1 PUBLC AOUCEMET FOR PROFEOAL DEG ERVCE The City of Mount Vernon, Ohio intends to contract for engineering services in connection with the Downtown Mount Vernon Traffic tudy Engineering firms interested in being considered for a contract to provide the required services should reply with a Letter of nterest no later than :00 PM on June 2, 20 Letters received after this deadline will not be considered Letters of nterest should include the information outlined below in the requirements for Letters of nterest, Programmatic election Process along with any previous work performed for the City of Mount Vernon, Ohio Letters of nterest should be transmitted to: Brian Ball, PE Engineering Department, 0 Public quare, Mount Vernon, OH 300 As required by Ohio Revised Code 3-, responding firms will be evaluated and ranked in order of their qualifications Following this evaluation, the City of Mount Vernon will enter into contract negotiations with the most highly qualified firm The preliminary project description is as follows: ame of Project: Downtown City of Mount Vernon, Ohio Traffic tudy Location: Chestnut treet to Dry Creek and West treet to Gay treet in downtown Mount Vernon, Ohio Description: This project is to reevaluate the routing of traffic through downtown Mount Vernon The project will take a close look at the locations of federal and state routes and develop alterative locations and evaluate an approved sub set of alternatives using computer traffic modeling Consideration will be given to passenger vehicle, truck, bike, and pedestrian traffic Total Project Budget: $9,000 ource of Funding: City Capital Funding Project chedule: Anticipated dates for design startup/completion June 20 / June 20_* *ome tems will need to be completed in the summer of 20 such as OPWC Grant Development, Phase 3 andusky pecial Requirements or Restrictions: This project may be phased over two city fiscal years At this time the project is fully funded The City of Mount Vernon has tandard Terms & Conditions for contractual work with engineering firms

2 COPE The City of Mount Vernon intends to obtain alternative routing options for traffic through its historic downtown Multiple tate and U Routes converge in the downtown area The current routing moves large traffic volumes by way of small town streets Truck traffic increasingly intrudes neighborhoods and otherwise non-commercial areas that are not designed to handle large vehicles A map showing the current tate and Federal Routes in the City of Mount Vernon is shown below Additionally, a map showing the proposed reroute of R 3 is included Preliminary opportunities identified by the City for improvement involve transient truck traffic north and southbound on tate Route 3 The City believes relocating all R3 traffic further west will relieve the congestion currently created by the thru-truck traffic being diverted from the centrally located Main treet to separate one-way streets Additionally, the City would like to assess the opportunity to route U3 on to Chestnut treet, alleviating congestion on Citys Public quare but not adversely affecting downtown business This project involves using existing traffic counts, completed by ODOT and City contractors, to develop a computer traffic model of the existing conditions This model will then be used to evaluate selected alternatives for route realignments This project includes the development of a grant application for OPWC for the improvements of the andusky treet and Vine treet intersection Requests: Review existing andusky treet realignment plan Alternatives for R3 traffic, away from historic downtown area Evaluate rerouting U3 to Chestnut treet chedule Traffic modeling for existing and selected alternatives and ODOT Certified Traffic Request Origin /Destination tudy Traffic Capacity Evaluation Preliminary Geometric Evaluation Preliminary Right of Way Exhibits based on finding from above studies and coordination meetings Alternatives Cost Estimation for selected projects Attend Public Meetings and City Council Meetings (2 each) OPWC Grant Development, Phase 3 andusky Review existing traffic lights

3 ssues to address: Multiple state and federal routes converging in downtown Tractor trailer traffic Local business impacts High traffic volumes on small town streets Relieve traffic volume from Public quare Economic Development nformation Available to the successful firm: Downtown Traffic Counts CADD drawings including aerial photograph, property lines and topographic features Traffic signal sequencing programs Terms and Conditions Consultant must accept the City of Mount Vernon, Ohios standard terms and conditions These standard terms and conditions are available upon request Requirements for Letters of nterest, Programmatic election Process A nstructions for Preparing and ubmitting a Letter of nterest Provide the information requested in the Letter of nterest Content (tem B below), in the same order listed, in a letter signed by an officer of the firm Do not send additional forms, resumes, brochures, or other material 2 Letters of nterest shall be limited to ten (0) ½" x " single sided pages plus two (2) pages for the Project Approach (tem B below) 3 Please adhere to the following requirements in preparing and binding letters of interest: a Please use a minimum font size of 2-point and maintain margins of " on all four sides

4 b Page numbers must be centered at the bottom of each page c Use ½" x " paper only d Bind letters of interest by stapling at the upper left hand corner only Do not utilize any other binding system e Do not provide tabbed inserts or other features that may interfere with machine copying B Letter of nterest Content List the types of services for which your firm is currently prequalified by the Ohio Department of Transportation 2 List significant subconsultants, their current prequalification categories and the percentage of work to be performed by each subconsultant 3 List the Project Manager and other key staff members, including key subconsultant staff nclude project engineers for important disciplines and staff members that will be responsible for the work, and the project responsibility of each Address the experience of the key staff members on similar projects, and the staff qualifications relative to the selection subfactors noted Describe the capacity of your staff and their ability to perform the work in a timely manner, relative to present workload, and the availability of the assigned staff Provide a description of your Project Approach, not to exceed two pages Confirm that the firm has visited the site and address your firms: ) Technical approach; ) Knowledge and experience concerning relevant ODOT and local projects; ) nnovative ideas; ) Project specific plan for ensuring increased quality and project resilience tems thru must be included within the 0-page body of the Lo Remaining space within the ten (0) pages may be utilized to provide personnel resumes or additional information concerning general qualifications

6 Exhibit - Consultant election Rating Form otes The proposed project manager for each consultant shall be ranked, with the highest ranked project manager receiving the greatest number of points, and lower ranked project managers receiving commensurately lower scores The rankings and scores should be based on each project managers experience on similar projects and past performance for the LPA and other agencies The selection committee may contact ODOT and outside agencies if necessary Any subfactors identified should be weighed heavily in the differential scoring Differential scoring should consider the relative importance of the project manager's role in the success of a given project The project managers role in a simple project may be less important than for a complex project, and differential scoring should reflect this, with higher differentials assigned to projects that require a larger role for the project manager 2 The experience and strength of the assigned staff, including subconsultant staff, should be ranked and scored as noted for umber above, with higher differential scores assigned on more difficult projects Any subfactors identified in the project notification should be weighed heavily in the differential scoring As above, other agencies may be contacted 3 The consultants' past performance on similar projects shall be ranked and scored on a relative, differential scoring type basis, with the highest ranked consultant receiving a commensurately greater number of points The selection team should consider ODOT CE performance ratings if available, and consult other agencies as appropriate The use of CE ratings shall place emphasis on the specific type of services requested The differential scoring should consider the complexity of the project and any subfactors identified in the project notification The consultant's workload and availability of qualified personnel, equipment and facilities shall be ranked and scored on a relative, differential scoring type basis The scoring shall consider quantifiable concerns regarding the ability of a firm (or firms) rated higher in other categories to complete the work with staff members named in the letter of interest
