMMISSIONER S UNSCHEDULED : PRESENTATION BY JBL&K INSURANCE CO. FOR AGENT O F RECORD FOR TILLAMOOK COUNTY : Mr. Graybeal introduced Ms. Meagher. She presented a background of what JBL&K Insuranc e Company represented, and the services they were capable of furnishing Tillamook County if they were appointed Agent of Record. Mr. Levesque asked what service could be furnished for contrac t review as Risk Management. Mr. Graybeal said information woul d be FAX'd for review and returned. Ms. Meagher discussed the Property-Casualty Risk Managemen t Services. Eleven categories were discussed. Ms. Meagher said JBL&K Insurance Co. was Oregon's oldest an d largest brokerage. Public sector specialists, market knowledge, unique relationships, quality of performance, creativity and lon g term commitment were topics discussed which JBL&K could furnis h as Agent of Record. Mr. Graybeal thanked the Commissioners for their time. UNSCHEDULED : DISCUSSION CONCERNING FACILITIES NEEDED FOR HANDI- CAPPED CITIZENS : Mr. Dawson joined the meeting and expressed hi s concerns for the need for handicapped accessible facilities fo r parks, fishing facilities and buildings. Mr. Anderson said the fishing pier at the Tillamook Tidewate r Access facility had 4 slots for wheel chair accessibility and 4 slots for ambulatory citizens. He said, from that pier, stair

This facility's anticipated completion date was July, He discussed other park and recreation handicapped facilities available throughout Tillamook County.
