2 Introduction The Status of Projects in Execution (SOPE) Report for FY09 provides information on all IBRD/IDA projects that were active as of June 30, The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank s revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. In addition to the project progress description, the FY09 SOPE report 1 contains project level comparisons of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date. 1 Notes: Amounts and Graphs for loans/credits/grants in currencies other than U.S. dollars may not match exactly due to exchange rate fluctuations over the life of the project. Disbursement graphs are not included for Development Policy Operations, which provide quick-disbursing financing to support policy and institutional reforms. For these operations, funds are disbursed in one or more stages (tranches), released when the borrower complies with agreed prior actions. The Government has continued the expansion of SIAF and GUATECOMPRAS systems across public sector institutions. Solid steps were also taken to start absorption of responsibilities over the operation of these systems by the Ministry of Finance through its restructuring and the creation of specialized units to perform needed normative and administrative functions to make SIAF and GUATECOMPRAS sustainable over time. The project suffered from a long effectiveness lag and a slow start up due to changes in administration and in the key counterpart agencies. The project is rated moderately satisfactory as a result. The government has however recently taken measures to give new impetus to the project with capable staff now appointed in all the implementing agencies. As a key sign of progress, the first productive supply chain investments under the project were approved in July. A further amendment is under preparation to re-focus the investments towards accelerated primary, telesecondary, INEBs in rural municipios (pilot), and school improvement plans. The objective is to improve primary education completion rates for over age students, and increase access to a quality lower secondary education, especially for indigenous and low income non-indigenous students. As from school year 2009, the project is supporting the implementation of 250 accelerated primary education centers in rural areas, with two sections each, which provide an opportunity for overage students to complete 5 years of primary education in 2 calendar years. In 2009, the program has been implemented only in Spanish, though the Ministry is working towards the adaptation of materials in 6 indigenous languages for implementation from school year 2010 onwards. In addition, the project is supporting the implementation of 710 new sections of lower secondary through the Telesecondary modality, where it finances facilitators, materials, training and equipment. Implementation progress has been slower than expected due to institutional capacity constraints, changes in the overall cadastral surveying strategy and difficulty faced by the implementing agency in accessing Project funds. These issues have been addressed, and progress has been made in hiring key Project staff, initiating field activities in two municipalities and finalizing the Regulation for Communal Lands, which was a key disbursement condition for the cadastral surveying component. (P055085) Guatemala 06-May Apr Jun-2011 Roads and highways (90%); Sub-national government administration (10%) no The objectives are to: (a) improve rural access on a sustainable basis; (b) develop institutional capacity at the local and central levels; and (c) generate employment in rural areas. The closing date of the loan was extended to June 30, 2011 at the end of FY09. This increases the probability that the project development objectives could be substantially realized. However it is unlikely that the full extent of the planned road improvements and associated access improvements will be completed because of past implementation delays and cost increases. Action is now in hand in the areas of municipal road management and maintenance by micro-enterprises necessary for the institutional development and employment generation objectives to be realized. Progress toward development objectives are the following: (i) Maternal and Child Health: 29 out of the 41 infrastructure projects have the pre-investment projects completed. 9 contracts were awarded and 7 are in the award process. Human resources for CAPs and CAIMIs have been contracted and the process for purchase of medical equipment and ambulances is already in progress; (ii) Nutrition: it has reached a coverage of 3,300 communities in 158 jurisdictions, providing services to a population of approximately 1,700,000 inhabitants, surpassing the original goal for the entire Project; and (iii) Communication, Monitoring, Evaluation and Continuous Auditing Systems: although with less progress than the other ones, this component is already supporting the monitoring system which has an agreed framework of indicators and the Municipal Information System for risk of food insecurity and nutrition. The last one can be accessed online. In addition, the component developed a joint communication strategy that identifies the key messages, based on the objectives of the components.
