Since no request for amendment has been received, the house may adopt the said minutes. All Banks must achieve their target under Annual Credit Plan for Non achievements of target by banks should be penalised. 6. a) Credit to MSME sector should be increased by all banks. b) A committee at district level should be set up to monitor the performance by various banks. 7. Mid term review needs to be undertaken in between 2 SLBC meetings. 8. PMEGP: a) All pending proposals with banks should be cleared up within March b) To take up with Govt. of India for extension of deadline for margin money settlement of loans disbursed up to 31 st March Banks to implement the Financial Inclusion of villages with population of above 2000 as per road map within time line. Expenditure incurred for setting up of CSP by BC will also be funded by NABARD. 10. ISHUP: a) More effort required to be initiated by all stake holders to activate the scheme. b) Registration fee and stamp duty should be waived 11. RSETIs are to be set up by banks as per the allotment. 12. FLCC: a) Banks to set up FLCC in all Lead Districts and also avail the incentives as per NABARD. Agenda 3 Development in Banking Operation in the State: Deposits : There is increase in aggregate deposits by Rs crores during the quarter ending Mar 11 over the Dec 10 level which worked out to 11.02% increase. (Shown in page no. 23) Advances : There is increase in aggregate advances with Rs crores during Mar 11 quarter over and above Dec 10 level which worked out to 1.42% increase. (Shown in page no. 23) C D Ratio : C D Ratio has decreased from 43.63% as on Dec 10 to 39.71% as on Mar 11. The following banks have registered marginal improvement in CD Ratio during the quarter. ICICI Bank(42.54% %), PNB (42.88% %) & P&SB (17.25% %), The following Banks with less than 20% C D Ratio, must implement their strategies urgently.

SUMMARY OF CD RATIO (Analysis) CD Ratio of all banks is 39.71% against the RBI norm of 60%. CD Ratio 60% and above in 3 districts. CD Ratio between 40% to 60% in 17 districts. CD Ratio below 40% in 7 districts, namely Tinsukia, Kamrup(M), Cachar, Dima Hasao, Karimganj, Jorhat and Hailakandi. CD Ratio slipped to below 40% level for Dima Hasao, Karimganj, Jorhat & Hailakandi, while improved in Sibsagar (46% to 72%) district during the quarter. Special sub-committees under DCC are formed in the districts where CD Ratio is below 40%. DCC is to monitor implementation of ACP to improve C D Ratio. Lead District Officers to ensure correct reporting of ACP performances by all Banks. Priority Sector Advances : Positive growth of Rs crores recorded during Mar 11 quarter over Dec 10. The percentage of growth is 2.88%. (Shown in page no. 23) Bank wise position of Priority Sector Advances is given in page no. 26 of this booklet. Agenda-4 Agricultural Advances : Positive growth of Rs crores recorded up to Mar 11 over Dec 10. The percentage of growth is 8.44%. (Shown in page no. 23) Bank wise position of Agricultural Advances is given in page no. 27. Flow of credit to Agriculture Agricultural advances at the end of Mar 11 are Rs Cr. (Inclusive of investment of RIDF), which is 19.11% of total advances as shown in page no. 15 (RBI benchmark is 18%). Net increase in agriculture sector during the year is Rs Cr., as the figure for April to Dec 10 was Cr. as shown in page no. 23.
