Dr. J Sadakadhulla, Regional Director, Reserve Bank of India, Shri Natarajan, General Manager, NABARD, Chennai, Shri M Balakrishnan, General Manager (RBD), Indian Bank, Corporate Office, Chennai, Smt V Shantha, Convenor SLBC, Senior Executives/Officials of various banks, Senior Officials of various Government Departments and District Co-ordinators of banks participated in the meeting. The list of participants is given in the annexure. Shri M Balalakrishnan, General Manager (RBD) Indian Bank in his welcome address outlined some of the key performances of banks wherein Credit Deposit ratio has improved from the level of 77% as of March 2013 to 78% in June There is further scope for improvement. The credit outstanding under Agriculture has been maintained at 21.5% more than the mandatory level of 18%. Growth in deposits of all banks in UT of Puducherry is Rs crores during this quarter when compared to the growth of Rs crores witnessed during the corresponding period of last year. Growth in advances of all banks in UT of Puducherry is Rs crores during this quarter when compared to the growth of Rs crores witnessed during the corresponding period of last year. Growth in advances under priority sector of all banks in UT of Puducherry is Rs crores during this quarter when compared to the growth of Rs crores witnessed during the corresponding period of last year. Under Annual Credit Plan, banks have disbursed Rs Crores registering 91% of quarterly target. The percentage of DRI advances to total advances is only 0.06%. The advances to minorities are improving but more efforts are required to reach the desired level of 15% of Priority sector. Similarly advance to SCs/STs also needs improvement. He appealed to all the members to take collective efforts to attain the desired level in all the key functional areas. Page 1 of 14

2 Under Financial Inclusion Banks are performing well by opening more accounts without insisting on any minimum balance. At the same time credit facilities are also to be extended to eligible and needy persons either through KCC to farmers, GCC/OD to non-farmers to bring in more transactions in these accounts to make them really financially included. Other products as per Annual Financial Services Plan are also to be provided to these villages. Another area where banks are performing well is smoother implementation of Direct Benefit Transfer to identified Central Government Schemes. The same tempo is also maintained for State Government Scheme of Old Age Pension also. He requested the banks and Government departments to sustain the level of co-ordination. He expressed that Government of Puducherry and Banks are playing a complimentary role to each other for the development of the UT at large and the disadvantaged sections of the society in particular through implementation of Government Sponsored Schemes. Bankers should continue to extend cooperation to the State administration. The pioneering efforts rendered by UT of Puducherry in respect of all the above spheres should be continued in the years to come. Shri B Raj Kumar, Executive Director, Indian Bank in his Presidential address informed the members briefly of the current Global and domestic economic scenario In the macroeconomic and monetary developments for the First Quarter Review released by Reserve Bank of India, it has been mentioned that the present global financial conditions remain stressed and domestic policy changes have not sufficiently improved the business conditions. The growth continues to be slack, while inflation concerns, especially in the form of high consumer price inflation. Global growth had remained subdued, with improvements in some Advanced Economies (AEs), getting counterbalanced by slowing growth in key Emerging Market and Developing Economies (EMDEs), including China and India. The International Monetary Fund (IMF) in its World Economic Outlook has revised the global growth down to 3.1 per cent in 2013 from 3.3 percent earlier. The Indian economy grew at 4.4 per cent in Q1, , lower than 4.8 per cent in the Q4, The Indian economy continued to remain sluggish.the slowdown has also turned pervasive with most sectors growing below trend. Leading indicators do not suggest immediate improvement in production activity and a slow paced recovery is likely to shape only later in , supported by good monsoon that could shore up rural demand. Any recovery in growth therefore relies largely on agriculture. An above normal and well distributed monsoon during current kharif season has significantly improved the outlook on agriculture. Cumulative rainfall during July to August 2013 was 10.9 per cent in excess of normal at the All-India level and the crop sown area is 6.8 per cent higher than last year. This creates an upside to our current agricultural growth estimate of 3.5%. Agricultural growth is expected to pick up as a result of encouraging south west monsoon. It is expected that the performance of agricultural sector during would be better than last year. But the momentum in industry and services is likely to remain weak. Overall we now see downside to our GDP growth forecast of 5.5 per cent for Page 2 of 14

3 Growth projection for has been revised downwards to 5.5 per cent from 5.7 per cent in May 2013 Annual Policy. Reserve Bank will endeavor to condition the evolution of inflation to a level of 5.0 per cent by March 2014, using all instruments at its command. Aggregate deposit growth has been retained at 14.0 per cent and Non-food credit of SCBs is projected to grow at 15.0 per cent. Coming to Banking Developments in UT of Puducherry, he noted that Banks in UT have shown commendable performance during the 1 st quarter of the year During the review period the banking system has registered growth in all financial parameters. The deposits have registered a growth of 3.3% and advances have grown by 3.6% which has resulted in marked improvement in CD Ratio of 1% over March 2013 and registered a level of 78% against the benchmark of 60%. He requested all the banks to sustain the momentum to reach further heights. Performance under Annual Credit Plan (ACP) during the 1 st quarter of is another highlight, where banks were able to disburse Rs crores against the target of Rs crores. He requested that the shortfall during the 1 st quarter be achieved in the coming quarters as it is a general trend that Banks in UT of Puducherry achieve the target set for ACP every year. Another noteworthy performance is under Agriculture which has maintained a level of 21.5% much above the stipulated norm of 18%. He requested the banks to put in more efforts to achieve the targets under DRI, Minorities and SC/ST outstanding. The focus is to be given to reach the level of at least 15% of Priority sector Credit under outstanding loans for Minority communities. On the Financial Inclusion front RBI has attached great importance to speedier branch expansion in unbanked rural centers for ensuring seamless roll out of the Direct Benefit Transfer Scheme of the Government. Towards this end, banks are being advised to front load the opening of branches in unbanked rural centres over a 3 year cycle co-terminus with their Financial Inclusion Plans (FIP) and have also requested all the banks to open bank accounts for all eligible households. Metropolitan areas are also to be brought under the fold of Lead Bank Scheme in order to extend the institutional mechanism for financial inclusion to urban areas. Under Direct Benefit Transfer Scheme which has been implemented in Puducherry from onwards, so far an amount of Rs.6.58 Crores have been transferred through this mechanism. DBT has also been started for LPG consumers from Out of 2.38 lakh LPG consumers, Banks have seeded 1.28 lakh constituting 54%. I urge upon my banking colleagues to raise up to the expectations of the govt by seeding minimum of 90% of the LPG Consumers to their respective bank accounts. In Yanam district also the roll out of DBT has started with payment of Rs.1.66 Lakhs under IGMSY (Indira Gandhi Matritva Sahyog Yojana) Scheme. The implementation of Direct Benefit Transfer with the co-operation of banks, implementing agencies and other entities is another important milestone of performance in banking history of Union Territory of Puducherry for which everyone needs to be congratulated. Besides, Government of India have also announced several other measures to ensure inclusive growth by emphasizing provision of credit to farmers through revised Kisan Credit Card (KCC) scheme and ensure that every eligible farm house hold is provided with KCC and non farmers with General Credit Card (GCC)/Over Draft (OD) facility. 4 He called upon the banks to improve the credit delivery under Financial Inclusion Accounts by providing KCC/GCC/OD facility for need based and timely credit in taking the concept further. Utilization of FLCC, INDSETI and Business Correspondents in villages should be to the maximum extent available. The apex forum of SLBC in Puducherry is always receptive and participatory with free and healthy exchange of views for the betterment of the society. Hence, hoped the continuation of same trend in the meeting also resulting in identification of bottlenecks, suggestion of remedial measures to overcome them and to enable smoother flow of benefits to the targeted people of the State. Dr. J Sadakkadulla, Regional Director, RBI in his address informed the members of the important points of the various policy statements of Reserve Bank of India regarding Growth in GDP, Current Account deficit, etc. He informed the members that policy on providing license to new banks has an important clause which requires the new banks to open 25% of their branches in unbanked areas which would improve the concept of Financial Inclusion. The role of BCA in distribution of Direct Benefit Transfer is important especially in Old Age Pension Payment, MNERAGA wage disbursement, LPG Subsidy as they are available in the village itself. He requested banks to consider increase the number of BCAs based on the operational areas and number of transactions handled or open Ultra Small Branches in all BCA villages. He requested banks to ensure achievement of targets and sub targets under lending to MSME sector. National Rural Livelihood Mission (NRLM) would be replacing SGSY from this programme year onwards and he requested banks to ensure all eligible SHGs are provided with adequate and timely credit for income generation activities. Shri. Natarajan, General Manager, NABARD in his address highlighted the important points of various innovative investment credit oriented programmes in Agriculture being implemented by them with banks in recent times. He requested banks in Puducherry to utilize the experience to implement similar projects in Union Territory also. The projects which are having more relevance to Puducherry are Dairy Development which plays an important role in poverty alleviation of rural people and requested banks to encourage such projects for which subsidy is also available. Vegetable cultivation is another area which has good scope for development as land requirement and cost of investment would be minimal banks can consider credit proposals for vegetable cultivation under organic farming. Organic farming aims at conservation and proper management of natural resources. Banks can consider financing of viable projects in this area. He informed the forum of the salient features of NEEDS Scheme. He outlined the benefits acquired through various projects for growing trees of various varieties especially Teakwood. He called upon the banks to encourage formation of farmers clubs in the villages. He requested banks to provide credit facilities through Joint Liabilities Group Concept. He requested banks to consider loans under DRI Scheme to deserving persons so that the lending norms can be achieved. He requested all concerned to utilize the facilities offered by Grama Bank in Puducherry which is having branches in rural areas Page 4 of 14

5 Discussion on Agenda Items: AGENDA 1 - Confirmation of the minutes of the SLBC meeting held on The forum confirmed the minutes of the SLBC meeting held on AGENDA 2 - Review of follow up action taken on the decisions of previous meeting Implementation of Direct Benefit Transfer in Puducherry The convenor informed that under DBT 5345 beneficiaries have been identified in 13 out of the 26 Central Government Schemes. Opening of accounts and seeding of Aadhaar numbers, wherever available, to the account was done on priority basis As on payment of benefits has been made in 5 schemes. The total number of 2680 beneficiaries have been paid an amount of Rs.6,57,80,290/-. With regard to remaining identified schemes the payment would start with release of funds and identification of beneficiaries. As Yanam region was a separate census district implementation of DBT has been started in the second phase from and 753 beneficiaries under 3 schemes have been identified. Payment has also been made to 332 beneficiaries under Indira Gandhi Matritva Sahyog Yojana (IGMSY) Scheme which is exclusively implemented in Yanam on pilot basis through DBT. With regard to DBTL, payment of subsidy to LPG consumers which was started in Puducherry from , out of 2.38 LPG consumers of Puducherry district the Oil Marketing Companies have collected Aadhaar Numbers from 1.85 lakh customers registering 76%. Out of the 1.88 consumers who have provided Aadhaar numbers to LPG distributors Aadhaar numbers of 1.42 Lakh consumers have been mapped to their respective bank account. To ensure payment of benefits the Aadhaar and bank mapped details are to updated in the LPG portal of OMCs. The account holders were provided various facilities through which they can inform their Aadhaar numbers to facilitate seeding of Aadhaar numbers to their account. Consumers were able to inform the details without visiting the branches through SMS,E Mail etc. Under the drop box facility 5091 applications have been received and Aadhaar numbers seeded to the bank accounts. To ensure all the LPG consumers are having their bank account seeded with Aadhaar number various steps were taken by SLBC. Wide Publicity through media was made. Announcement through Auto Rickshaw was also made in all the areas. SMS was sent to all the Consumers having Mobile phones. They were also contacted through their contact numbers and requested to seed their Aadhaar number to bank account. KYC forms submitted by LPG Consumers to Distributors were scrutinized for availability of bank account details. The seeding and mapping to NPCI for these Aadhaar number were checked and unmapped account were sent to all banks for immediately doing the needful. Role-out of Direct Benefit Transfer is also being implemented for Old age pension Scheme of the State Government. Around beneficiaries are paid OAP through bank accounts. To provide better service to beneficiaries of Old-age and disabled persons on the date of payment of pension separate counters have Page 5 of 14

6 been designated where more number of pensioners are visiting the banks. Banks have been requested to provide ATM/Debit /Smart Cards is to be issued to all account holders especially beneficiaries of DBT for withdrawing the money. Sufficient delivery channels to account holders for withdrawing the money either through on-site /off-site ATMs/BCAs with POS Machines are to be provided and Services of existing BCAs to be fully utilised and wherever necessary additional/new BCAs are to be engaged. Banks are also requested to consider BCA/Door Step banking services through Mobile vans in areas (wards/villages) where more beneficiaries are having accounts with bank branches on designated days Bank account is essential component of DBT. All the banks are requested to ensure opening of bank accounts without insisting of any minimum balance for every eligible person who is approaching the branches for opening of accounts. Implementing departments are requested to send the list for the current year to Lead Bank to ensure opening of accounts and seeding of Aadhaar numbers on priority basis. Departments are requested to thoroughly verify the Account details and Aadhaar number of the beneficiaries while sending the same so as to ensure the benefit is transferred to the correct persons. Banks are also requested to ensure Aadhaar seeding is done correctly and transfer of benefit to the accounts of beneficiaries is specially monitored. Banks are requested to ensure all beneficiaries are provided with ATM/Debit cards to enable them withdraw the same at their convenience. Action : All Banks and Concerned Departments 2.2 Allotment of Land for Indian Bank Self Employment Training Institute (INDSETI). The forum was informed of the progress made in identification of land for establishment of INDSETI. The forum requested the concerned departments of the Government of Puducherry to do the needful in allotment of the identified land at the earliest to enable INDSETI to proceed further. Director, INDSETI informed that the survey work of the land has been completed. Since the land does not find place in computerized records of the departments they are in the process of ascertaining the original details of the land so as to initiate transfer proceedings. The forum requested Director INDSETI to follow-up with the departments concerned to expedite the allotment. Action : Concerned Departments of Government of Puducherry 2.3. Financing of Licensed Cultivators (Tenant farmers)-loan Eligibility Cards (LECs) proposed to implement by Govt. of Andhra Pradesh. Convenor informed that providing of Loan eligibility cards (LEC) to tenant farmers based on the Andhra Pradesh Land Licensed Cultivators ordinance 2011 by Government of Andhra Pradesh which would be helpful for availing a loan from banks by them was discussed in the earlier meetings and requested the concerned departments to inform the latest position regarding implementation of similar scheme in Puducherry. 7 2.4. Implementation of online verification of land ownership details of farmers in UT of Puducherry The forum was informed of the scheme named BHOOMI being implemented in State of Karnataka and request made in the previous meetings for implementation of similar project in Puducherry. Concerned Department has informed that the same is being taken up along with implementation of National Land Record Modernization Programme which is a long term process. The implementing department was requested to periodically inform the progress made in this regard.. Action : Concerned Departments of Government of Puducherry 2.5 Inclusion of Private Sector Banks and RRBs in Notification of Government on EM registration Convenor informed that the issue of making suitable amendment to Notification no.8750/drdm/c3/2008 dated to include Private Sector Banks, regional rural banks and other financial institutions like PIPDIC and SIDBI has been followed up with government as it would help the Private sector banks, RRBs, PIPDIC,SIDBI etc. Representatives and Private Sector Banks and RRB requested the forum to take up with the concerned department to expedite the matter as it would help them to provide more high value credit for the development of the UTP. The forum requested the Government to make suitable amendment at the earliest. Action : Concerned Departments of Government of Puducherry 2.6. Functioning of Revenue Recovery Cell and make suitable amendments to Revenue Recovery Act. The forum was informed the discussion in the previous meetings regarding making suitable amendment to Revenue Recovery Act 1970 to include loans provided under Government Sponsored Scheme as revenue due to government so as to improve the recovery rate especially under Revenue Recovery Act. The forum requested the Lead Bank to pursue the matter with concerned departments of Government of Puducherry. Action : Concerned Departments of Government of Puducherry 2.7. Proposed Waiver of Loans under Rajiv Gandhi Tsunami Rehabilitation package The Convenor informed the forum of the latest position regarding providing details to Department of Fisheries regarding the loans given to fishermen under Rajiv Gandhi Tsunami Rehabilitation package. The representative from the department informed that they would be processing the accounts on receipt of details from the pending banks. The banks that are yet to submit the details have been requested to send the details to Lead Bank before General Manager, Indian Bank enquired regarding the availability of Budget allocation for waiver and the possible time required for processing by the department. The representative from department informed that the same would be processed on priority basis. Action : Concerned Banks & Department of Fisheries, Government of Puducherry Page 7 of 14

8 2.8. Financial Literacy Campaigns The forum was informed that as per directives of Reserve Bank of India, Financial Literacy and Credit Counselling Centre has also been established in Puducherry to provide information regarding banking and other services to general public and all the rural branches are conducting Financial Literacy Campaigns in the respective service area villages once a month. Periodically campaigns are conducted in villages with the participation of officials of RBI, Lead Bank, Financial Literacy Centre etc. Financial Literacy Campaign in RBI outreach villages in Puducherry was held with the active participation of Officials of Financial Literacy Centre and campaigns were also conducted in Karaikal during July 2013 with participation from officials of RBI and NABARD. The material in English prepared by RBI has also been given to all FI implementing banks. The materials in Tamil would be sent to banks as soon as it is made available. The forum requested all the banks to send monthly reports regarding conduct of Financial Literacy Campaigns to Lead Bank. Action : All Banks AGENDA: 3 New Issues 3.1 Target under Swarozgar Credit Card (SCC) for the year The convenor informed the members of the communication from NABARD regarding bank-wise targets totaling 500 nos. under Swarozgar credit Card (SCC) Scheme for the programme year and requested banks to explore extending credit to self-employment ventures through SCC as per the guidelines of the scheme and ensure targets are achieved. Representative from PSCB requested the forum to consider suitable reduction in their target based on their business mix. The forum requested the bank to take up with NABARD regarding the same. 3.2 Administrative approval for Implementation of centrally sponsored "Poultry Development "scheme. The forum was informed of the letter from NABARD regarding administrative approval for the above scheme for the year Banks and the concerned department is requested to take note of the same for doing the needful and the progress made be informed to Lead Bank 3.3. PMEGP-PKVIB Application in e-tracking system. The Convenor informed the members of the salient points of the communication received from PKVIB on 100% compliance of e-tracking of PMEGP applications by all the implementing agencies which stipulated that applications should be forwarded to banks only after entering in e-tracking system and they should accept them only if received through e-tracking system only. The data relating to sanction and disbursement is to be entered in the e-tracking system. Margin money subsidy would be released only to applications which are processed through e-tracking system. Representative from PKVIB informed that they would be conducting a sensitization programme on the same shortly to provide details to the implementing banks. Page 8 of 14

9 3.4. Master circular by RBI on NRLM. The forum was informed of the communication received from DRDA regarding availability of RBI master circular on the NRLM Scheme which has replaced SGSY from the current programme year in the Aajeevika and RBI websites. Members are requested to take note of the same. For any clarification they can write to Lead Bank to take up with concerned departments. Agenda 4 - Review of performance of Commercial Banks - Position as at the end of June 2013 The forum was informed that during the first quarter of year , 2 new branches were opened whereby the total number of branches has increased to 207 and per branch population is placed at In Karaikal there are 44 bank branches and per branch population is at During the period under review deposit grew by 3.29% and advance grew by 3.57% resulting in improvement in CD ratio to 78%. Banks are requested to take steps to improve the lending so as to increase the CD ratio further. The lending to priority sector, Agriculture sector, Weaker section advances are above the norms prescribed by RBI. Banks have to put in more efforts to achieve the norms under DRI lending and lending to minority communities and SC/ST communities. Action: All Banks to take steps for achievement of all norms and report the progress made. Agenda 5 - Review of performance under Annual Credit Plan Convenor informed that the achievement under Annual Credit Plan for the first quarter was 90.52% of the target of which achievement under Agriculture was placed at 99.20%. The forum requested member banks to put in more efforts in the coming quarters to overcome the deficit and achieve the targets. Action: All Banks are requested to achieve the targets under all sectors. Agenda 6 - Financial Inclusion The forum was informed of the position as on June 2013 under various Financial Inclusion parameters. A total of accounts have been opened under Financial Inclusion Project. Credit facilities were provided to around 10% of the accounts holders to the tune of Crores.. Banks are requested to increase their coverage of FI accounts under loan schemes so as to make Financial Inclusion more meaningful. All these villages are being covered with banking services through Branches/Banking Service Centres/Ultra Small Branches/Business Correspondent Agents (BCA) etc. In BCA villages smart cards are provided to the account holders and services are provided at their doorsteps. 10 As on June 2013 since inception 86 programme have been conducted by INDSETI in which 2128candidates have been trained and through Financial Literacy and Credit Counselling Centre 5991 clients have been counselled since inception. All concerned are requested to fully utilize the services of these institutions. Action: All Banks. Agenda 7 - Flow of Credit to Agriculture The members were informed of the achievement under Agriculture sector during the first quarter of under which Rs Crores have been disbursed to accounts against the revised annual target of Rs Crores. The bulk of the lending has gone to Short Term crop production loans. The amount of disbursement to term loans is only Rs Crores to 774 accounts. Banks were requested to finance more investment credit projects. They are also requested to lend more to tenant farmers and oral lessees and also under Debt swap scheme. All the crop loans given to notified crops in the notified area are to be invariably covered under NAIS. The banks were requested to make all out efforts to achieve the targets in every subsector of Agriculture. Action: All Banks to finance more investment credit projects under Agriculture. Agenda 8 - Review of Recovery Performance under Government Sponsored Schemes as of June 2013 The forum was informed of the rate of recovery under various Government sponsored schemes. The rate of recovery under PMRY was at 23%, SJSRY (USEP) is placed at 42%, under group loans (SJSRY-DWCUA) was at 61% and under SGSY the rate was at 80%. Banks and line departments were requested to take steps to improve the rate of recovery in all the schemes. The rate of recovery under priority sector was at 77%. The members were requested not to allow the rate of recovery to decline further especially under Group Schemes and take all possible steps to improve the same. Action: All Banks and line departments to take steps to improve rate of recovery. Agenda 9 - Review of performance under Government Sponsored Schemes in UT of Puducherry The convenor informed the forum that the forwarding of applications under Government sponsored Scheme has started. The Region-wise/Bank-wise targets has already been communicated to District Co-ordinators of banks who have been requested to suitably allocate branch-wise target to their branches in individual schemes and communicate to the line departments. The forum requested banks to dispose the applications received under various schemes as per the time norms of RBI and extant guidelines of the scheme so the allocated targets are achieved well before the end of programme year. Action: All Banks and Departments implementing Government Sponsored Schemes. Page 10 of 14

11 Agenda 10 - Performances under Housing, Educational loan and NFS The forum was informed that during the period under review, the total disbursement made to Housing Sector was Rs crores in 478 accounts and 1006 students were provided educational loans to the tune of Rs.9.83 Crores. Under non-farm sector Rs Crores were disbursed to 705 accounts during the same period. The forum was informed that the FLCC is providing counselling and guidance to the students regarding educational loans as per prescribed guidelines. The forum requested all the banks to provide Education Loan to students as per merits of each application and extant guidelines with out giving room for any complaints. Representative from National Housing Bank informed that they would be providing updated information to member banks as they did in other States on the Credit Guarantee fund trust scheme for low cost housing which was discussed in previous SLBC meetings. Action: All Banks. Agenda 11 - Disbursement to Minority Community, SC/ST and Women beneficiaries The Convenor informed that banks have disbursed an amount of Rs Crores to 1721 beneficiaries belonging to minority Community during the first quarter of and the outstanding advances also increased to Rs Crores. During the same period 1117 SC/ST beneficiaries have been disbursed an amount of Rs Crores and Rs Crores were disbursed to 3365 women beneficiaries. Member banks were requested to lend more especially to minorities and SC/STs in tune with the targets. Regional Director, Reserve Bank of India requested the lead banks to provide the targets, if any, allocated for these sectors so that comparative discussion can take place. Action: All Banks to take steps to achieve targets under SC/ST & Minorities lending. Agenda 12 - Performance under KCC and SHG credit linkage The Convenor while informing the forum of the performance under KCC for the first quarter of requested the members to make full use of the revised KCC Scheme. The performance in the first quarter was placed at 2503 new cards to the tune of Rs Crores. Under SHG bank linkage as of June 2013 the forum was informed that 164 new SHG accounts have opened new SB Accounts and the total number of SHG accounts in banks has increased to groups have been credit linked to the tune of Rs.5.56 Crores. All the banks were requested to inform the actual number of active SHGs. Banks were requested to ensure further lending is made to SHGs who are repaying the loans promptly to encourage other groups to repay their loans. Action: All Banks. Page 11 of 14

12 Agenda 13 - Submission of LBR 2 and LBR 3 Returns The forum thanked all the banks for their 100% submission of Lead Bank Returns and requested them to ensure the same in the other quarter of the year also. The forum requested banks to also ensure all the data are provided so that actual performance can be reviewed. Action: All Banks to ensure correct submission of reports in time. Agenda 14 - Stimulus package to MSME Sector The report regarding stimulus package on the credit delivery to Micro, Small and Medium Enterprise Sector as on was placed for information of the forum and members were requested to ensure credit is provided to MSME enterprises as per stimulus package and report of the same is sent to Lead Bank every month. Action: All Banks to report the progress made. General Manager, PSCB informed that their bank has provided more credit to Co-operative Sugar Mills and Spinning Mills and due to various factors the recovery rate is very poor. In addition to this they have also provided credit to Co-operative Societies and it has been come to their knowledge that some societies are approaching commercial banks for credit without getting prior permission from Registrar of Co-operative societies as per prescribed procedure. He requested banks to be cautious and follow the extant guidelines with regard to account holders of their bank while extending credit facilities. Director, INDSETI informed the members of the important role played by their institute in providing skill training to rural youth and requested all the banks to consider the loan applications of INDSETI trained candidates on merits as their requirement is only small amount. As the institute is for all banks he also requested banks to sponsor candidates also for training so that they can be credit linked by them. Shri S Parthasarathy, Assistant General Manager in his vote of thanks made special mention of the interventions by the Executive Director at important points of discussion and valuable guidance in the meeting. He made special mention of inputs provided by Regional Director RBI and General Manager, NABARD and other dignitaries on the dais during the discussions on various agenda items.
