2 Exercise Unified Response OPG led initiative for a full scale nuclear emergency response exercise Primary purpose was to test the preparedness and integration of stakeholder nuclear emergency plans Participants included CNSC, Health Canada (HC), Public Safety Canada (PS), the Regional Municipality of Durham, and the Ministry of Community Safety and Correctional Services (MCSCS) 2 S A FET Y I N T EGRI T Y EX CEL 2 L EN CE P EOP L E & CI T I Z EN S H I P
3 Exercise Objectives Tier 1 Objectives: Demonstrate that the emergency response of the participating organizations can ensure the safety of the public and the environment; Test the interoperability of the participating organizations, and integration of emergency response; and, Prepare a joint evaluation of the interoperability and integration of the participating organizations. 9 Scenario Large Loss of Coolant Accident coincident with multiple system failures and a tornado which causes a station blackout. Emergency Mitigation Equipment deployed to the units to restore cooling and critical parameter monitoring. A severe accident occurs on one unit due to significant fuel failure, and the Severe Accident Management Guidelines are executed by responders. 9 S A FET Y I N T EGRI T Y EX CEL 9 L EN CE P EOP L E & CI T I Z EN S H I P
10 Scenario Continued Provincial Emergency Operations Centre (PEOC) full activation of the emergency response organizations due to an anticipated radiological release. Discussions and decision making regarding a release to the public and public protective actions. A release of radioactive material from the site was simulated on the evening of day two. 10
11 Scenario Continued Station emergency power was restored to the units during the night of day two. Day three focused on off-site radiation monitoring and emergency worker centre activation at Orono. 11
12 Lessons Learned Inter-Agency After Action Report Best practices: Confirmation calls by sender following transmission of key information; Command documents issued by the Provincial Emergency Operations Centre are effective when communicating protective action decisions and maintaining situation awareness; The joint operations of the Environmental Radiation and Assurance Monitoring Group demonstrated effective unified operations; 12
13 Lessons Learned Inter-Agency After Action Report Best Practices Continued: Emergency Medical Assistance Team demonstrated ability to add capacity to local hospital and reassure worried members of the public; Health Canada s electronic mapping (EMAP) platform for sharing and displaying radiation survey information demonstrated the usefulness of web-based Geographic Information System functionality for situational awareness and decision-making; and Coordination calls between organizations engaged in public communication and pre-scripted emergency bulletins. 13
14 Lessons Learned Key findings and opportunities for improvement: Notification protocols are not sufficiently developed and harmonized to meet the needs of all responding organizations; Trained and effective Liaison Officers are essential to effective communication and coordinating activities; Critical decision making processes must be optimized between all response agencies; Further guidance, as it relates to severe accidents, is required to clarify the roles of utility, municipal, provincial, and federal response organizations with shared responsibilities for protecting the public, the environment, food, and water; 14
15 Lessons Learned Key findings and opportunities for improvement continued: Review and update dose assessment and control procedures to clearly define roles and responsibilities for the management of dose assessment results; Emergency plans would benefit from additional clarity and alignment on dose limits and responsibilities for the radiation protection of workers responding in a nuclear emergency; Need a process to advise the public, municipalities, and private agencies of their rights and claims to financial compensation; 15
16 Lessons Learned Key findings and opportunities for improvement continued: Emergency plans would benefit from improved alignment on the use of dose modeling tools; Need to better define roles and responsibilities for radiological surveys and assessment strategies, analysis capabilities, etc., during each phase of the emergency; Emergency plans could benefit from additional clarity on the role of the Nuclear Power Plant in public messaging issued by the Province; and Messaging to the public needs to be simplified and should not increase public fear and anxiety. 16
