6 Maharashtra Being pioneer State regarding inception of PRIs. Establishment of three tier system since Maharashtra ZP & PS Act 1961 & Bombay village Panchayat Act Transfer of 11 subjects to PRIs from a list of 29 in the XI schedule of constitution. Devolution of funds, functions and functionaries since its inception.
7 A specialized Accounts code for ZPs & PS in the State Linkage among three tiers statutory provisions such as, Chairperson of PS being a members of ZPs Vice chairperson of PS being a chairman of Sarpanch Committee Powers of standing committee to suspend a resolution of GP Executive powers of CEO ZP over PS & VPs Status of a Deputy Minister to preside ZP and provision of honorarium to office bearers
8 Formation of standing committee and nine subject committees. Legal provision for a CEO of ZP to remain present for every meeting of ZP unless prevented by sickness or other reasonable clause. Legal provision empowering a ZP to move a no confidence motion against a CEO following due procedure. Power of standing committee to accord leave of a month to CEO ZP exceeding four months to group A/B officers working in a ZP. A special provision of minimum 3/4 th majority for passage of no confidence motion against a chairperson of women & CW committee.
9 Empowering president ZP to call a State officer for a meeting of ZP with a legal provision. A legal provision to publish Annual Administrative Report for ZP & PS and to be laid before each house of legislative assembly. A Dedicated team of functionaries to PRIs with gazetted officers on deputation and group C & D officials being employees of ZP. The Salaries allowances and provisionary benefits being bourn by State Government. The CEO being appointing & disciplinary authority for group C & D officials of ZP. Dedicated team of group A & B officers from line departments being answerable to PRIs prouded their services conditions are governed by state
10 Provision of approval of GS for issue of license to a liquor shop being made mandatory. Power given to women gramsabha and provision of resolution of mahila gram sabha to suspend/ abandon licensed liquor shop Cent percent grants to PRIs for the agency & transferred schemes to ZPs & also schemes of State & district plan. Grants for salaries, allowances & pension benefits to all deputed officers & all group C & D officials of ZPs. Separate budget to ZPs & TPs; to be sanctioned by them as per schedule A & B or the Act
11 Property tax and water usage tax andunited grants from state funds to VPs on performance basis in Gadge Baba Abhiyan, Paryavaran Yojana, Tanta Mukti Yojana etc. Statutory provision of fixed outlay for Sc/ST population and women in annual budget of PRIs. Regular release of central & state finance commission grants to PRIs and submission of SFC. Report to the legislature. Statutory powers conferred to PRIs and their standing and subject committees for according sanctions to schemes and projects.
12 Enactments in respective acts of the state with reference to PESA and special provision for the VPs in scheduled/ PESA areas. Reservation to SC/ST/VJNT/OBC in PRIs as per statutory provision and 50% reservation for women with a provision of reservation for office bearers in rotation; 3% statutory provision in annual budget for handicapped Statutory powers given to VPs to levy and recover property tax, fees regarding construction work, markets, pilgrims, animals, purchase, shops/ hotels & industry property tax. A Panchayat raj committee of legislature constituted to review and recommend about the performance of PRIs in the state. Special Act to constitute a wink of local cess audit for PRIs along with the audit of CAG/AG
13 Social audit adoption in various schemes It enabled e- Governance with Sangram software and online financial transaction along with e- tendering made mandatory for PRIs. A dedicated unit of SIRD, with central & state finances and a circuit of (21) govt/nongovt training institute funded from state. Training and capacity building of officials & non officials in PRIs on a regular basis with adoption of state training policy
