UNLIREC s Cnventinal Arms Cntrl Prgramme aims t: Strengthen the institutinal capacities f States t better cntrl the trade in small arms and light weapns and prevent their illicit trafficking. Building n UNLIREC's success in the area f public security and the demand by States fr sub-reginally and natinally fcused initiatives, UNLIREC develped tailr-made sub-reginal assistance packages and individual prjects fr the Andean Regin, the Caribbean, Central America and Suthern Cne regin. Duties and Respnsibilities: UNLIREC intends t recruit a Prject Advisr, cntingent upn funding availability, t be based in Lima, Peru. The advisr will assist with the implementatin f several activities in diverse cuntries under the prject Capacity Building Prject t enhance the capacity f Caribbean states t cmbat illicit small arms and ammunitin trafficking thrugh peratinal frensic ballistics. Since 2015, UNLIREC has been implementing frensic ballistic technical prgramming, including undertaking natinal baseline assessments, delivering training, supprting the integratin f written standard perating prcedures (SOPs) int natinal frensic ballistics framewrks and prviding technlgy and equipment t enhance the capacity f States t trace illicit firearms and prevent and cmbat illicit arms trafficking. The Prject Advisr will frm part f the Cnventinal Arms Cntrl Prgramme team and will wrk under the direct supervisin f the prject team leader. This psitin will require frequent travel t the regin.
The Advisr will be respnsible fr: 1. Prgramme Planning and Implementatin (0%) Lends supprt t the rganizatin and delivery f activities related t firearms frensic ballistics, security and justice sectr capacity building initiatives n the cmbat f illicit arms trafficking, and public security. Assists prject leaders t identify capacity-building and technical needs and undertake capacity-building activities at a natinal and sub-reginal level. Assists in the preparatin f annual wrkplans, including prject and prgramme budgets. Participates in the planning and rganizatin f cnventinal arms cntrl and/ public security thematic wrkshps, seminars and ther related meetings. Supprts the elabratin f cmmunicatin material (website, prject factsheets, news, etc.). 2. Building Partnerships (20%) Participates in fact-finding and ther missins t cuntries within assigned area f respnsibility. Maintains cntacts with ther sectrs f the UN, ther internatinal rganizatins and gvernments n crdinatin matters. 3. Draft reprts, briefing materials and ther related dcuments: (20%) Supprts team leader in the mnitring f the cntributin agreements and deadlines fr narrative/financial reprts; prject impact; cntributes t the preparatin f prject narrative and financial reprts in a timely manner, updates results-based management tables and lgical framewrks.. Advises n the expansin f the Cnventinal Arms Cntrl Prgramme: (10%) Undertakes research and maintain up-t-date knwledge f tls and events relating t arms cntrl and public security issues, in general, and in particular as they affect the States and thematic mandates fr which the staff member is respnsible. Advises n the latest reginal trends and develpments in the area f arms cntrl, public security and prvides inputs n issues t senir fficials at UNLIREC. Gathers, selects and analyses infrmatin cntained in cmmunicatins and publicatins received frm different surces, including academic and the press. 5. Perfrms ther related duties as required by the Directr and/r Prject Team Leader (10%) Candidate Prfile: Educatin Minimum requirement f a first-level university degree in ne f the fllwing fields: internatinal relatins, plitical science, law, peace studies, management, public administratin, scial sciences r ther relevant field. Advanced university degree (master s degree r equivalent) is preferred.
Wrk Experience Minimum 3 years f prfessinal experience in prject management, facilitating institutinal planning r prject implementatin in peace and/r security related areas is required. Wrking experience in the rganizatin f training curses, capacity building initiatives, wrkshps, meetings r seminars is highly desired. Experience wrking with law enfrcement agencies, justice sectr r ther gvernment institutins is highly desired.
