2 Introduction The Status of Projects in Execution (SOPE) Report for FY09 provides information on all IBRD/IDA projects that were active as of June 30, The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank s revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. In addition to the project progress description, the FY09 SOPE report 1 contains project level comparisons of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date. 1 Notes: Amounts and Graphs for loans/credits/grants in currencies other than U.S. dollars may not match exactly due to exchange rate fluctuations over the life of the project. Disbursement graphs are not included for Development Policy Operations, which provide quick-disbursing financing to support policy and institutional reforms. Progress towards achieving the project development objective has been slow. Nevertheless, significant improvement has been made in implementing activities aimed at strengthening the local governments and rural communities capacities through training on the new planning guide and launching of a study on alternative methods for sustainable natural resources management. Due to current country circumstances, the Bank was not able to carry out a mission during the reporting period. As a result, it was not possible to assess progress towards achieving the Project Development Objectives. The project experienced in FY09 improvements in terms of revenue collection by local governments as well in Conakry (increase of 42 percent compared to 15 percent expected) as well as in the secondary cities (increase of 34 percent against 13 percent expected). However, the percentage of population in Conakry with access to solid waste management services expected to be about 78 percent by end of June 2009 was less than 47 percent. Due to the current situation in the country, the Bank was not able to carry out a mission during the reporting period. As a result, it is not possible to assess progress towards achieving the Project Development Objectives. Consequently, as the project is supposed to close in December, it is not clear at this point if the project development objectives can still be achieved. However, progress has been made in implementing some activities, notably: (a) strengthening collaboration with other stakeholders through the organization of the first coastal forum; (b) capacity building on environmental and social safeguards for key agency officials as well as on sustainable use of natural resources and biodiversity. 15 Project Name(ID): Sector: Project development GN-Education For All FTI Program (FY09) (P111470) 30-Jul Jun-2010 Primary education (38%); Secondary education (26%); Public administration- Education (18%); Vocational training (12%); Adult literacy/non-formal education (6%) no The objective of the EFA-FTI CF is to contribute to enhancing equitable access to and quality in education at all levels - with focus on primary education and literacy training, while also strengthening central and decentralized management of the education system. The Education for All-Fast Track Initiative (EFA-FTI) Catalytic Fund (CF) grant was approved on July 31, 2008 and the legal agreement signed on August 13, However, in light of the country's situation in December 23, 2008, the project could not proceed to Effectiveness. During this period, only key activities that benefit communities directly are being undertaken, including: (i) support for school construction using a Community Driven Development approach, (ii) pre-service training for student teachers deployment, (iii) and primary school grants. The total amount to be disbursed is estimated at about US$10 million instead of the originally planned US$50 million for the first year of implementation. Given the short implementation period, only baseline outcome indicator data is currently available. TF Effective USD

16 Project Name(ID): Sector: Project development GN-Education for All APL (FY02) (P050046) 24-Jul Oct Dec-2009 Primary education (40%); Tertiary education (26%); General education sector (15%); Sub-national government administration (13%); Vocational training (6%) In October 2008, the project was restructured to better align the Development Objective with the indicators of the project, and additional financing was approved to support activities that are key for achieving the new development objectives. The revised project objective is to improve the conditions for teaching and learning through (i) expanded access to education, (ii) enhanced quality of learning, and (iii) strengthened capacity for decentralized management of the sector. After the restructuring and the approval of the additional financing, the project has made good overall progress towards achieving its new development objectives. The number of prefectures which prepare and implement decentralized development plans for education surpassed its end-of-project goal (15 instead of 10), while Grade 4 standardized scores for French have already reached 42.3% compared to the end-of-project indicator of 42%. Promising progress in expanding access to education can also be observed in girls primary gross enrollment rate, which increased from 51% to 71%. However, the country situation on December 2008 has negatively impacted some activities. For instance, the delayed approval of the 2009 budget made it difficult to budget for nonsalary recurrent costs not covered by the government, creating a temporary shortage of funds affecting school activities. Furthermore, the three-month suspension of funding by International Development Association in December 2008 due to the political crisis further slowed down implementation of certain project activities. Four months short to the project closing date, the achievement of the project development objective is compromised by the country situation in December While the construction of the emergency works (construction of 18 schools, 6 heath centers, 5 administrative offices and 2 markets) has been successfully completed and will improve health and education services, the road rehabilitation and the construction of the two commercial platforms have been jeopardized. The implementation of the remaining activities has been stopped. As a result, the project objective to improve rural road access to market opportunities will not be achieved by the current closing date. Further extension of the closing date will be required. Due to the country situation in December 2008, no progress can be reported at this time. The project has suffered implementation difficulties since start-up and project development objectives (PDOs) were found to be unrealistic. A project restructuring, agreed with Government, was being finalized when the country situation evolved. The restructuring, which would change PDOs, streamline activities, and establish new implementation arrangements, will be updated and processed to the Board once the Bank's reengagement in takes place. 22 Project Name(ID): GN: Labor-Intensive Public Works (P113608) 19-Sep Sep-2009 Sector: General transportation sector (60%); Other social services (40%) Project development The objectives remain the same for the US$2.5 million additional financing requested for the Urban Labor-Intensive Public Works component of the emergency project, in that the works will focus on physical infrastructure improvements, but with a focus on generating employment for the poorest and most vulnerable in Conakry where there is real risk of social unrest exacerbated by recent increases in food prices. The development objectives of are: (a) to improve the provision of infrastructure and services in Conakry and secondary cities; and (b) to improve the financial and organizational management of municipalities in support of the decentralization process. Due to country situation since December 2008 and suspension of disbursements, project implementation has been delayed. So far, about 25 percent of the civil works for road rehabilitation have been implemented. TF Effective USD
