TOYBOX AND PENDEKEZO LETU (PKL) Tybx is a UK charity with a missin t end the injustice f children living and wrking n the streets, ne f the wrld s mst vulnerable grups. Tybx has 25 years f experience cllabrating with lcal partners in Latin America, Kenya and India t address the issues faced by street-cnnected children thrugh prgrammes fcused n preventin, interventin and reintegratin. Tybx have been wrking in Nairbi since Octber 2015 with the lcal partner rganisatin Pendekez Letu (PKL). Pendekez Letu (PKL) has been supprting street-cnnected children, their families and cmmunities in the urban slum areas f Nairbi and Kiambu cunties in Kenya fr 20 years. They wrk in a hlistic way t supprt vulnerable children, thrugh rehabilitating children wh are at risk, living and/r wrking n the streets, and thse in cnflict with the law, and supprting their families with ecnmic empwerment and guidance, and empwering cmmunities t prtect their children frm child abuse and t prmte child rights. Tybx and PKL have been cllabrating n a prject called Safe frm the Streets started in July 2016 and this prject phase will end in March 2019. II. PROJECT OVERVIEW Prject name: Safe frm the Streets City Lcatin f Prject: Nairbi and Kiambu cunties, Kenya Prject Duratin: July 2016 March 2019 Prject Overview: Aim: This prject aims t strengthen the frmal and infrmal child prtectin in Nairbi and Thika thrugh empwering street-cnnected children, families, cmmunities and authrities t realise the rights f children in their cmmunities and when accessing justice. The main areas f change the prject is aiming fr are: 1. Street-cnnected children in five slum settlements t knw and exercise their child rights & respnsibilities. 2. Cmmunities in five slum settlements t have strng infrmal child prtectin systems and appraches. 3. Children in cnflict with the law t have imprved access t justice and are accepted back int the cmmunity. 4. Strng crdinatin between rganisatins supprting street-cnnected children in Nairbi.

III. EVALUATION OBJECTIVES The primary purpse f this evaluatin is t understand: 1. What difference has the prject made t peple s lives? 2. Hw effective were ur methdlgies t supprt change? 3. What learning and recmmendatins shuld we cnsider in the next phase f this prject? This evaluatin is taking place at the end f a prject phase. The key fcus f this evaluatin is t evaluate what the prject has achieved in regards t the impact n the lives f children and cmmunities, hw this has been achieved and lessns learned frm this prcess, and any key recmmendatins t infrm the design f the next phase f the prject (the next 3 years). These bjectives shuld be answered thrugh key supprting questins such as thse fund in the table belw. These questins adhere t the identified areas f the OECD DAC Criteria fr Evaluating Develpment Assistance,mainly fcusing n the areas f impact, sustainability, and effectiveness.in answer t all these questins, we want t hear and knw the perceptin f children, families, cmmunities and ther relevant stakehlders. (Effectiveness) Key Supprting Questins T what degree have the changes desired (as captured in the utcmes and gal) been achieved? Were there any unexpected utcmes? Wh has this prject benefitted/affected and in what ways? Will the impact be sustained and will sme f the activities be sustained by ther stakehlders, if this was the plan? In regards t, fr example: - Adapting the prject with lessns learned during implementatin (including testing wn assumptins), the cntext and cmmunity feedback - Wrking with ther stakehlders - The mnitring f the prject - Were the desired utputs being achieved and were there any better alternatives t achieve them? What learnings and recmmendatins shuld we cnsider in the next phase f this prject? What are the lessns learned? What are the recmmendatins, including frm the analysis f the suggestinsfrm stakehlders? Are there any new and innvative suggestins fr this prject r future prjects due t infrmatin gathered and analysed? IV. EVALUATION TARGET AUDIENCE Tybx and Pendekez Letu will use this infrmatin internally t design the prcess Sme infrmatin will be used externally with ther stakehlders and fr advcacy purpses 2

V. METHODOLOGY In develping this methdlgy, the cnsultant shuld cnsider the fllwing pints: 1. Methdlgy shuld be participatry, and shuld encmpass key prject stakehlders including Tybx staff, PKL staff, child and adult beneficiaries, family members, cmmunities, and lcal gvernment, amng thers. 2. Quantitative and Qualitative data shuld be cllected predminantly thrugh primary data, thrugh varius methds such as fcus grup discussins, interviews, questinnaires, child-friendly tls etc. This data shuld als triangulate the indicatrs measured in the prject. 3. Data shuld be disaggregated as much as pssible (fr example, gender, age, etc.) 4. Methdlgies that include aspects f children, yuth r cmmunity members cllecting data will be viewed psitively. This wuld include training n hw t cllect data with childfriendly methds. 5. If a baseline exists, this shuld be used t infrm methds emplyed, whilst als prviding indicatr data against which cmparisns can be made. 6. Retrspective Output and Outcme Measurement Methds/Tls t strengthen impact analysis. 7. Analysis f prject dcuments and ther relevant dcuments. 8. The cnsultant must sign and abide by PKL s and Tybx s child safeguarding plicies, and will ensure that infrmed cnsent is prvided fr all interviews, fcus grup discussins, phtgraphs and vides f children and adults. 9. Ethical standards shuld be adhered t and Tybx s Ethical Guidelines fr Research and Mnitring Activities with Children shuld be signed by all invlved in cllecting and analysing data. 10. PKL shuld be cnsulted with at regular intervals, and will be part f the crdinatin prcess at all stages. 11. The findings f the prject shuld be verified and shared with key stakehlders. 12. A strng analysis f the data is key. The analysis f this evaluatin needs t be effective t infrm a future prject design. VI. TIMELINE & DELIVERABLES The evaluatin shuld take place ver the perid September t Nvember 2018 with the final reprt being delivered by n later than 30 th Nvember 2018. As primary data is key, we expect that the cnsultant wuld be in the cmmunities fr at least 5 days. The fllwing deliverables will be expected: 1. Methdlgy and wrk plan by 27 th September 2018 (at least 10 days prir t cmmencement f primary data gathering). The plan shuld utline clearly the methdlgy, wrk plan and resurces required. Tybx and Pendekez Letu will feedback n any mdificatins that are required befre the methdlgy and wrk plan are signed ff and wrk n the evaluatin can cmmence. 2. Draft reprt by 11 th Nvember 2018. An External Evaluatin Reprt Outline will be prvided t the cnsultant t supprt the structure f the reprt. The draft reprt will be reviewed and discussins will be held until apprval. 3. Verbal presentatin this will be based n the reviewed draft reprt using PwerPint and shuld be prvided the week f 19 th Nvember 2018. PKL and Tybx will review the 3

reprt and feedback bth in written frm and verbally in this meeting. This verbal presentatin will infrm the verificatin wrkshp with the cmmunities/stakehlders. 4. Verificatin wrkshp - the week f 26 th Nvember 2018 with cmmunity members and stakehlders. 5. Final reprt by30 th Nvember 2018. VII. PROFILE OF THE CONSULTANT OR CONSULTING TEAM Experience f wrking with children and evidence a strng understanding and adherence t child prtectin standards. Experience f wrking with street-cnnected r vulnerable children is highly desirable, with experience/knwledge in Child Prtectin A strng backgrund f assessments and evaluatins using mixed methds is essential. It is desirable that sme f this experience includes evaluatin wrk. Strng interpersnal and wrkshp facilitatin skills, particularly with yung peple and children, are essential. Knwledge f child friendly and ethical participatry methds are highly desirable, fr example the Mst Significant Change stries. Specific experience in wrking with and training yuth t supprt data gathering (especially qualitative data) is desirable. Fluency in written and verbal English is essential. Knwledge f the lcal language is desirable. The independent cnsultant must be entirely independent f bth PKL and Tybx, and shuld declare ccasins in which they have been invlved in wrk carried ut fr either rganisatin previusly. Lcally based cnsultants are encuraged t apply. VIII. ROLE OF PKL PKLwill manage the evaluatin cnsultant, and will: Prvide relevant prgramme dcuments t the cnsultant Prvide supprtive supervisin t the cnsultant (and research team if applicable) thrughut the engagement perid Mbilise respndents in cmmunities, supprt the field wrk by the cnsultant and facilitate prject staff invlvement where relevant and agreed Measure the indicatrs f the prject Prvide supprt t the cnsultant with lgistics fr the validatin wrkshp with stakehlders/cmmunities Mnitr the implementatin f the evaluatin including cmpletin f deliverables Alngside Tybx, review the deliverables and prvide feedback t the cnsultant IX. PAYMENT, TERMS AND DELIVERY DEADLINES The cnsultant will be issued with a cntract n selectin. Once selected, the evaluatr will develp an evaluatin plan (methdlgy and wrk plan). This will include: Reviewing secndary infrmatin Develping and finalising the methdlgy Planning and finalising the schedule fr the field wrk Analysing the findings frm the indicatr measurements (if available). 4

Orienting the evaluatin team n tls if required Carrying ut the field wrk Analysing the findings and identifying recmmendatins Reprt writing Presenting t Tybx and the staff Verifying the reprt with stakehlders.
