3 HIP overview HIP was created to help fund health care benefits for adults who have traditionally been uninsured. It is an affordable health insurance program from the State of Indiana for uninsured low-income Indiana residents (ages 19 to 64). In the HIP program, the first $2,500 of medical expenses for covered benefits (excluding preventive care) is paid with a special savings account called the Personal Wellness and Responsibility (POWER) Account. The state pays most of this amount, but participants are responsible for paying a small portion of their initial health care costs, based on their income. Source: [in.gov/fssa/hip/] 3 3

4 POWER Account Visa debit card Anthem members enrolled in HIP will receive a new POWER Account Visa debit card. This new debit card gives providers the capability to collect payment immediately for rendered services: First, use the Eligibility and Benefits Inquiry function in Availity to estimate payment based on services rendered. Then, swipe the card as you would any standard debit or credit card. The amount is deducted from the member s POWER Account and paid directly to you. 4 4

5 POWER Account Visa debit card (cont.) This Card is issued by and is the property of UMB Bank, n.a., P.O. Box , Kansas City, MO 64141, pursuant to a license from Visa U.S.A. By using the Card, you agree to the Cardholder Agreement, which is sent with the Card. Each time you use the Card, you certify t hat (i) it will be used only for Qualified Purchases as described in the Cardholder Agreement, and (ii) you have not received and will not seek reimbursement for any expenses paid with the Card from any other benefit source. After collecting payment through the new POWER Account debit card, follow up by submitting the claim through the standard process using the CMS-1500 form for professional claims. Adjudication through the standard process ensures receipt of the correct amount. Receipt of payment balance notifies you if the maximum allowable amount exceeds the member s POWER Account balance. 6 6

Complete an Eligibility and Benefits Inquiry for Anthem On the Eligibility and Benefits Inquiry results page under the Power Account Information section, select Complete Healthy Indiana Power Account Balance Transfer Form. 9 9

10 Eligibility and Benefits Inquiry (cont.) After you select the balance transfer form link, this pop-up window will appear to remind you to collect any copays due from your patients. Copays cannot be charged to the debit card. Select Continue

11 Eligibility and Benefits Inquiry (cont.) Select your Availityregistered Organization with associated Tax ID. Availity sends the tax ID you select to Anthem, and Anthem returns the associated service providers. Select Servicing Provider and Place of Service. Select Continue
