3 Why national & international exercices? To deliver an effective response over the EM timeline, it is necessary to make, maintain and exercise adequate plans and arrangements in advance 2016 Organisation for Economic Co-operation and Development 3

5 International Nuclear Emergency Exercise (INEX) series Since 1993, the OECD-NEA develops, organises, evaluates and analyses the International Nuclear Emergency Exercise (INEX) series exercises to address best practices and identify areas for improvement in nuclear/radiological emergency management systems The INEX exercises series have proved successful in testing, investigating and facilitating improvements in emergency management nationally and internationally 2016 Organisation for Economic Co-operation and Development 5

6 Organisation of INEX Series Activities related to EP&R are mainly carried out by the CRPPH Working Party on Nuclear Emergency Matters (WPNEM) Mission.- to improve nuclear emergency management systems within member states, and to share its knowledge and experience widely. Scope.- All aspects of planning, preparedness and response for the early and intermediate phases of a nuclear/radiological emergency with a view towards preparation of recovery actions. Methods.- Sharing information, data, knowledge, and experience to test all aspects of emergency management systems and theories, identify gaps and provide recommended strategies to improve EP&R management worldwide Membership: 60 delegates from 27 NEA countries, observers (IAEA, EC, WHO, FAO & IFRC) Key pillar: Develop, organise, analyse the International Nuclear Emergency Exercise (INEX) series 2016 Organisation for Economic Co-operation and Development 6

9 INEX 5 Context Since 2011 Fukushima accident it has been recognized that notification, communication, and identifying and obtaining resources during catastrophic events can be difficult. The need for established protocols, policies, and procedures among and between country entities is critical for minimizing negative impacts benefits to design an exercise focusing on these aspects 2016 Organisation for Economic Co-operation and Development 9

11 INEX 5 Goal To provide a basis for enhancing national and international emergency management arrangements related to notification, communication and interfaces & obtaining resources through the exchange of exercise outcomes and experiences from participating countries, in order to identify good practices and common issues to be addressed 2016 Organisation for Economic Co-operation and Development 11

12 INEX 5 Objectives Country objectives to be added Test and investigate the adequacy of national arrangements (including national coordination and communication), and where appropriate international arrangements, for NC&I and obtaining and managing international resource support to respond to a severe contamination event; Review and share information on approaches to notification & communication processes in order to identify good practice and to allow review and improvement of local, national and international arrangements; Identify key areas and approaches to international coordination and communication in order to provide a basis for improvements in international emergency management systems 2016 Organisation for Economic Co-operation and Development

13 INEX 5 Topical Areas Decision-making on notification and communication strategies, including issues in optimisation (technical, economic and social factors) international communication and coordination Public information and communication National and international support (personnel, equipment, etc.) These topical areas will be evaluated from both national and international perspectives and form the core of the common INEX-5 Evaluation Questionnaire 2016 Organisation for Economic Co-operation and Development

14 INEX 5 Scenario Single generic scenario based on a potential radiological event that escalates to an actual radiological event that is further impacted by natural disaster requiring/involving international interfaces. FOCUS Decision making in uncertain circumstances Early availability and sharing of information Accident assessment considerations based on limited, uncertain information How to improve emergency communications How to address incoming trade Based on a large scale NPP event, exacerbated by a natural disaster and radiological release of significant levels to affect trans-boundary locations. State/National emergency response organizations make decisions and initiate actions based on minimal or non-existent technical data. Neighbouring countries, IAEA, WHO & WMO request information (countries without NPPs, to consider participating with neighboring countries w/ NPPs for receiving & requesting information) 2016 Organisation for Economic Co-operation and Development 14

16 INEX 5 Regional playing Following the Fukushima accident, there was a consensus in international fora that there is a need to enhance international communications and the exchange of information relevant to national emergency management decisions. In particular at the regional level, it was seen that there is a need for some international coordination and eventual harmonization of protective measures to help to ensure a balanced response. 18 Who should participate in INEX 5? INEX 5 is open to all interested countries, both NEA member and non-member countries, and relevant international organisations. As an international exercise series, the key constituencies for INEX 5 participation include emergency planners, responders and technical decision-makers from national authorities The participation of relevant governmental and non-governmental stakeholders in the national exercises, consistent with the exercise objectives, is both encouraged and supported by the INEX 5 scenario The extent of participation within a country will be the choice and responsibility of each country 2016 Organisation for Economic Co-operation and Development

19 Who should participate in INEX 5? Countries are encouraged to involve neighbouring and other countries that could be involved or provide resources in case of a catastrophic event involving radiation or radiological materials. Because of the individual nature of countries notification and communication processes the table top exercises may have different participants. NEA has informed and invited the participation of relevant international organisations (IAEA, WMO, WHO, FAO etc.) through the Inter-Agency Committee on Radiological and Nuclear Emergencies (IACRNE). Each interested international organisation is responsible for determining the manner and extent of its possible involvement in the exercise Organisation for Economic Co-operation and Development

22 Context NEA INEX 5 simplistic website - Recognition that informal exchanges between countries during an accident do not fit well within the existing official channels structure (i.e. USIE, ECURIE) - INEX 5 is organised as a table-top exercise as such it would normally be structurally limited in terms of communications and contacts with other countries. - However, with one of the key focuses of the exercise being to better understand aspects of international coordination and situation assessment that could be improved, the NEA is providing a table-top exercise tool to very partially and simply simulate relevant international aspects.. The use of the NEA website during INEX 5 could serve to clarify such needs, and to eventually draw lessons as to how existing channels could be updated to better address such needs 2016 Organisation for Economic Co-operation and Development

23 NEA INEX 5 simplistic website What is intended to be assessed? to assist participating countries to assess: the types of information they would like to share and collect internationally and how national processes and procedures would support such international sharing and collection. What is & what is not the NEA INEX 5 website? It is a voluntary, simple tool to facilitate playing INEX 5 and to assist participating countries to simulate the regional aspects of a table-top exercise. It is not intended to be used in real situations. It will not replace any other official channel of communication such as USIE or ECURIE. NEA encourages all participating countries in INEX 5 playing regional/international aspects to use the NEA INEX 5 Website Organisation for Economic Co-operation and Development

26 INEX 5 Evaluation Workshop The observations, lessons and issues captured in the INEX 5 Evaluation questionnaire will form the basis of the followup INEX 5 International Evaluation Workshop, being organized after completion of all national/regional exercises. The workshop will allow participants to exchange and analyze experience from the national exercises and identify cross-cutting issues or gaps impacting multiple states. An important outcome will be the identification of good practices as well as key needs for future work that would benefit from international co-operation.
