Background The African Union (AU)/New Partnership for Africa s Development (NEPAD) Water Centres of Excellence (WCoE) aim to create a network for institutions who are involved in research and training within the water sector. Such a network will provide the basis for network members to communicate and collaborate, in order to build capacity and stimulate innovative research within the water sector on the African continent. The AU/NEPAD WCoE initiative has been adopted by the African Ministers Council on Water and Technology (AMCOST) and African Ministers Conference on Water (AMCOW) in With a vision to contribute to the improved human and environmental well-being through research and development in water and sanitation the AU/NEPAD Southern African Network for WCoE (SANWATCE) would focus on the following five objectives: Research which is focused on the creation and development of new knowledge and technology. In meeting this responsibility, all research projects must explicitly take gender challenges into account. Education and training: Human resources must be, at least, developed through Masters and Doctoral degree programmes, post-doctoral support, internship programmes, support for students to study abroad and joint ventures in student training (between higher education institutions involved with the AU/NEPAD SANWATCE Consortium or otherwise). Information brokerage: The knowledge held by the AU/NEPAD SANWATCE members will be made accessible by promoting knowledge sharing and knowledge transfer activities. To this end, the AU/NEPAD SANWATCE must maintain contemporary knowledge in suitable data bases and offer to interpret it for the benefit of the relevant end users. Networking: The AU/NEPAD SANWATCE must actively collaborate with local and international individuals, groups and institutions that are reputable and knowledgeable in the water sector. Equally, the AU/NEPAD SANWATCE Consortium must negotiate and help realise national, regional, continental and international partnerships. A bi-annual conference will also be organised, for researchers within the AU/NEPAD SANWATCE to present their research. Service rendering: The AU/NEPAD SANWATCE must provide information, analysis, policy and other services, including informed and reliable advice, to government, business, and civil society across the African continent Through a call for interest by AU/NEPAD and a thorough evaluation based on specific criteria, the following (initial) members were selected to be part of the AU/NEPAD SANWATCE: Stellenbosch University (South Africa) as the hub International Centre for Water Economics and Governance in Africa (Mozambique) - Node University of KwaZulu-Natal (South Africa) - Node University of Western Cape (South Africa) - Node University of Malawi (Malawi) - Node P a g e 3 o f 94

4 University of Zambia (Zambia) - Node University of Botswana (Botswana) - Node The Council for Scientific and Industrial Research, CSIR (South Africa) Node It is the aim of the AU/NEPAD SANWATCE to identify at least one institution from each of the 15 SADC countries by the end of 2014, from where the objectives of the AU/NEPAD SANWATCE can be initiated. To this end, the Namibia University of Science and Technology accepted an invitation to become a network member, as from November Currently, the AU/NEPAD SANWATCE Secretariat is funded by a R6,300,00.00 DST grant ( ) 1. Two research projects have been initiated by the AU/NEPAD SANWATCE: A research project with the European Commission Joint Research Centre (EU JRC) of 460, (concluded in May 2013). A research project funded through the African Union of 651,279.01, representing 80% of the total cost of the project. The aim is for this project to conclude in 2015, and is undertaken by consortium members in the AU/NEPAD SANWATCE. The aim of this report is to provide an overview of activities for the time period of 1 January 2013 to 10 October Some information dated earlier will be provided as background. 2. Southern African Network of Water CoE s achievements to date - overall Notwithstanding challenges, as will be highlighted later in this document, the SANWATCE has achieved the following since its inception: a. Established an initial network of eight members from five Southern African Development Community Member States. These members are: Stellenbosch University (South Africa); International Centre for Water Economics and Governance in Africa (Mozambique); University of KwaZulu-Natal (South Africa); University of Western Cape (South Africa); University of Malawi (Malawi); University of Zambia (Zambia); University of Botswana (Botswana) and the Council for Scientific and Industrial Research(CSIR) (South Africa). Note that one of the key activities for the 2013/2014 period is to expand this network to include institutions from (hopefully) all SADC countries, which will be discussed in more detail later in this document. b. Obtained endorsement at the fourth Conference of the AMCOST in 2009 to further establish the networks of centres of excellence in water sciences and technology 1 This agreement was extended in 2013 from its initial agreement in 2009 to extend to P a g e 4 o f 94

5 under the AU/NEPAD Office of Science and Technology, with the Stellenbosch University designated as the hub 2. c. Secured and successfully completed a project with specific deliverables to the value of 461,000 with the European Commission through the Joint Research Centre in Ispra, Italy. The initial consortium, as mentioned above, is jointly taking part in the project, with the Stellenbosch University as the hub and coordinator for the project. d. Secured a research project with specific deliverables to the value of 651, through the AU. This project is being managed by the CSIR, and aims to conclude by e. Completed the development of a Business Plan in 2012, for the AU/NEPAD SANWATCE for the period f. Obtained endorsement from the SADC Water Division (at the SADC Water Resources Technical Committee meeting in Lusaka, Zambia, 7 May 2013) and subsequent ratification at the SADC ministers meeting as follows: i. Approve the AU/NEPAD SANWATCE Business Plan (Section ); ii. Approve the proposal for AU/NEPAD SANWATCE to be the implementing agent for the Water Research Fund for Southern Africa (WARFSA 2.0), a programme of SADC Water Division (Section ). g. Completed a positive financial audit by the DST end h. Completed a positive programme evaluation for the DST by external consultants i. Held various workshops with stakeholders to establish the function of the SANWATCE, some of which will be reported on later in this document which was part of the reporting period. These workshops will be discussed in detail later in this document. j. Attended the 9 th, 10 th and 11 th AMCOW General Assembly meeting in Johannesburg (2011) and Cairo 2012 and The AU/NEPAD SANWATCE Secretariat has been delegated by the AMCOW, to develop a Human Capacity Development Programme aimed at addressing junior professional and technician level capacity challenges in the water sector. 6 k. A working relation has also been established with the SADC Water Division. In essence, the Business Plan has been approved by the SADC Ministers of Water, and in addition, AU/NEPAD SANWATCE has been approved to be the implementing agent of the WARFSA 2.0, which will be discussed in more detail in the report. l. Assisted in organising the 2013 Southern African Young Water Professionals conference at the Stellenbosch University. AU/NEPAD SANWATCE Secretariat administrative assistance, Me. Nora Hanke was the Chairperson of the Organising Committee. m. Establishment of an operational AU/NEPAD SANWATCE Secretariat hosted by the Stellenbosch University. n. In order to improve awareness of the programme with partners and stakeholders, a weekly e-news digest of news form the African water sector is published to more than 620 subscribers. This e-news digest is published via and has published more than 2,300 articles. It is also accessible through the website at o. The Namibia University of Science and Technology (currently Polytechnic of Namibia) accepted an invitation to become a network member as from November Project challenges Unfortunately, the SA Water CoE project has not been without challenges. These challenges include: Challenge 1. Resources are required in order to fund the activities of the Secretariat. Mitigation Partners need to be engaged in order to mobilise financial resources. Although funds are provided by the DST to fund administrative activities of the AU/NEPAD SANWATCE Secretariat (which is also used to assist in the current research projects), these funds fall short of funding the activities envisaged in the Business Plan for the network. For example, a shortfall of approximately P a g e 6 o f 94

7 R4 million is being experienced to cover costs of the Secretariat per year, as planned for in the Business Plan. This excludes. Network activities as defined in the Business Plan - approximately R11 million per year, 2. and specific funding for the WARFSA 2.0 approximately US$ 19.5 million per year for 10 years. 4. Major activities and outcomes undertaken for report period January 2013 Oct 2013 Focussing on this report period, January 2013 to May 2013, the following major activities have been undertaken by the SA Water CoE program office. Activity 1. Finalised DST contracting for the extension of the current agreement (DST/CON 0210/2009) Please refer to Annexure I for detail. 2. Various discussions with WaterNet and SADC Water Division, culminating in a meeting on 18 April 2013 in Gaborone. 3. Approval of AU/NEPAD SANWATCE Business Plan at SADC Ministers of Water Outcome Contract and financial arraignments are in place for Please refer to Annexure III for detail. - The NAPAD SANWATCE Business Plan was approved by the SADC Ministers of Water. - AU/NEPAD SANWACTE appointed as the implementing agent of WARFSA A working relationship has been established and now needs to be nurtured. Following a workshop with members of the SADC Water Resources Technical Committee in Lusaka (5-6 May 2013), the following decision was approved by the SADC Ministers of Water: Approve the AU/NEPAD SANWATCE Business Plan (Section ); Approve the proposal for AU/NEPAD SANWATCE to be the implementing agent for the Water Research Fund for Southern Africa (WARFSA 2.0), a P a g e 7 o f 94

8 programme of SADC Water Division (Section ). 4. Approval of AU/NEPAD SANWATCE Business Plan at the Southern African Ministers of Science and Technology (SAMCOST). 5. Updated Business Plan to indicate working relationship with WaterNet and WARFSA 2.0 A process has been initiated with the guidance of AU/NEPAD (Prof Aggrey Ambali) and SA-DST (Mr. Funda Mpanza), to place the AU/NEPAD SANWATCE Business Plan in the SAMCOST agenda, for potential adoption. The objective is that the meeting should take place before the end of Improved communication with regards to the vision, objectives and working plan of the AU/NEPAD SANWATCE. 6. EC JRC project milestones 2; 3 and to May Assisted partners to complete: - KM2.2 developing a list of actions and channels for the dissemination and dissemination material. - JLP 1.3 preparation of mechanisms for dialogue, awareness raising and coaching elements. - KM2.3 produce educational material, linked with Aquaknow platform and development of courses - JLP 1.4 consultative planning seminar in Botswana (June 2012) - JLP 1.5 final design of the seminars and trainings (Jan 2013) - JLP1.6training/seminars o Zambia April 2013 o Botswana April 2013 o Malawi April 2013 o South Africa May 2013 o Mozambique May JLP 1.7 proceedings and feedback material from the trainings/seminars - JLP 1.8 AMCOW and SADC reports - KM2.4 international workshop (Oct 2012) - KM 2.5 e-conference and the proceedings of the e-conference (Nov and Mar 2013) Completed the project successfully. The project established the AU/NEPAD SANWATCE as a network which is able to deliver high level research outputs amongst network members. The project also strengthened the partnerships in the network and the working relationship with the EC. The project was concluded during a three day workshop in Dakar, Senegal from 30 September 2013 to 2 October Discussions and a concept proposal have been completed for Phase 2 of the project, with the aim to send the proposal to the EC JRC via SADC Water Decision. 9 7. Country Water Resource Profiles (CWRPs). Refer to Annexure V for detail. An additional output from the EC JRC project is the CWRPs. These CWRPs are currently compiled for South Africa; Mozambique; Botswana; Zambia and Malawi. 8. Facilitation of 2 research consortia to respond to the British Department for International Development (DFID)/Royal Society first round of research proposals March These CWRPs highlight the outputs of the EC JRC project and raises the profile of the AU/NEPAD SANWATCE as a scientific research network in Southern Africa. Such CWRPs can also be developed through research for other African countries. The objective is to publish the CWRPs. Links and relationships with and between the Consortium members were strengthened through the Call. 9. Aquaknow KMS established collaborative groups for the EU JRC consortium members and also the secretariat to share information on the Aquaknow on-line Knowledge Management System. 10. Preparation and submission of a major research project of 1million on the African Caribbean Pacific (ACP) call February Increased communication. Unfortunately the application was unsuccessful but the proposal can now be refined and resubmitted to other funding agents. Links and relationships with Consortium members were strengthened through the Call. 11. The AU/NEPAD SANWATCE Secretariat was invited to participate in the following workshops and conferences with partners (not related to research projects): - Workshop of the Western African Network of Water Centres of Excellence (WAWATCE) with the EC JRC (Ghana April 2013) - Organisation for Economic Co-operation and Development (OECD) Stellenbosch May ChinAfrica Workshop at UWC, Cape Town June Review of the AU/NEPAD Consolidated Plan of Action (CPA) workshop held in Johannesburg - European Water Initiative panel at the The purpose of the AU/NEPAD SANWATCE as a network of research institutions, not only in South Africa but Africa-wide, was conveyed and working relations established which could lead to future projects and collaborations. 10 World Water Week in Stockholm September Common Market for Eastern and Southern Africa (COMESA)-AU/NEPAD workshop MAPPING OF RESEARCH & INNOVATION INSTITUTIONS Establishing synergies between AU/NEPAD and COMESA on the African Science, Technology and Innovation Indicators (ASTII) Initiative. Nairobi, Kenya Sept th AMCOW General Assembly Refer to Annexure II for detail. AU/NEPAD SANWATCE attended the 11 th AMCOW General assembly and was directed to develop a Human Capacity Development Programme aimed at addressing junior professional and technician level capacity challenges in the water sector. Decision: EXCO/11/2013/CAIRO/ United Nations (UN) World Water Day 22 March 2013 In collaborating with various institutions a programme outline will be developed, indicating the scope and implementation plan, budgets, to be presented at the next AMCOW General Assembly in The AU/NEPAD SANWATCE, with the Stellenbosch University Water Institute, organised a Walk for Water event as part of the UN World Water day festivities. At the event Prof. Eugene Cloete, Vice Rector for Research and Innovation at Stellenbosch University and the Mr Side go, the Mayor of Stellenbosch participated. Parallel to that, a virtual conference on Joint Action in Water Knowledge Management took place on Aquaknow as part of the EC JRC project. The role and activities of the AU/NEPAD SANWATCE was highlighted to the media and participants. 14. WARFSA 2.0 workshop June 2013 A workshop was conducted in Stellenbosch with a working group of 6 members of the AU/NEPAD SANWATCE Secretariat, as well as external specialists who has previously been involved in WARFSA, before the first programme phase came to an end in P a g e 10 o f 94

11 The objective of the workshop was to establish the programme objectives, administrative structures and begin writing a financing proposal of WARFSA 2.0 since it will be managed by the AU/NEPAD SANWATCE. Financial arraignments with AU/NEPAD still have to be finalised, before the proposal can be completed. The draft proposal was completed and attached as Annexure VI to this document. 15. United Nations Educational, Scientific and Cultural Organisation (UNESCO) HOPE Project Steering Committee Please refer to Annexure IV for detail. The AU/NEPAD SANWATCE was requested to be a member of the UNESCO Hydro free and/or Open-source software Platform of Experts (HOPE) Steering Committee. Other Steering Committee members include AMCOW; Africa Water Resources Capacity Building Programme (AwacaB); United Nations Economic Commission for Africa (UNECA) and UNESCO. The launch of the Programme took place in Paris, June Possible collaboration with the Southern African Science Service Centre for Climate Change and Adaptive Land Management (SASSCAL) research programme. As this programme is also supported by the SA DST, initial discussion took place in order to investigate possible collaboration between the AU/NEPAD SANWATCE and the SASSCAL programme. Further contact has been made with Dr. Jörg Helmschrot Senior Scientist SASSCAL Scientific coordination An initial informal meeting took place between Mr Jonathan Diericks and Mr Nico Elema. The three key points emerging from that meeting: The AU/NEPAD WCoEs and SASSCAL (and the Applied Centre for Climate and Earth Systems(ACCESS) will emphasise appropriate and practical collaboration, in this phase 1 of SASSCAL with projects (specifically in this case, the water projects). The engagement will be more actioned around linking, engaging and info sharing P a g e 11 o f 94

12 (attending relevant meeting from each other s institution) like Nico Elema attending the Theme leaders meetings of ACCESS and me attending some of their meetings etc. This will allow each of the institutions to get a better understanding of what they are about, what they are doing and how, and then to identify potential areas of collaboration, and or, practical partnerships. Then, after Phase 1 of the SASSCAL project, there will be a drive to converge the AU/NEPAD WCoEs water research priorities with those of SASSCAL and potentially ACCESS s water theme. This could allow for an integrated super programme related to water research in Southern Africa, strengthened by the fact that the AU/NEPAD WCoEs have the mandate from SADC (and the network) to use WARFSA 2.0 to implement research projects in the region (we could potentially pool funding and develop proposals for potential international funding etc.). This could open up the region to scientific exposure and collaboration. The knock on effects of having such a strong collaborative platform (AU/NEPAD WCoEs, ACCESS and SASSCAL) could also serve as a basis for stronger engagement with SADC, the region and beyond not only in water but with other thematic areas. The 3 institutions will draft a Cooperation Agreement related to the water thematic area. This will be the basis for further engagement and will add some substance to the points mentioned above. In short, we see it as a REAL opportunity to bring together (converge) the three institutions in some form of collaborative partnership for the country, and the region at large, with regards to water research. 13 On-going discussions need to take place between DST<>SASSCAL and AU/NEPAD WCoE. 17. Initiated the planning and design of marketing materials as part of the communication strategy of the SANWATCE network. 18. Updated the website as part of the communication strategy. Improved communication and awareness of the programme. Improved communication and awareness of the programme. 19. Southern African Young Water Professional Conference Stellenbosch, South Africa. July The AU/NEPAD SANWATCE actively participated in the organising of the Southern African Young Water Professionals conference which took place at Stellenbosch University in July AU/NEPAD SANWATCE secretariat member, Ms Nora Hanke was the Chairperson of the Organising Committee and the Secretariat supported her activities. A greater awareness of the AU/NEPAD SANWATCE and its activities was established at the conference. Being able to support Ms Nora Hanke enabled the OC to organise the event successfully. 20. Steering Committee meeting A Steering Committee meeting took place on 19 September The meeting was held at the Stellenbosch University via Skype audio. A representative of the SA DST was also there to provide valuable input. The network members were updated on the progress and challenges of the network and provided input as to the future direction of SANWATCE. P a g e 13 o f 94

14 21. Expanding the network to include at least one institution per SADC country. The process to identify institutions and contact has been initiated with the objective to invite institutions to become members of the AU/NEPAD SANWACTE network. To this end, the Namibia University of Science and Technology (currently the Polytechnic of Namibia) has accepted an invitation to become a network member as from November P a g e 14 o f 94

15 5. Activities to be undertaken for next funding period In order to fulfil the mandate as determined by the DST, AU/NEPAD and AMCOST/AMCOW, the SANWATCE programme office intends to undertake the following activities between November 2013 and December 2014: 1. Further expand the AU/NEPAD SANWATCE, to include one institution in each SADC Member State. 2. Approve the NEPAD SANWATCE Business Plan at the Southern African Ministers of Science and Technology (SAMCOST) meeting (with the assistance of SA-DST) 3. Complete the WARFSA 2.0 project proposal and collaborate with the SADC Water Division to secure funding for the programme. 4. Participate in the WaterNet conference in Tanzania, in order to launch the WARFSA 2.0 programme. 5. Collaborate with the SADC Water Division to initiate Phase 2 of the EC JRC project. 6. Assist network members in completing Deliverables of the AU project. 7. Enhance the sharing of knowledge within the network by making use of Knowledge Management Systems. 8. Create and establish links with other international and regional organisations which operate in Africa and specifically Southern Africa, such as the Water Institute of Southern Africa (WISA); WaterNet; 2iE; Africa Water Association (AfWA); Water Operators Partnership (WOP); International Water Management Institute (IWMI); UN-HABITAT, and others. 9. Attend and represent the AU/NEPAD WCoE network at AMCOW/AMCOST meetings. 10. Facilitate an annual Steering Committee meeting in Seek additional funding and liaise with funders and potential donors, in order to raise the balance of funds based on the Business Plan. The funding shortfall at the moments is as follows: a. Secretariat activities R4 million per year over 3 years b. Network activities R11 million per year over 3 years c. Current Financial Analysis There was an increase in the spending of DST funds during the 2012/2013 financial year, in order to maintain the uninterrupted activities of the AU/NEPAD SANWATCE as presented in the Income and Expenditure statement in Annexure VII to this document. A decision was taken at the Progress Meeting, of 26 July 2013 to the effect that the annual report is to be submitted early October 2013to initiate the payment of the R1,1 million 3 tranche by end November Current balance The full income and expenditure as at end October 2013 is reflected in Annexure VII of this document, and reflects funding provided by the SA DST as part of funding agreement DST/CON 0210/ Conclusion In order to make the SANWATCE initiative a success, a partnership needs to be established between organisations that share the same vision and objectives. To this end, we would like to thank the SA DST, not only for their financial support, but also the support received by personnel in providing strategic input the establishment of the SANWATCE.
