Food for thought on Struggle Journey for Social Justice About Pathey:- Pathey was registered in year 1993 and has pursued the pioneering work of Budget analysis, Goveranace and Advocacy work to further the cause of vulnerable and deprived sections of the society, to ensure Social Justice and Development and to create a debate over the financial allocations for the weaker sections of society and its impact over the development process. Pathey has been analysing the state, district, tehsil and national budget. Pathey analysis is focused upon the issues of Adivasis, Dalits, women, children, people with disability, NT-DNT, workers of unorganized sector, and other backwards classes. Pathey also works for capacity building of elected members and members of civil society organization for budget literacy. Pathey help by providing budgetary information to the members of civil society for strengthening their advocacy work. It organizes the training programmes for the elected representatives at (Panchayat level) to make them aware on financial allocation and spending, so that the village level elected representative can make budget for their villages and also ensure benefits of schemes to their village citizens from various schemes. One of the objectives of Pathey is to be a resource center for elected members, civil society, issue based organizations and networks, journalists, and academicians for providing information on budget, policy analysis, governance related issues for wider discussions and application of resources for change. Vision To ensure social justice and development, and to foster debates over financial allocations of the government for the poor and marginalized communities through, Empowerment, Capacity building, Budget Research and Advocacy process for transparent, accountable governance. Mission Creating multiple centers for Demystifying state budgets to facilitate understanding of public finance from the perspective of vulnerable section of society like (Adivasis, Dalits, women and children and disadvantageous communities.) and facilitate advocacy process for right based policy by sharing research knowledge, capacity building of people for seeking accountable governance. Strategy Pathey is Budget analysis and Research based advocacy and educational organization engaging at various levels with stake holders like elected representatives, policy makers, civil society groups, voluntary organizations, academicians, communities and media through dissemination, education and capacity building. 3 Pathey Trust s Narrative Report (March, 2016 to March 2017) for Project Budget Work in India: Advancing and Promoting Transparent, Accountable and Inclusive Governance Transparency, Accessibility and Availability of Budget Data: Sharing of Budget Analysis and Data During the month of March, in year 2016 and 2017, the state government presents its annual budget for the next fiscal year. We (Pathey Trust) prepared budget brief write ups on several departments (as indicated in the table A) demands on grants. The budget write ups provides budgetary information pertaining to department s demand with previous years trends, un spent utilization, variation from previous year, along with development outcomes and indicators, comparison with other states. The budget write ups are in simple language. We prepared Budget write ups on 13 Departments and 3 write ups on macroeconomic, and state s priorities and investment of public resources for social sector development in Gujarat. The budget briefs are distributed among the legislatures and media people one day before the actual discussion in the assembly, so that they have budget information. One of the objectives is to provide budgetary information to elected members, media people and general public for wider dissemination of budget and policy matters for having informed discussion. Pathey has been disseminating the brief budget write-ups along with comments and analysis (one day before the actual discussion in the assembly) to the elected members (MLAs) to facilitate understanding of budget expenditure (Previous years) and outlay for the next year. As the budget books are bulky full with numbers (which indicates budget expenditure and outlay for government s functions). The budget is presented in a technical terminology, one requires certain skills to demystify and comprehend the figures, these figures are not mere number but unfold many stories of giving privileges to certain sections of society, denying and deprivation of due share from state exchequers to some sections, these numbers tells priority of the state government for future year, whom state intends to take forward by providing budgetary acceleration. Pathey has been distributing the budget write-ups to legislatures, (as they are the legitimate entity to discuss and legislate the budget in the assembly house, as being the representative of citizens), so that legislatures can participate in the debates as they have readymade accurate information of state budget of every department. When they discuss the budget expenditure and outlay, they also discuss the performances of budget expenditure; this process of discussion brings many issues on the surface, where the state government has to respond to the legislatures concerns. The discussion on performances of department with budgetary information also creates some kind of pressure over the executives to perform better, as the performance are discussed and comments on poor performance is also aired. This in a way leads to accountability of executives and legislatures, when it is discussed in the assembly house by the legislatures, entire media also take note of it. 5 Strengthening People s Participation: 1. Pre-Budget Consultations: We have organized two pre-budget consultations one at Ahmedabad on 25 th October, 2016 and one at Vyara Tapti District (for Adivasi Asks in State Budget) on 8 th November, The Ahmedabad Pre-Budget consultation was attended 65 participants (Civil society members, Academicians, Activists and Others). The focus area of discussion was Gujarat state s development process and priority of public finances for achieving the goals of development mainly quality primary education for all, improvement in health care services and access to free medicines, recruitment of doctors at primary and community health centers, improvement of family welfare services in the tribal areas, social security for all workers of un-organised sector, agricultural workers, construction workers and salt pan workers, allocation for occupational diseases for factory workers. Besides, the consultation also recommended to enhance the budgetary allocation and expenditure under Gender budget to empower the women and girl child, legislation for implementing TASP and SCP strategy for development and welfare of the Adivasis and Dalits, there was also recommendation for enhancing the transparency in the state budget and implementation and the information should be made accessible to the citizens through government websites. We had invited various resources persons working actively with the issues like Adivasis, Dalits, women and children, workers of un-organised sectors, Health and Education issues and others. Each session was moderated by an academician and presentation made by the subject experts followed by the open discussion for suggesting the policy and budget related demands for the budget. The pre-budget consultation held at Vyara was focused upon on Adivasi issues and policy matters, where the participants were mainly community members, members of civil society and others. The Vyara Pre- budget consultation was attended by around 85 participants. After these two Pre-budget consultations, Pathey Trust prepared the charter of demands with incorporating the budgetary trends, development indicators and expectation on policy asks from Pathey Trust.5

Please find copy of Charter of Demands here The state government s some of departments have responded to the charter of demands by acknowledging the charter of demands and also positively taken policy decision and addressed in the budget , as indicated below, one of the charter of demands under Enhancing the transparency in state budget was that the state should issue The Outcomes Budget for each department, the state government issued the document on outcomes budget Besides, there are some more charter of demands get reflected in departments budget, we will prepare the detail report on it. We have received some responses from the Department of Finance and Labour Departments. Pathey Demand No.4 Department s Response Government Issued Outcomes Budget 4. The state should also publish the Outcome Budgets of the Administrative Departments, providing statistical information of administrative department s activities and Target set and achievement made during the financial year. 7 Strengthening People s Participation: 2.1 Awareness and Mobilization: The Budget Analysis work should help people and activists, grass root movements, issue based organizations in helping and building their capacities for strengthening their advocacy efforts. During the last seven months Pathey was approached by several organizations, movements and campaign to conduct the capacity building training programmes on budget analysis. Promoting the Budget Analysis work among Civil Society Members: Pathey Trust as its endeavor, has been promoting the Budget analysis work among the civil society organizations, academicians, students, journalists, elected members and others by sharing the budget analysis work, orientation and capacity building for doing the budget analysis. Pathey conducted four capacity building and orientation workshops at Himmatnagar, Anand, Amreli and Rajkot for the members of civil society to orient them about Budget analysis and tracking the budgetary schemes in their respective areas. The training workshops were held at new places to increase the outreach of Pathey s budget analysis work and promote the budget analysis and advocacy work in the Saurashtra region. The response to budget analysis orientation has been quite encouraging; the civil society members from remote places have never been acquainted with budget work. The content of workshop is according the kind of issues the civil society organization is working with; like at Himmatnagar, participants were working with issues of tribal empowerment and development, therefore, the training content was basic understanding of budget components of analysis and focus on Gujarat General Budget and TASP (Tribal Area Sub Plan). Similarly at Rajkot, the members were engaged with empowerment and development of Schedule Castes. The focus of training was on understanding of the SCSP (Schedule Caste Component Plan). The third training was held at Anand (Kheda) focusing on Health and Nutrition budget and indicators. The Amreli training was first attempt in that region to introduce the participants to budget work. Pathey has been approached by issue based organizations to give detailed case study and presentation on the various themes to understand the application of budget analysis for awareness, tracking, and capacity building for research and advocacy. 9 Pathey Trust also jointly facilitated workshop on SDG (Sustainable Development Goals) with CBGA, the workshop was organized by Wada Na Todo Abhiyan and CSJ (Center for Social Justice). The focus of workshop was to understand Public provision for social development and the existing social development indicators in Gujarat. Pathey Trust also facilitated the budget analysis training for the activists of Rehenuma Project for capacitating the activists to understand the budgetary process and tracking budget to provide benefits to the Minority communities from the state budget. Pathey Trust also conducted two budget analysis training programme for the staff members of AKRSP at Netrang campus to orient the basic of budget terminology for understanding the budget processes, reading budgetary numbers, budget analysis, linking the budget with issues and outcomes of development and TASP (Tribal Area Sub Plan), as the organization works for development of tribal communities and tribal areas. A presentation on status of education delivery under RTE was presented at RTE Forum Gujarat, highlighting the gaps in teachers, class rooms and budgetary provisions in Besides, the quality of education, transition rate from primary to upper primary and secondary was also discussed. Engaging with Academic Institutions for Budget work: Pathey has been pursuing to make alliances with academic and research institutions for sharing and learning the budget analysis works. During the last year, Pathey was invited by PDPU (Pandit Deen Daya Petroleum University) for presenting the paper on Public provisioning for the Child Budget in Gujarat, IIPH (Indian Institute of Public Health, Gandhinagar with collaboration of UNICEF Gujarat invited Pathey to present paper on Investment for Tribal Children in Gujarat. similarly, Paper was also presented on TASP Budget and Tribal development in Gujarat at Tribal Research and Training Institute, Gujarat Vidhyapith. 10 Vaso College in Kheda district invited for their students of Economic and Commerce to facilitate understanding the Public finance for social development in Gujarat state in last five years. Gujarat Economic Association invited Pathey Trust to its 47 th Annual Conference to present Key paper on Role of state and federal finance for economic development in Gujarat, on 6 th January, The paper highlighted the various aspects of Gujarat s public Finance priority for the social and economic development and recommendations. Deepening of the Budget work at ULB and PRI Level Pathey Trust has been pursuing the its horizon on deepening of budget from state to Urban and Panchayat level budget by analysis and also imparting training to other organizations for tracking and also generating awareness among the community members. Urban Budget and Governance: Gujarat state is rapidly urbanizing state due to state s positive push for it and also increasing industrialization in the state. The state government has been facilitating the urbanization process by spending huge budgetary allocation coupled with private participation; by the next Census- 2021, it seems, in Gujarat every 2 nd citizens will be living in urban area. The Urban local bodies have substantial its own financial and administrative resources, the citizens in urban areas have to access all the amenities from ULB, therefore, citizens participation in governance and budget analysis is essential to have inclusive process. Pathey Trust study and prepared a presentation incorporating the budgetary allocations, which directly benefits the community members. The workshop was conducted for the HDRC (Human Development Resource Center) s core team, working with urban issues. The budget analysis workshop on Ahmedabad Budget helped the team members to understand the budgetary provisions and also generate awareness among the community members for better implementation. Besides, Pathey also facilitated training for understanding the Urban Budget for the team members and community members of SXSSS (Saint Xavier Social Service Society). We also provided budgetary information of Ahmedabad Municipal Corporation s Sanitation budget to civil society members working with issues of Safai workers to help them to understand the budgetary provisions for sanitation work and their wages. Pathey also facilitated the training workshop for the partners of IGSSS (Indo German Social Service Society) to understand the urban budget and governance and incorporate the urban budget analysis in tracking and better implementation of budgetary provision for urban poor s Pathey Trust.10

Besides Pathey Trust also made presentation for the Urban Governance Network for focusing the AMC budget for the poor and slum dwellers to give overview of AMC budgetary provisions not getting utilized for them (which directly benefits the poor like, health care, nutrition, education, water sanitation, street lights, and other basic amenities. Pathey Trust also conducted orientation on urban governance for the elected members of Bhuj Nagar Pallika (Bhuj Municipality Corporation in Kachchh district). The elected members were elected last year and many of them were first time elected. The Urban Setu (KMVS, Kutch Mahila Vikas Sanghathan) works with Municipalities of some urban centers in Kutch on Urban Governance issues. The focus area has been to generate awareness among the village people for participating in the Gram sabha meetings and raising the issues of general amenities like water availability, construction of pucca roads, street light, proper drainage and sanitation, besides, opening of NREGA works, inclusion to access the benefits of various development and welfare programmes. The participants are informed about tracking and monitoring the food security progarmmes like PDS (Public Distribution System), ICDS for their kids, Mid Day Meal for their school going children, besides, also accessing the health care services from Village Sub Center and Primary Health Center. Apart from above mentioned, the village members are capacitated to organize the Ward wise meeting and discuss the basic amenities in their respective ward and pass resolution demanding it from Gram Panchayat. The ward wise resolutions passed are submitted to Gram Panchayat to incorporate in their Annual village development plan for seeking budgetary resources. The experiences of last year, has been quite encouraging and some development work has happened. Pathey was also approached by AKRSP (Aga Khan Rural Support Programme-Gujarat) for facilitating training for the freshly elected members of Sagbara Block Panchayat and Narmada District Panchayat for orientation of budgetary process so that they could take active part in budget formulation process. The office bearers of Cooperative society organized the workshop for the cooperative society to understand the budget proposals and financial allocation for agriculture and allied activities to access the benefits of various schemes for promoting the agricultural productivity. The farmers were provided information about the budget and various schemes for enhancing the farm productivity by accessing the benefits and entitlements of various schemes. In last nine months, Pathey conducted or facilitated 10 capacity development workshops on budget and application of budget analysis. Awareness and Mobilization for Health Rights: Pathey Trust Activity with JSA partners:pathey Trust also facilitated the training on Health budget for the JSA members under Campaign for Health Rights. 1 st two days training workshop was held on 30 th May at Ahmedabad; Mr. Ravi Duggal a Health Budget Expert also facilitated the training session along with Mahender, Pathey Trust. The participants were oriented towards the state s health budget from various departments (TASP, SCP) and Health and Family welfare Department; besides, budgetary trends for Rural, Urban helath care services, under various health care services providing units like PHCs, CHCs, Hospitals. The participants were also oriented toward new announcements made by the state government for free medicines from government stores and hospitals, free diagnosis for cervical and breast cancers and others. 13 The 2 nd workshop was held on 9 th September focused upon the district PIP (Project Implementation Plan), the government officials from Health department, particularly. NHM (National Health Mission), those who are in charge of preparing are implementing the activities of NHM. The facilitation by state s NHM project team also helped in building the rapport with them for future engagement. Printing and Publication Publication of Newsletter: During the last year, we published three newsletters for disseminating the budget analysis and research outputs. The one newsletter was exclusively focused upon on Health care and budget in Gujarat state; and another newsletter was focused upon Education Budget and Nutrition budget. The third newsletter was published in Marc, 2017 providing the budgetary provisioning information for budget at macro level focusing on development indicators of the state. These newsletters are uploaded on Pathey s website. The newsletters were distributed among the members of civil society organizations, media people, academicians and government officials. Research work: We have conducted research work on Health care status and budget in Gujarat taking budgetary expenditure trends for last ten years; besides Health care, we have also conducted research Education, Nutrition, Investment for Tribal Children in Gujarat state and Status of Gujarat Macro-economics in context of 14 th Finance Commission s recommendation for higher devolution and state s priority for social sector development. Public Investment for Health Care in Gujarat Public Investment for Elementary Education in Gujarat Public Investment for Nutrition in Gujarat Copies of Policy Brief are available here Data Portal: Pathey also entered with partnership with CBGA led PBI (People s Budget Initiative) for collecting and compiling data sheets for Gujarat based Municipal Corporations namely Ahmedabad, Vadodara, Rajkot, Bhavnagar, Junagadh and Gandhinagar city. The data sheet has last five years budgetary data for Revenue Receipt, Revenue Expenditure, Capital Receipt and Capital Expenditure. The Budget documents for Municipal Corporations are not easily available in the public domain, even though, the corporation have their own website and interface with citizens for tax collection and registering the complaints for getting the basic services. we interacted with the budget divisions of Municipal Corporations for acquiring the budget documents. In the process, Municipal corporations uploaded the budget documents in their respective website. There is scope to work at Municipal Corporation for governance, as with rapid urbanization, more and more people will be in urban centers, besides, Urban local bodies particularly, the Municipal Corporation have their own resources and authority to raise the financial resources with state s legislation backing. The Municipal Corporation budget presentation is at very nascent stage, where the budgetary process needs a manual to make uniform format for all Municipal Corporations, as state governments formats. There is scope for advocacy with state and Corporation level to adhere the Municipal Corporation s Manual for presetting the budget, bring more transparency in the budget process by keeping budget documents in the public domain, making budgetary process more participatory by involving the citizens in preparing ward wise budget. The Municipal Corporation s staff engaged in Budget division needs to be imparted training for making budgetary process and presentation robust, as the municipal corporations budget sizes are also getting bigger in size. 15 Constraints faced: Delay in approval of proposal and receipt of grants constrained many field based and programmatic activities. Pathey Trust opted for fewer budgets than the approved. We did not conduct capacity building up activities around budget at village Panchayat level due to the Village Panchayat elections to be held in December, 2016; and the newly elected members took charge only in the last week of January, We focused on Pre Budget consultation and preparation of Charter of demands and submitted at the appropriate time. We rather concentrated on research work on Education, Nutrition, Health care etc. We collaborated with civil society organizations and utilized research output for building their capacity for budget analysis for their advocacy and understanding.
